Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Senior Civil Engineer Atran@newportbeachca.gov PHONE: 949-644-3315 TITLE: Newport Heights Alley Replacement — Notice of Completion for Contract No. 7028-3 (15R18) ABSTRACT: On June 13, 2017, City Council awarded Contract No. 7028-3 for the Newport Heights Alley Replacement Project to NOBEST Inc. This contract included reconstructing alleys in the Newport Heights community and constructing new sidewalks on 15th Street and Irvine Avenue. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATIONS: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On June 13, 2017, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release Faithful Performance Bond one (1) year after acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expensed from the following accounts: Account Description General Fund Water Enterprise Water Enterprise Waste Water Enterprise Account Number 01201927-980000-15R1 8 70101-980000-15R09 70101-980000-17R09 71101-980000-17R09 Total Amount $3,269,755.86 $3,000.00 $41,750.00 $42,600.00 $3,357,105.86 6-1 Newport Heights Alley Replacement — Notice of Completion for Contract No. 7028-3 (15R18) July 24, 2018 Page 2 DISCUSSION: The project involved removing the existing deteriorated asphalt pavement within alleys in the Newport Heights community, constructing new concrete alley pavements, adjusting utility boxes to grade and performing other incidental items of work as required. This alley replacement project is the final work effort that follows the Newport Heights Sewer Improvement project that was recently completed. This contract also included removing existing improvements and constructing new sidewalks along a portion of the south side of 15th Street, from Santa Ana Avenue to Irvine Avenue, and along Irvine Avenue and Cliff Drive to improve pedestrian access adjacent to Newport Heights Elementary and Horace Ensign Middle School. The actual cost of bid items constructed was less than the original bid amount due to the reduced actual quantities constructed as measured in the field. This reduction in actual quantities constructed resulted in a project savings of $147,966. With the competitive bid prices and the high-quality workmanship of this contractor, additional concrete improvements were added at four locations. 1) Concrete improvements adjacent to 6001 Coast Highway to improve drainage in front of this property; 2) concrete improvements at 3309 Seashore Drive to improve public access; 3) concrete alley reconstruction "13- G" (Hazel Drive alley) in Corona del Mar; and 4) concrete street reconstruction at "B" Street from Balboa Blvd. to East Oceanfront. The total final cost of construction, including all change orders, was $3,357,105.86, which is approximately one percent below the original bid amount. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
