HomeMy WebLinkAbout05/04/1914 - Regular Meetingi City Hall, Newport Beach,California. May 4th,1914. The Board of Trustees of the City of Newport Beach Met in regular session 2.30P.M.May 4th,1914. President 'W.K.Pariiinson called the meeting to order and the roll was called showing there were present Trustees :- 'N.K.Parkinson;S.R.Jumper; H.A.Robinson; C.H.Way and G.P.Wilson. The minutes of April 20thand 27th were read;on motion of trustee C.H.Wa; seconded by trustee G.P.,ilson and carried the following ommission from the minutes of April 20th was inserted in said minutes. "The bond of S.L.Collins as City Recorder was offered and on motion of trustee C.H. Way,seconded by trustee G.P.'Nilson,and carried,was accepted and filed. The oath of office was then administered to S.L.Colli4s as Recorder of the City of Newport Beach." After said insertion the minutes of the datfs named were approved The reports of the various heads of departments for the month of April were read,accepted and filed. Various communications were read and reffered to proper order og busines. Unfinished Business: - Bids on a street lighting system which were laid over from last i!.eeting were taken up and on motion of trustee S.R,Jumpel, seconded by trustee C.H.-ilay,and carried all'bids in the matter were rejected except the bid of F.O.Engstrum Company and the clerk was instructed to return checks to the bidders whose bids were rejected. The bid of the Pacific Telephone and Telegraph Company for franchise as advertised for sale by the City,was opened. The amount bid being $25.00 President Parkinson announced the bid and invited futther bids as the law provides;there being none it was moved by trustee G.P.�"Jilson, seconded by trustee H:.A.Robinson,and carried,that the bid of the Pacific Telephone and Telegraph.Company of x°25.00 for the franchise be accepted and said franchise sold to that Company. The Bond of the S & S Wine and Liquor Company not being in proper form was referred back to the presenters of same for correction on motion of trustee H.:.Robinson,seconded by trustee S.R.Jumper and carried. Resolution of intention f 38 looking to the improvement of certain alleys in East Newport was read for the second time and was put on' final passage by motion of trustees S.R.Jumper,seconded by trustee H.A.Robinson,Roll was called resulting in a vote as follows. Ayes:- Trustees;W.K.Parkinson; S.R.Jumper; H.A.Robinson;C.H.Way and G.P.Wilson. Noes: - 'clone. Absent: -None. President Parkinson declared Resolution #38 passed. Resolution # 39. being a resolution ordering the work done on certain alleys as named in xxit resolution of intention #38. was read and was put on final passage on motion of trustee S.R.Jumper,seconded by trustee C.H.Way. Roll was called showing the following result. Ayes:- Trusteea '.v.K. Parkinson; S. R. Ju :pper;H.A.Robinson;C.H.Way;and G.P.Wilson. Noes: - None. Absent: -None. President Parkinson declared resolution # 39 passed. Resolution of Intention# -g looking toward the improvement of 31st,32nd, -33rd, 34th,and 35th streets was read for the first time and was passed to second reading on motion of trustee H.A.Robinson seconded by trustee G.P.Wilson and carried. T he bond of the S.& S.11ine and Liquor Co having been changed to comply with the requirements of the ordinance;the application of said Company for a wholesale and a retail liquor license wa-_ given consideration. loved by trustee G.P.'yilson;seconded by trustee C.H.Way,that the application be denied and clerk instructed to return checks to the applicants. Carried. A bond,as required by lan, was presented by the Pacific Telephone and 2s Telegraph Co,as purchaser of the Telephone franchise sold earlier in the meeting. Moved by trustee S.R.Jumper seconded by trus tee H.A.Robinson and carried,that said bond be and is approved,accepted and filed;and that the city clerk be instructed to notify the Pacific Telepone and Telegraph Company of this acceptance. 331 2 To hurry on the improvement ofthe new street opened from 30th street "i along the,,P.E.right of way,it was proposed to deed a portion of Lot 13. Block 130 to J.H.Evans and Elizabeth Evans.After due consideration it was decided to so deed the fraction of the lot in question on completion of the sidewalk and curb along the property on the new street.This action was taken on motion of trustee C.H.Way,seconded by trustee H.A.Robinson and carried. New Business: - -Mr Levys applieation for a hotel liquor license to be used in the Hotel Balboa was presented and laid over to next meeting as required by law. The bond of Robertson & Packard,electricians,being approved as to form was accepted and ordered filed on motion of trustee C.H.Way,seconded by trustee H.A.Robinson,and carried. Communisation from the International Electric Cc concerning the matter of installation of a motor at the pumping plant was referred to the water committe. A petition signed by several citizens,asking that the position of band master or music teacher be done away with was laid over until next meeting on motion of trustee G.P."lilson,seconded by trustee H.A.Robinson and carried. The report of city Engineer estimating the cost of a bulkhead on the Ocean front from the S.P.wharf to 36th street was presented and placed on file for future reference. A contract for Electticity to be furnished by the Pacific Light and Power Corporation,at the pumping plant was laid over to next meeting. Various supplies were asked for by the Balboa Division of the fire department;matter referred to the fire commitee. The application of the Jackson Norton Company to build a structure on their wharf at Balboa as referred bacx to petioners tom make the applicatiom in cpmpliance with requirements of ordinace The application of W.P.Joplin for the position of city Electrictian was filed. The application of F'.Thayer and of G.Lucas to secure license for the conducting of certain games was referred to the Marshal for a written report or recomendation,on motion of trustee C.H. "lay seconded by trustee G.P.Wilson,and carried Moved by trustee C.H.Way,seconded by trustee H.A.Robinson and carried;. that J.A.Porter be and hereby is appointed City Marshal and Ex- Officio Tax Collector for the current term. The application for a wholesale and retail liquor license made by Messers Dobbs and Lane was laid over to next meeting as required by ordinance. Ordinance # -- being an ordinance of the City of Newport Beach granting to the Pacific Telephone and Telegraph Cc rights to operate within the City as covered by the franchise sold them was read for the first time and on motion of trustee H.A.Robinson seconded by trustee G.P.Wilson and carried was passed to second reading. Letter from Mr Mooney of Perris asking about liquor license was filed. Demands 695 to792 inclusive,approved by the finance committee,were presented.. Moved by trustee C.H.Way,seconded by trustee H.A.Robinson and carried that demands be allowed and warrants ordered drawn. The bond of J.A.Porter as City Marshal and Ex- Officio Tax and License Collector was presented,and being.approved as to form,by the City Attorney,was approved accepted and filed on motion of trustee S.R. Jumper,seconded by trustee C.H.Way and carried. The oath of office was then administered to J.A.Porter as Marshal and Ex- Officio Tax Collector. 332 3. The matter of putting in some toilets in the new structures with automatic lock was considered and it was decided to so equip one toilet on each side of the new buildings. The City Attorney was instructed to draw up a contract covering the matter with the Company furnishing the locks,etc. Time of contract to be one year.
