Alford, Zoning Administrator David Lee, Assistant Planner Liz Westmoreland, Assistant Planner Melinda Whelan, Assistant Planner Patrick Achis, Planning Technician II. REQUEST FOR CONTINUANCES None. III. APPROVAL OF MINUTES ITEM NO. 1 None. P�7A 7�fda�l7n[�lYi�d�69 ITEM NO.2 Towaco Residential Condominiums Tentative Parcel Map No. NP2018-029 (PA2018-202) Site Location: 606 and 606 Y: Larkspur Avenue Council District 6 Liz Westmoreland, Assistant Planner, provided a brief project description stating that the application is for a tentative parcel map to allow two units to be sold separately. A duplex was demolished and a new duplex is currently under construction. No waivers of Title 19 were requested. The site is not located in the coastal zone and no coastal development permit is required. Applicant Chris Calacci on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 3 Stavros Residential Condominiums Tentative Parcel Map No. NP2018-024 and Coastal Development Permit No. CD2018-064 (PA2018-147) Site Location: 1034 West Balboa Boulevard Council District 1 Page 1 of 4 MINUTES OF THE MEETING OF THE NEWPORT BEACH ZONING ADMINISTRATOR 01/31/2019 David Lee, Assistant Planner, provided a brief project description stating that the applicant is requesting a coastal development permit and tentative parcel map for condominium purposes. A separate coastal development permit was issued on February 15, 2018 for the demolition of the existing single-family residence and construction of a new duplex. There are no waivers of the subdivision code. Applicant Loren Sandberg, on behalf of the Owner, was not present at the hearing but had previously confirmed he reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 4 3900 Channel Place Residence Coastal Development Permit No. CD2018-086 (PA2018-209) Site Location: 3900 Channel Place ITEM NO. 5 3902 Channel Place Residence Coastal Development Permit No. CD2018-087 (PA2018-210) Site Location: 3902 Channel Place ITEM NO. 6 3904 Channel Place Residence Coastal Development Permit No. CD2018-088 (PA2018-211) Site Location: 3904 Channel Place Council District 1 Melinda Whelan, Assistant Planner, provided a brief project description, noting that the request is for the redevelopment of three legal lots that were previously used as one single lot for a single-family residence. The single-family residence was already approved for demolition by a separate coastal development permit. The proposed redevelopment is for three separate single-family residences on the three separate legal lots. She also noted that the bulkhead wall at 3900 Channel Place, which ends with a short return on the corner of 39th Street, will include an addition to the return wall towards the street to support a future City project. Applicant and Owner Andrew Patterson stated that he had reviewed the draft resolutions and agrees with all of the required conditions. The Zoning Administrator suggested adding a condition to limit the height of the landscaping adjacent to 39th Street to have a maximum height of 42 inches on the project site. The applicant agreed. One member of the public, Jim Mosher, spoke and asked for clarification regarding the property lines in relation to setbacks and the waterway portion of each of the lots. In addition, Mr. Mosher asked for clarification of the return wall extension, the trees in the public right-of-way and existing improvements, and the source of the existing sea level measurements. Staff addressed Mr. Mosher's comments as follows: the setback is measured from the original property line prior to the waterway portion being added to each property per an old court case; the bulkhead is on private property; the return wall that is conditioned to be increased landward is for a future City project that is not part of this application; the nonstandard private encroachments on the parkway are conditioned to be removed; and the existing water level was provided by a site-specific Coastal Hazards Report. There were no other public comments. Actions for Items 4-6: Approved ITEM NO. 7 Cefalia Residential Condominiums Tentative Parcel Map No. NP2018-034 Page 2 of 4 MINUTES OF THE MEETING OF THE NEWPORT BEACH ZONING ADMINISTRATOR 01/31/2019 (PA2018-250) Site Location: 517 and 517 Y: Bolsa Avenue Council District 2 Patrick Achis, Planning Technician, provided a brief project description stating that the request is for a tentative parcel map for two -unit condominium purposes. A residential duplex has been demolished and a new duplex is currently under construction. Applicant and Owner James Cefalia, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO.8 602 Acacia, LLC Residential Condominiums Tentative Parcel Map No. NP2018-028 and Coastal Development Permit No. CD2018-078 (PA2018-203) Site Location: 602 Acacia Avenue Council District 6 Patrick Achis, Planning Technician, provided a brief project description stating that the request is for a tentative parcel map and associated coastal development permit for two -unit condominium purposes. A single-family residence has been demolished and a new duplex is currently under construction. Applicant Christopher Calacci, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved ITEM NO. 9 323 Marguerite, LLC Residential Condominiums Tentative Parcel Map No. NP2018-033 and Coastal Development Permit No. CD2018-101 (PA2018-231) Site Location: 323 Marguerite Avenue, Units A and B Council District 6 Patrick Achis, Planning Technician, provided a brief project description stating that the request is for a tentative parcel map and associated coastal development permit for two -unit condominium purposes. A residential duplex has been demolished and a new duplex is currently under construction. Applicant and Owner Julian Tooma stated that he had reviewed the draft resolution and agrees with all of the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. Action: Approved V. PUBLIC COMMENTS ON NON -AGENDA ITEMS One member of the public, Jim Mosher, commented on the City's compliance with the Coastal Commission posting requirements for coastal development permits. He also indicated that the Department case log was not current for a number of projects. The log did not reflect actions taken for approved items, particularly for the Cannery Village area, where the status is still shown as pending. The Zoning Administrator stated he will discuss the discrepancies at the next Planning Division staff meeting.
