1. How many charter boats are operating in the Harbor? What is a good maximum number?
a. Harbor Tour "party" boat (wedding, reunion, business events)
b. Not sportfishing charters that leave the harbor
c. If some are too big, or if there are too many, then is there an appropriate amortization
period for those boats to leave?
2. Grey water discharge by charter boats
3. Passenger tax
a. Better way to structure?
b. Should there also be a fee (in addition to tax) to pay for review and enforcement?
4. Existing analysis of other Harbors and their charter boat operations
a. Standards
