3. All rental SUP boards and manually powered
vessels be fitted with leashes, and that rental
companies encourage their customers to use
them.

4. To improve educational procedures at the source of
renting SUPS, the Harbor Commission recommends
the following conditions for procuring a Marine
Activities Permit: -A
A. All rental companies distribute a safety brochure
and require their customers to acknowledge they
have read and understand it.
B. All rental companies acknowledge in writing with
each customer that they can swim. If not, the
rental company must require their customer to

wear a life vest.
