Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Arterial Highway Pavement Repair Program — Notice of Completion for Contract No. 7185-1 (18R03) ABSTRACT: On November 28, 2017, City Council awarded Contract No. 7185-1 for the Arterial Highway Pavement Repair Program project to All American Asphalt. This contract involved isolated pavement repair at various locations throughout the City. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATIONS: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On November 28, 2017, City Council found this action exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release Faithful Performance Bond one (1) year after acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expensed from the following account: Account Description Gas Tax Water Capital Dist./Piping Account Number 12101-980000-18R03 $ 70201931-980000-16W14 $ Total: $ Amount 402,573.33 60,798.27 463,371.60 3-1 Arterial Highway Pavement Repair Program — Notice of Completion for Contract No. 7185-1 (18R03) July 24, 2018 Page 2 DISCUSSION: This project was originally scoped and designed back in March 2017 to assist the former Municipal Operations Department (MOD) with the patching of isolated pavement areas on arterial highways that have failed. The project was also designed to reduce the backlog of pavement repairs that need immediate attention. The work necessary to complete this contract included isolated asphalt repairs, paving, deep patching and asphalt finish course replacement on various locations along MacArthur Boulevard, Newport Coast Drive, San Joaquin Hills Road, Spyglass Hill Road, San Miguel Drive, and West Coast Highway as shown on the Location Map. This contract also included isolated dig -outs, asphalt grind and overlay, pruning tree roots and installing tree root barriers, installing traffic striping, pavement markings and raised pavement markers. The City also issued a change order to repave a portion of 32nd Street in response to a City water line project and adjacent to the Lido House paving work. The water main improvements on 32nd Street were completed in May 2017 as part of the Lido Village and West Newport Water Main Replacement project (C-7001-2). Simultaneously, construction of the Lido House Hotel was underway and their project included pavement and concrete restoration (January of 2018) along the frontage of 32nd Street. Their work effort suspended the final paving for the City's water project. In an effort to coordinate with the Lido House construction and their paving, staff requested a change order from All American Asphalt under this contract to complete the final paving over the City's water line work and areas beyond Lido House repaving work. The Lido House paving work was done by a separate contractor and All American joined up to their work to complete the street for a uniform and coordinated appearance. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
