TITLE: Budget Amendment to Accept a Check from the Friends of the
Newport Beach Library and Appropriate Funds to the Library's Fiscal
Year 2018/19 Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Friends of the
Newport Beach Library to enhance the Corona del Mar Branch Library.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or indirectly;
and
b) Approve Budget Amendment No. 19BA-019 to increase revenue estimates by
$116,377.61 in Account 0106052-511080 (Friends of the Library Donations) and to
increase expenditure estimates by the same amount in Division 0106052 (Friends of
the Library).
DISCUSSION:
A donation from the Friends of the Newport Beach Public Library in the amount of
$116,377.61 is intended to enhance the new Corona del Mar Branch Library. This
donation was approved by the Board of Library Trustees.
The Friends is dedicated in its support of the Library and helps continue the excellent
services that the City provides. This gift will provide funding for the opening day collection
and the reading porch furniture at the Corona del Mar Branch Library.

FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $116,377.61 in increased revenues
and expenditures in the following accounts:
Increase expenditure accounts:
0106052-841052 Library Materials $110,000.00
0106052-911039 Office Furniture/Fixtures $ 6,377.61
Total $116,377.61
This budget amendment has no impact on fund balance.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
