Department CE Supervisor Services Projects pro FT Assistant (PT) (FT) Workers (3 — 1 ( ) 35/hour PT) Dock & Piet- 13 ier13 HSWs (PT) Permitting HARBOR DEPT BUDGET Harbor Department $27,564* $936,438 $1,131,415 Harbor 0 8 (P/T) I (F/T)* Department 16,640 hours 8.39 (P/T) 16,640 hours 19,531 hours *Small salary cost prior to start date of 7/ I / 17 Part Time Employees include: Department Assistant Lead Harbor- Service Worker/Dockmaster Harbor Service Worker 2018-19 includes staffing checklist but not proposed harbor work boat Also move Code Enforcement Supervisor to Harbor- for I year at an additional 2,080 hours 0 BUSINESS PLAN YEAR I The following tasks are proposed to be completed in FY 2018-19: • A focus on Code Enforcement including: • Derelict vessels • Live-aboards • Marine Activity Permits (MAPs) • Public Dock uses (timing, fishing v. boating, etc) • Training all PT and FT staff on Code Enforcement and citation ability • Continue to reconcile mooring holders' information including live -a -boards • Work with Lifeguards for after -hour customer service calls • Update Fee Schedule for Guest Moorings, more. • Address office needs at Marina Park • Add camera systems • Begin revisions to Title 17 C3� J BUSINESS PLAN YEAR 2 The following tasks are proposed to be completed during FY 2019-2020 • With and following Harbor Commission's review and recommendations: • Revision of MAP process • Review of Charter operations • Improve public information efforts regarding: • Sea Lion deterrence • Stand up paddle boards • Other Rental Operations • Complete revisions to Title 17 • Develop Loan Mooring Line program • More C�7 NEXT STEPS Tonight: • Adopt Budget and Budget Checklist reflecting FT positions and FTE (part-time) positions At the Council's June 26th meeting: • Start to amend Title 2.12 of the Newport Beach Municipal Code to reflect new Harbor Department • Provide job descriptions and salary ranges for new Harbor Director/Harbormaster, Lead Harbor Service Worker, Harbor Service Worker Soon after that: • Recruit for positions • Amend Title 17 of the Newport Beach Municipal Code to reflect the roles and responsibilities of the City Harbormaster position. 0 f - • ' - o 4 - .�.
