Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Ben Davis, Associate Civil Engineer, bdavis(a)-newportbeachca.gov PHONE: 949-644-3317 TITLE: Citywide ADA Curb Access Ramp Improvements — Notice of Completion for Contract No. 7154-1 (18R11) ABSTRACT: On November 14, 2017, City Council awarded Contract No. 7154-1, for the Citywide ADA Curb Access Ramp Improvements project, to Victor Concrete, Inc. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On November 14, 2017, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2 Section 15302(c); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. A summary of the construction cost is as follows: Original bid amount: $1,279,090.00 Actual Cost of Bid Items Constructed: $1,130,400.00 Total Change Orders: $52,200.00 Final Contract Cost: $1,182,600.00 The final contract cost was $96,490.00 (7.5 percent) lower than the original bid amount. This cost decrease was primarily due to a reduction in total access ramps for a few locations that had an access ramp installed before construction started and the Contractor's ability to construct the curb access ramps without the need for additional sidewalk and curb and gutter. This project included two change orders for a total amount of $52,200.00, which was approximately 4.1 percent of the original bid amount. The change orders were issued to include reconstruction of deteriorated cross gutters that were in the path of travel from the new access ramp crossing the street that had large cracks that presented a tripping hazard. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule 1/3/18 Actual Start of Construction Per Notice to Proceed 1/3/18 Extended Contract Completion Date Inclusive of Extra Work 5/11/18 Actual Substantial Construction Completion Date 5/17/18 This project successfully installed 196 new curb access ramps, 96 spandrels, 12 cross gutters and relocated 31 electric boxes in the Harbor View, Newport Hills, Eastbluff, Spyglass and Corona del Mar communities in order to remove physical barriers and improve pedestrian access. The project was funded with Community Development Block Grant funds. 9-2 Citywide ADA Curb Access Ramp Improvements — Notice of Completion for Contract No. 7154-1 (18R11) June 26, 2018 Page 3 ENVIRONMENTAL REVIEW: On November 14, 2017, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Class 2 Section 15302(c) (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
