TITLE: Bonita Creek Sports Park Pickleball Courts — Notice of Completion
for Contract No. 8130-2 (Project No. 17P12)
ABSTRACT:
On April 25, 2017, City Council awarded Contract No. 8130-2 for Bonita Creek Sports
Park Pickleball Courts project to Green Giant Landscape, Inc. The required work is now
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) On April 25,
2017, City
Council found this action exempt from the
California
Environmental
Quality Act
(CEQA) pursuant to Section 15301 (Existing
facilities)
based on the
project is a
minor alteration of a public facility involving
negligible
expansion of
the CEQA
Guidelines, California Code of Regulations,
Title 14,
Chapter 3, because
it has no potential to have a significant effect on the environment;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

DISCUSSION:
The project involved installing four pickleball courts using post -tensioned concrete slabs,
walkways and site fencing. The work necessary to complete this contract included
notifying residents; providing erosion control; verifying utility locations; completing site
demolition, earthwork, and site grading; constructing drainage improvements, post -
tensioned concrete pickleball court, concrete walk, mow curb, seat and retaining walls
and court surfacing; furnishing and installing chain link fences and gates, windscreen
fabric, court posts, nets, trash receptacles, benches, landscaping and irrigation
improvements.

Contract No. 8130-1, Bonita Creek Sports Park Pickleball Court has now been completed
to the satisfaction of the Public Works Department. A summary of this contract's
construction cost is as follows:
Original Bid Amount: $531,100.00
Actual Cost of Bid Items Constructed: $516,745.00
Total Change Orders: $ 14,322.92
Final Contract Cost: $531,067.92
The actual cost of contract bid items constructed was $516,745.00 less than the awarded
contract amount by $14,355; a majority of the cost savings can be ascribed to deleting
importing soils bid item and reducing the length of the seat wall. Two change orders
were issued totaling $14,322.92, a 2.7 percent increase over the original contract amount,
and were within the contingency allowance. The change orders included re -locating a 6 -
inch reclaimed irrigation main line, increasing stock plant sizes and providing additional
landscape items.

On April 25, 2017, City Council found this action exempt from the California

CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no

NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
