The Board of Trustees of the City of Newport Beach met in adjourned
session 2.30 F.M. Monday: June 22nd 1914.
President W.K.Parkinson called the meeting to order and there
responded to roll call the following .Trustees:W.K.Parkinson;S.R.
Jumper;H.A.Robinsori;C.H.Way and G.P.Wilson.None absent.
Various communications were read and referred to proper order of
business.'
Unfinished business: - Ordinance #99 was read for the second time.It
being an ordinance of the city of Newport Beach repealing certain
portions of ordinance #24 of the said city. Leaving the question of
parking space between sidewalkk and curb to the discretion of the
Board.Moved by trustee C.H.Way,seconded by trustee H.A.Robinson,and
carried that ordinance #99 be put on final passage.Roll was called
showing Ayes:- Trustees W.K.Parkinson; S.R.Jumper;H.AtRobinson;
C.H.Way and G.P.Wilson.Noes none.Absent none. President Parkinson
declared ordinance #99 passed;
Ordinance #100 was read for the second time.It being an ordinance of
the City of Newport Beach declaring that an excess of water owned by
said city of Newport Beach exists,authorizing the sale of such
eAcess,fixing the time for which a sale thereof may be contracted
for;and establishing a minimum rate to be chargged therefor.
This to make it possible to sell water to the Alelrose Mesa Association
Moved by trustee S.R.Jumper,seconded b$ trustee H.A.Robinson,and
carried,that ordinance #100 be put on final passage.Roll was called
showing the following vote. Ayes, trustees :- W.K.Parkinson;S.R.Jumper;
H.A.Robinson;C.H.Way and G.P.Wilson.Noes none.Absent none.President
Parkinson declared ordinance #100 passed.
Plumbers bond of John McFadden *as offered,and being in proper form
was accepted and filed on motion of trustee H.A.Robinson,seconded by
trustee G.P.Wilson and carried.
The petition to raise the salary of fire -chief and assistant chief
failing to secure the approval of the fire committee was filed.
Petitions asking the continuance and discontinuance of the liquor
licenses.issued to the executor of the West estate,the one asking
continuance bearing 91 names and the other 38 names were considered.
Moved by trustee G.P.Wilson,seconded by trustee S.R.Jumper that the
petitions betabled.Roll was called resulting in Ayes trustee S.R.
Jumper.Noes TruOtaes W. K .Parkinson;H.A.Robinson;C.H.Way and G.F.
Wilson.Motion declared lost.
Recess was declared for five minutes
Meeting again called to order and business resumed.
The petition asking that licenses named above be continued having
been first filed was taken up.After due discussion and contiideration
it was m6ved by trustee H.A.Robinson,seconded by trustee C.H.Way
and carried that the wholesale and retail liquor licenses issued to
the Executor of the 4dest Estate be continued to one year from date
of application,namely to June lst,1915.
A deed conveying a portion of lots land 2,block 1 Balboa for the
purpose of straightening out Bay Ave was accepted from J.T.1tankin
and the clerk instructed to have same recorded,on motion of trustee
S.R.Jumper,seconded by trustee C.H.Way and carried.
The clerk was instructed to return to Mr Engstrum the check deposited
by hia company with bid on street lighting system.This action on
motion of trustee S.R.Jumper,seconded by trustee H.A.Robinson and
carried.
City attorney Clyde Bishop gave legal opinion on the matter.of the
city issuing building permit for erection of a building on the ocean
front near S.P.Iharf stating that the city could not issue such a
permit without jeopardizing the position heretofore maintained by it
in the attempt to keep the ocean front clear.

New Business:- Under the head of new business trustee C.H.Way
presented ordinance #101 being an ordinance concerning the calling
of a special election in order to submit to the qualified voters
of the city of Newport Beach the proposition of incurringa bonded
debg in the smm of $2o,000.00 for the acquisition and construction
in the city of Newport Beach of a municipal improvement to -wit:
an electrie street lighting system; the said ordinance was read for
the first time and on motion of trustee S.R.Jumper,seconded by
trustee G.P.Wilson and carried,the same was passed to the second
readibg, and referred to the city attorney for consideration.,
Street-.Supt Barker was instructed to fix doors on publie toilets
tso that interior would not be so much exposed to the street.
Cancellation was asked of business licenses #472 against C.L..Lancas
ter real- estate and #535 against G.D.Lueas,account air -gun device.
The first account party handling only his own property,and the
latter no lomger being operated.
Moved'by trustee C.H.Way that license #535 be cancelled because of
reason given.seconded by trustee H.A.Robinson and carried.
Moved by trustee H.A.Robinson,seconded by trustee S.R.Jumper and
carried that license #472 be cancelled for reason given.

Moved by trustee C.H.Way,eeconded by trustee H.A.Rohinson,and
carried that adjournment be taken to 2.30 P.M.Monday June 29th,1914,
Adjourned.
