TITLE: Balboa Peninsula Pedestrian Crossing Improvement Project— Notice
of Completion for Contract No. 7288-1 (18T03)
ABSTRACT:
On March 27, 2018, City Council awarded Contract No. 7288-1, for the first phase of the
Balboa Peninsula Pedestrian Crossing Improvement Project to Excel Paving (Excel). The
work is now complete and staff requests City Council acceptance and close out of the
contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On March 27, 2018, the City Council found this project exempt from
the California Environmental Quality Act (CEQA) pursuant to Class 1 Section
15301(c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

DISCUSSION:
The completed (Phase 1) Balboa Crossing Improvement project included signing, striping
and pavement enhancements at 45 crosswalk locations along the Balboa Peninsula.
(Phase 2 is being planned for this current fiscal year.)

The contracted work has now been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The final contract cost of $408,627.43 is 5.8 percent higher than the original bid amount.
This cost increase was primarily due to roadway paving added to repair damaged
pavement adjacent to the crosswalk locations.
This project included three change orders for a total amount of $4,174.66, which is
approximately 1 percent of the original bid amount. Change orders were issued to revise
the thermoplastic striping mixture to increase slip resistance and retroreflectivity of the
crosswalk striping and to replace additional deteriorated signage within the project area.

ENVIRONMENTAL REVIEW:
On March 27, 2018, the City Council found this project to be exempt from the California
Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance
of existing public facilities involving negligible or no expansion of use) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
