Dixon, Chair / Council Member Will O'Neill, Mayor Pro Tem Kevin Muldoon, Council Member William Collopy, Committee Member Patti Gorczyca, Committee Member Joseph Stapleton, Committee Member Larry Tucker, Committee Member This City Council and Finance Committee are subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that their agenda be posted at least twenty-four (24) hours in advance of a special meeting and that the public be allowed to comment on agenda items before the City Council and Finance Committee, and items not on the agenda but are within the subject matter jurisdiction of the City Council and Finance Committee. The City Council and Finance Committee may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the City Clerk 24 hours prior to the scheduled meeting. Review of the Proposed Fiscal Year 2018-19 Budget (the proposed budget is available online at newportbeachca.gov/budget) This presentation is the second Fiscal Year 2018-19 City budget presentation and will focus on the expenditure side of the budget. It will also include the City's pension approach, possible position changes in areas like Fire Prevention, Police, and Public Works, and key capital programs as outlined in the proposed FY 2018-19 CIP. Other expenditure -related topics planned for discussion are school safety, utility undergrounding, and the City's homelessness approach. IV. PUBLIC COMMENTS Public comments are invited on agenda and non -agenda items generally considered to be within the subject matter jurisdiction of the City Council and Finance Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The City Council and Finance Committee have the discretion to extend or shorten the speakers' time limit on agenda or non -agenda items, provided the time limit adjustment is applied equally to all speakers.
