Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Ben Davis, Associate Civil Engineer, bdavis@newportbeachca.gov PHONE: 949-644-3317 TITLE: Slurry Seal Program — Notice of Completion for Contract No. 7169-1 (18R04) ABSTRACT: On April 24, 2018, City Council awarded Contract No. 7169-1 for the Annual Slurry Seal Program project to American Asphalt South, Inc. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On April 24, 2018, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of Civil Code; and c) Release Faithful Performance Bond one year after acceptance by the City Council. A summary of the construction cost is as follows: Original bid amount: $770,400.00 Actual Cost of Bid Items Constructed: $761,073.38 Total Change Orders: $31,418.50 Final Contract Cost: $792,491.88 The final contract cost was $792,491.88, which was approximately 2.9 percent higher than the original bid amount. This cost increase was primarily due to staff directed changes for additional signage and striping improvements in the Newport Hills community. The decrease in bid items was due to a 15 percent decrease in the quantity of edge grinding required. This project includes a change order of $31,418.50, which was approximately 4.1 percent of the original bid amount. The change order included additional excavation and surveying services needed at the City's utility yard concrete tipping pad location, relocation of backflow preventers out of the path of travel along new sidewalk path leading to Andersen Elementary School, and additional requested corner access ramps near Newport Harbor High School. The City added 23 working days to the Contract for work on Jamboree Road and Ford Road. Additional time was required to revise plans, review traffic control plans and coordinate with contractor's schedule. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule 5/14/18 Actual Start of Construction Per Notice to Proceed 6/4/18 Extended Contract Completion Date Inclusive of Extra Work 9/23/18 Actual Substantial Construction Completion Date 8/17/18 This project successfully completed edge grinding, crack sealing, applying slurry seal to roads in the Newport Hills and Spyglass communities in order to maintain and improve pedestrian access and proper street drainage throughout the communities. 5-2 Slurry Seal Program — Notice of Completion for Contract No. 7169-1 (18R04) October 9, 2018 Page 3 ENVIRONMENTAL REVIEW: On April 24, 2018, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
