Brown, City Clerk - 949-644-3005, (brown@newportbeachca.gov Jennifer Nelson, Assistant City Clerk 949-644-3005 Appointment of Deborah O'Connor to the Newport Coast Advisory Committee On September 25, 2001, the City Council adopted Resolution No. 2001-81, which established the Newport Coast Advisory Committee. Due to the passing of Jack Butefish, there is one vacancy on the committee that is to be appointed by the Mayor with a term not ending until the committee is sunsetted. RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Appoint Deborah O'Connor to fill the current vacant position on the Newport Coast Advisory Committee. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The purpose of the Newport Coast Advisory (NCAC) is to inform the City Council on matters of importance to the Newport Coast community. Pursuant to Resolution No. 2001-81, of the seven members, one of the members is appointed by the Mayor, with City Council confirmation. Pursuant to City Council Policy A-2 (Boards, Commissions and Committees) and the Maddy Act, after the passing of Jack Butefish in 2012, the City Clerk published the Notice of Vacancies in the Daily Pilot and posted the Notice of Vacancy in the City Clerk's Office and the City Hall bulletin board, and placed the Notice of Vacancy on the City's webpage. Out of the three applications that were received, the Mayor has selected Deborah O'Connor to fill the vacancy. 20-1 Appointment to the Newport Coast Advisory Committee June 12, 2018 Page 2 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
