Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Peter Tauscher, Senior Civil Engineer ptauscher@newportbeachca.gov PHONE: 949-644-3316 TITLE: Notice of Completion for Fire Station No. 6 Apparatus Bay Replacement — Contract No. 6422 (Project No. 16F11) ABSTRACT: On June 13, 2017, City Council awarded Contract No. 6422 for the Fire Station No. 6 Apparatus Bay Replacement Project to Metro Builders & Engineers Group, Ltd. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On June 13, 2017, City Council found this action exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302 (Replacement or Reconstruction); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release Faithful Performance Bond one (1) year after acceptance by the City Council. Since then, fire engines and medical response rolling equipment have grown in size to the extent that the new fire engine assigned to this station no longer fit through the existing garage doors. Prior to the completion of this project, the newest truck was parked under a tent when on station property. This project concentrated on replacing the undersized apparatus bay as well as building a new structure that met current building and seismic codes. A summary of this contract's construction cost is as follows: Original Bid Amount: $977,868.00 Actual Cost of Bid Items Constructed: $977,868.00 Total Change Orders: $ 84,672.48 Final Contract Cost: $1,062,540.48 The actual cost of contract bid items constructed was awarded bid price of $977,868.00. Two change orders were issued totaling $84,672.48, an 8.7 percent increase over the original contract amount, and were within the contingency allowance. The change orders included removing and replacing the existing roof and rotting wood on the adjacent fire station residence quarters; making HVAC repairs; changing out signage; and installing additional concrete that was not included on the drawings. The additional change order work also included site preparation work for establishing the Corona del Mar temporary Fire Station #5 across from the Oasis Senior Center. The work at the temporary Fire Station #5 included connecting water, sewer, and electricity utilities and preparing the facility for use by fire personnel during the Corona del Mar Fire Station #5/Library Replacement Project. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule 10/30/2017 Actual Start of Construction Per Notice To Proceed 9/11/2017 Extended Contract Completion Date Inclusive of Extra Work 5/15/2018 Actual Substantial Construction Completion Date 5/9/2018 5-2 Notice of Completion for Fire Station No. 6 Apparatus Bay Replacement — Contract No. 6422 (Project No. 16F11) July 10, 2018 Page 3 ENVIRONMENTAL REVIEW: On June 13, 2017, City Council found this action exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302 (Replacement or Reconstruction) is a new garage structure that occupies the same space as the existing garage and will have the same purpose and capacity to house fire station vehicles of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
