HomeMy WebLinkAbout2018-84 - Setting The Time and Dates of City Council Regular Meetings for Calendar Year 2019RESOLUTION NO. 2018-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, SETTING THE TIME AND DATES OF CITY COUNCIL REGULAR MEETINGS FOR CALENDAR YEAR 2019 WHEREAS, Section 407 of the City of Newport Beach's City Charter directs that the City hold regular meetings at least twice each month except in the months of August and December when there shall be at least one regular meeting in August and one regular meeting in December; WHEREAS, the Charter also directs that the times and dates of the regular meetings be set by Ordinance or Resolution; and WHEREAS, Council Policy A-1 provides that regular meetings shall begin at 4:00 p.m., or as otherwise scheduled due to the demand of business, for Study Sessions, with Closed Sessions to follow immediately thereafter, followed by recess after Closed Session until reconvening at 7:00 p.m. or as otherwise scheduled due to the demand of business. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby determines as follows: SECTION 1. The City Council does hereby establish the following dates as the schedule for regular meetings of the City Council for calendar year 2019: CITY COUNCIL REGULAR MEETING SCHEDULE January 8 and 22 February 12 and 26 March 12 and 26 April 9 and 23 May 14 and 28 June 11 and 25 July 9 and 23 August 13 September 10 and 24 October 8 and 22 November 5 and 19 December 10 Resolution No. 2018-84 Page 2 of 2 SECTION 2. The time of the City Council regular meetings will be held at 4:00 p.m. for Study Sessions, or as otherwise scheduled due to the demand of business, with Closed Sessions to follow immediately thereafter, followed by recess after Closed Sessions and reconvening at 7:00 p.m. or as otherwise scheduled due to the demand of business. SECTION 3. The Mayor or a majority of the members of the City Council may call emergency or special meetings on an as -needed basis in compliance with the Brown Act. The regular meeting schedule may be revised by adoption of a resolution amending the regular meeting schedule. SECTION 4. The recitals provided in this resolution are true and correct and are incorporated into the operative part of this resolution. SECTION 5. If any section, subsection, sentence, clause or phrase of this resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this resolution. The City Council hereby declares that it would have passed this resolution, and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. SECTION 6. The City Council finds the adoption of this resolution is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. SECTION 7. This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
