Dear Honorable Mayor Duffield and Members of the City Council: Greetings. My name is Jesus Roberto and I am the owner of Roberts Waste and Recycling (Robert's Waste). Robert's Waste is the incumbent waste collection and maintenance services provider for City owned Refuse Containers at beach areas, bus stops, on piers, and at various other locations. On tonight's Regular Meeting Agenda of the City Council, under the Consent Calendar, item 5, the City Council is being asked to consider the approval of a contract with Robert's Waste for the ongoing provision of trash collection services for City owned Refuse Containers located throughout the community. As an alternative consideration, the City Council could opt to reject all proposals and issue a new RFP. The purpose of this brief correspondence is to respectfully request the City Council's favorable consideration by the approval of an agreement with Robert's Waste and to explain why rejecting all proposals would be unfair to Robert's Waste and not in the City's best interest. Robert's Waste has been providing these important services to the City of Newport Beach for over five (5) years and is currently the incumbent service provider. Please understand that as the owner of Robert's Waste, I consider it an honor to be under contract with the City of Newport Beach and we wish to continue with this mutually beneficial relationship. We consider ourselves daily ambassadors of the City of Newport Beach to your residents, visitors and tourists. However, I would also like to explain that providing these particular services is far from an ordinary task. On the contrary, it is actually very challenging due to the close interface these services have with the general public. This is an entirely different proposition than just dispatching a truck out to a job site to dump a trash receptacle. On the contrary, it is a personal service function and no lapse can be tolerated. Service quality must not be compromised and 7 day per week, 24 hour per day vigilance is integral to the success of this program. To ensure that this service has been and remains as smooth and trouble free as possible, from the inception five (5) years ago, I have personally dedicated myself to learning every detail and nuance of this collection service. I remain personally involved in the daily provision of this important service and I am out with my crews continually, including Sundays, to ensure that these services are provided impeccably. I believe this is the reason that Robert's Waste earned a technical score of 53.00, compared to our competitor's 10.00, as indicated on page 3 of the City's Staff report regarding this matter. It should also be noted that Robert's Waste's pricing was responsible and highly competitive. Based on first-hand experience gained over the last five (5) years, Robert's Waste's price represents the best value overall and is at a level commensurate with maintaining the required staffing levels to support a 365 day service commitment. To reiterate, the provision of these services are highly labor intensive and challenging. There are thin margins at best and mistakes would not only cause grief to the City's public work's staff, but quickly erode profits. Therefore, there is virtually no room for error. Robert's Waste is prepared to proceed immediately under the terms of this new agreement and based on having received the City's Notice of Intent to Award letter, dated November 1, 2017, Robert's Waste has already placed an order for the new equipment as required in the RFP for the provision of the said services. Newport Beach is a prestigious, landmark city and upholding such high standards is paramount to me and to all my employees who serve your great City under this contract, without exception, 365 days per year. I consider it a tremendous honor to serve this great City and I again respectfully ask for your favorable consideration this evening by the award of a new contract to Robert's Waste for the seamless continuation of these important services in the future.
