Clay Street Bike Lanes Proposal is to Stripe Bike Lanes and Restrict Parking on South Side of Clay Street Between 7 AM - 9 AM, and on the North Side Between 2 PM - 4 PM. • In the Morning Peak, there are 82 cyclists riding EB toward Ensign Intermediate between Tustin Avenue and Irvine Avenue. There are 40 cyclists riding EB between Santa Ana Avenue and Tustin Avenue. • In the Afternoon Peak, there are 43 cyclists riding WB on Clay Street west of Irvine Avenue, and 25 cyclists west of Tustin Avenue. • Parking counts were collected on all streets in Newport Heights as part of the study. • Data collected show that parking is sparsely occupied between 7 AM - 6 PM on Clay Street. • The striped bike lanes and parking hour restrictions would be exactly the same as currently exist on Irvine Avenue. Some sidewalk in -fill segments are recommended. • Existing encroachments in public right-of-way would present a challenge in providing continuous sidewalks. Existing crossing guard on Irvine Avenue @ Beacon Street. Some adjacent residents object to parking time restrictions. Red curb and ane -Way Streets • Red curb was reviewed for sight distance requirements at all intersections and alleys along 15th Street. • All intersections along 15th Street meet Federal, State and city standards for sight distance. • Specific location requests for red curb in other areas of Newport Heights can be reviewed by Public Works staff on a case-by-case basis. • One-way streets were not reviewed or recommended in study. • They have not been supported by majority of residents in other areas (CdM). • May be considered inconvenient for residents. Forces drivers to take longer routes to their destinations. • Add degree of confusion • Possible increase in speeds. • May increase volumes on other streets.
