Subject: Support of and Recommendations Related to
Pedestrian Crossing Study of Balboa Peninsula, dated August 2017
Agenda for October 24, Items SS4 and 13
Support. The Central Newport Beach Community Association (CNBCA) believes that the
Pedestrian Crossing Study of Balboa Peninsula, dated August 2017, is a very good start.
CNBCA's leadership strongly agrees with the City's consultant, Albert Grover & Associates,
who concluded:
In order to be successful, strategies to improve driver awareness and safety
along a corridor should. include the "Three E's" of traffic management:
Engineering, Education, and Enforcement. The Three E's approach to traffic
management can be compared to a three-legged stool. If one leg is
missing or ignored, the stool is weakened and can't support its intended
purpose. However, with three strong legs a stool can support loads well
above what any one leg can support on its own. Likewise implementing
traffic engineering actions, educating the public about expected motorist
behavior, and providing enforcement to penalize violators can have
dramatic positive results.
We believe that with the implementation of the engineering
recommendations outlined in this document... We also recommend an
increased police presence to cite willful law breakers and dangerous
behavior, and to help educate the public on safe behavior.
CNBCA, along with several members of the Pier to Pier community, have been working with
Tony Brine to express our concerns regarding the specific engineering findings (see
recommendations below). CNBCA also met with Chief Jon Lewis to discuss the education
and enforcement components. Specifically, we requested that Chief Lewis increase
enforcement between 181h Street and 12th Street (Marina Park and Newport Elementary) from
7:30 to 8:15 am and 2:15 to 3:00 pm during the school year since parents dropping off their
children at school and motorists in this area not only exceed the speed limit but frequently
disregard the crossing guards. We are happy to report that the Newport Beach Police
Department has stepped up enforcement! Our hope is that the NBPD's presence will
continue since citing willful lawbreakers will "have dramatic positive results" that equates to
improved safety for the children at Newport Elementary and pedestrians.

Recommendations. CNBCA has the following recommendations regarding physical
improvements along Balboa Boulevard:
/ Relocate Palm Trees that are located at both Newport Elementary crossings (13th Street
and 14th Stree) to enhance visibility for crossing guards, students, and motorists. [See
page 10 of Study, "decluttering of the street environment so that pedestrians and
bicyclists in the right-of-way can be clearly seen by approaching motorists and safe
decisions can be made."]
► Explore solar -powered, push-button blinking crosswalk sign at select crossings, in
particular where large gathering places are located such as Marina Park (16th Street,
17th Street, and/or 18th Street) and at the 7-11 (20th Street).
Explore reflective walk sign posts (see below) and stop sign posts (see below) for
Balboa Blvd. as well as other main throughways (i.e. W. Bay Avenue, alley between
Balboa Blvd. and W. Bay Avenue, etc.)
The Central Newport Beach Community Association appreciates the resources and hard
work that the City's Staff and NBPD afford the Balboa Peninsula residents and tourists. We
support the conclusions of the Pedestrian Crossing Study of Balboa Peninsula, dated August
2017, and look forward to working with the City and the NBPD in developing workable
solutions that will improve public safety and the quality of life on the Balboa Peninsula.
