Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Kathryne Cho, Civil Engineer, kcho@newportbeachca.gov PHONE: 949-644-3014 TITLE: Facilities Carpet Replacement Project —Award of Contract No. 7222- 1 (18F02) ABSTRACT: Staff requests approval to purchase and install new carpeting for Central Library, Mariners Library and Utilities Yard Offices through the National Joint Powers Alliance (NJPA) cooperative contract purchasing program using contract #121715-TFU. Staff requests authorization from City Council to award the contract to Tandus Centiva LLC (Tandus). RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no expansion of an existing use) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Award Contract No. 7222-1 to Tandus for the total price of $239,826.42, and authorize the Mayor and City Clerk to execute a contract with Tandus under the terms of NJPA Contract No. 121715-TFU; and c) Establish a contingency of $23,983.58 (approximately 10 percent) to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: The current adopted CIP budget includes sufficient funding for this project. The Central Library areas to be included in this project are the children's area, conference room and computer lab on the first floor and reading areas on the second floor. The carpeting in these high traffic areas show deep rooted staining and cleaning is no longer adequate in these areas. The Mariners Library carpeting has been in place since the facility opened in 2006. Since then, some of the carpet tiles have been replaced. At this time, the rest of the carpeting is past its service life and needs replacement. The carpeting in the Utilities Yard offices are approximately 20 years old. The existing carpeting is overdue for replacement. The library and utilities groups have selected carpet types that best fits their needs, carpet that is durable and reduces soil visibility. Instead of using the traditional design -bid -build delivery method, staff determined that it would be more efficient and economical for the City to utilize its NJPA membership to take advantage of the national cooperative contract purchasing program to complete this project. Since all NJPA contracts are competitively solicited nationally and vetted by knowledgeable committees with expertise in those trades, the City will benefit from the reduced pricing made possible by these large volume national contracts. Staff recommends contracting with Tandus, NJPA contractor, for this work. Tandus possesses a California State "C-15 Flooring and Flooring Covering" Contractors License, has satisfactorily completed similar work for the City and has a good working relationship with the library group. Tandus will have 45 consecutive working days to complete the work. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no expansion of an existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. 9-2 Facilities Carpet Replacement Project — Award of Contract No. 7222-1 (18F02) March 13, 2018 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
