TITLE: Median Landscape Turf Replacement — Notice of Completion for
Contract No. 8151-1 (161-02)
ABSTRACT:
On June 13, 2017, City Council awarded Contract No. 8151-1 for Median Landscape Turf
Replacement Project, to Diversified Landscape Management (DLM). The required work
is now complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On June 13, 2017, the project was found to be exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15302(c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

DISCUSSION:
During the recent drought, State regulations were enacted prohibiting use of potable
water to irrigate medians planted with grass. This project removed existing turf grass and
replaced it with California friendly plants. The new landscaping matches the plant palette
installed within the San Joaquin Hills Road median fronting the new apartment complex
at 1001 San Joaquin Plaza.
The Contractor had 90 consecutive working days to complete the work. Construction
began late July and was substantially complete by mid-November 2017.

of existing facility involving negligible or no expansion of capacity) of the CEQA

Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
