Phase 2A Restoration Project:
Lead by Newport Bay Conservancy
Newport Bay Conservancy (NBC) has received a grant to
prepare construction documents for Phase 2A area.
NBC has a license from the City to enter the site and
perform design tasks as needed.
NBC's design will improve water quality, control erosion,
restore native habitat, protect cultural resources, improve
community access and curtail illegal night-time activities.
NBC has submitted grant applications to obtain grant
funding to construct the Phase 2A project.

Another project goal:
Protect healthy willows.
Prune branches or remove
trees attacked by PSHB.
Phase 2A Improvements
This project:
Improves water quality and curtails erosion.
Restores native California vegetation.
Addresses the PSHB infestation.
�. Reduces potential security threats to community.
5. Provides an improved hiking experience.
6. Provides an improved educational opportunity for visitors.
Solidifies our partnership with the regulatory agencies,
non-governmental organizations and grant funding
entities.
8. Allows the Department of Fish &Wildlife to proceed with
improvements on its property (Phases 2B and 2C).
Costs and Schedule
Newport Bay Conservancy has submitted grant funding
applications requesting $1.2 million for full construction.
When grant is awarded, NBC and City will need to enter
into an agreement for the construction.
After construction, mitigation monitoring and restoration
maintenance will likely not be funded by the grant and
City funding may be required for these tasks:
5 -year Mitigation Monitoring: - $20k -$25k per year
Annual Maintenance Cost: - $50k -$60k
Construction Start: September 2019
Substantial Completion: June 2020
CEQA Review
Mitigated Negative Declaration No. ND2018-001
Public comment period, September 4, 2018 to October 5,
2018. Responses to comments were sent January 14, 2019.
Mitigation measures for Biological Resources, Cultural
Resources, and Noise are included in the Mitigation
Monitoring and Reporting Program.
Monitoring for and protection of plants, nesting birds, and bats.
Archeological, paleontological, and cultural resource monitoring during
clearing/grubbing and grading activities.
Noise equipment and scheduling requirements.
Request for City Council Actions Tonight
Adopt Resolution adopting Mitigated Negative Declaration
No. ND2018-001(PA2018-078), (SCH No. 2018081098),
including the Mitigation Monitoring and Reporting Plan,
prepared for the Big Canyon Coastal Habitat Restoration
and Adaptation Project -Phase 2A (PA2018-078),
pursuant to the California Environmental Quality Act, State
CEQA Guidelines and City Council Policy K-3; and
Approve the Conceptual Design for the Big Canyon
Coastal Habitat Restoration and Adaptation Project -
Phase 2A.
