The City Council of Newport Beach welcomes and encourages community participation in this Planning Session meeting. Public comments are generally limited to three (3) minutes per person to allow everyone to speak. Written comments are encouraged as well. (MAY CONCLUDE EARLIER OR LATER) Welcome (Mayor Duffield) • Call the Meeting to Order • Roll Call by City Clerk • Pledge of Allegiance • Welcome and Introductions Public Comments on Agenda and Non -Agenda Items Public comments are invited on agenda and non -agenda items generally considered to be within the subject matter jurisdiction of the City Council. Speakers must limit comments to three (3) minutes. Before speaking, please state your name for the record. III. Update on Fiscal Issues (City Manager, Finance Director) — 20 minutes City staff will provide an update on the City's fiscal picture, including challenges and opportunities. IV. A Modern Vision for the Harbor (City Manager's Office, Public Works) — 30 minutes • Next phase for Harbor Operations Division — including more active code enforcement. Key issues include the anchorages, Title 17 update, charter vessels, and more. • On the capital projects side, how to best get to a dredging model that is suction -based and regular, routine versus one time (expensive) scow -based. V. Whether and When to do a General Plan Update (Community Development) — 20 minutes • Should a formal GP update start now or should more preliminary workshops occur? • How to appropriately characterize the success or failure (in implementation) of past zoning decisions, especially Marine Commercial. VI. Public Safety Issues (Police Department, Public Works) — 15 minutes • Crime Trends and Issues — data from 2017 and thoughts about 2018 (Police Chief Lewis). • Fire Station projects in 2018 and brief CIP Update (Public Works). VII. John Wayne Airport and NextGen (City Manager) — 15 minutes • Strategies for studying and developing a smarter, quieter departure procedure. • Improving our noise monitoring capabilities. • Other issues as needed.
