Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Kathryne Cho, Civil Engineer, kcho@newportbeachca.gov PHONE: 949-644-3014 TITLE: Ocean Piers Maintenance Project – Notice of Completion of Contract No. 7126-1 (17H03) ABSTRACT: On October 24, 2017, the City Council awarded Contract No. 7126-1, Ocean Piers Maintenance Project, to John S. Meek Construction, Inc. (Meek) of Gardena, California. All contract work has been completed to City's satisfaction. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On October 24, 2017, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. Work included both underwater repair and above water/under deck repairs, installing new wrapping on existing piles; and replacing rusted and otherwise nonfunctional straps, bolts, connection plates and hangers. Damaged timber blockings, bracings and stringers were also replaced. The Ocean Piers Maintenance Project was awarded to John S. Meek on October 24, 2017 with a Notice to Proceed date of January 23, 2018. The contract was completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original Bid Amount: $ 1,182,395.00 Actual Cost of Bid Items Constructed: $ 877,299.00 Total Change Orders: $ 89,895.00 Final Contract Cost: $ 967,194.00 The actual cost of bid items constructed ended up being 18.2 percent lower than the original bid amount. This was primarily a result of staff including additional allowances of bid item work for pile wrapping and miscellaneous timberwork for possible unanticipated/unknown damage found during construction, and for additional damage that may have occurred between the design phase and the construction phase. In addition, one change order was issued for this project, which included emergency work and a credit for material change. The emergency work involved the replacement of one pile that had broken, as well as the repair of two other piles that were cracked near the pier deck due to winter storms and high surf. Additionally, a credit was issued for material change from stainless steel to galvanized hardware, to prevent dissimilar metal issues. Due to the high swells in the month of May, the contractor was given extra days to complete the work. As the project entered into the summertime window, the contractor was allowed to work during the middle of the week, keeping Mondays and Fridays open for summer weekend pedestrian traffic. A summary of the project schedule is as follows: Estimated Completion Date per 2018 Baseline Schedule May 25, 2018 Project Award for Construction: October 24, 2017 Contract Completion Date with Approved Extensions June 7, 2018 Actual Substantial Construction Completion Date June 7, 2018 10-2 Ocean Piers Maintenance Project — Notice of Completion of Contract No. 7126-1 (171-103) September 25, 2018 Page 3 ENVIRONMENTAL REVIEW: City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). In addition, the City Clerk will be filing a Notice of Completion for the project as a result of this action. The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications.
