March 22nd,1915b The Board of Trustees of the city of Newport Beach met in adjourned session 7.30 P.M-.date and place above shown. President Parkinson called t,:e meeting to order and the roll pas called showing there were present trustees :VI.K.Parkinson;S.R.e)umper; H.A.Robinson;C.H.Vay and G.P.Wilson.Absent: None. Minutes of the meeting of March lst,1915. were read and approved. Varibcus communications were- read and referred to proper order of business. Unfinished Business: The Clerk reported that there were on hand several bids in the matter of bhe improvements to be .made on Adams, Alvarado,Coronado,Fornando and a portion of Bay Avenue;and same were oddered opened and were as follows.- Bid of E.M.Chalmers. Dirt Surface '3.00 Per Cubic yard.Excavation.Z0fper cubit yard.Sand fill.50� per cubic yard .Curb .30¢ per lineal foot. Cement Sidewalk .12y per square foot. - -Bid of J:Hein.Dirt surface $2.35 per cubit yard.Excavation .27¢ per cubit yard.Sand fill.27�per cubit yard.Cement curb.30¢ per lineal foot.Cement sidewalk .11.0y per square foot.Bid of M.S. Cummings.Dirt fill 02.05 per cubit yardAxcavation and fill.55y per cubit yard.Cement curb.40¢ per lineal foot Cement sidewalk .14� per square foot.Alleye and street crossings complete 19¢ per square. Moved by trustee C.H.Way,seconded by trustee S.R.Jumper and carried, that consulting engineer Kellogg be instructed to make measurements of the work required to be done on the streets in question and report at next .meeting.- Moved by trustee S.R.Jumper,seconded by trustee H.A.Robinson and carried that that consideration of bids on street work as above be postponed" one week.- Frank Antonovich requested permission to erect drying racks on city property on 19th street same subject to removal at any time on order of the city.Request was granted on motion of trustee G.P.Wil son, seconded by trustee.C.H.PJay and carried. Request from R.C.Lewis,assistant to the Attorney General of the United States as to Lice of gas in this city for street lighting was referred to the clerk with instruction to reply to same. Suggestion from P.T.Evans of Riverside that property owners on the front in the East Newport tract deed to the city five feet for str purposes was considered favorably and clerk instructed to send the gentlemeh list of property owners that he may get the matter under Bray. Communication from the State Board of Health,calling attention to the importance of the position of Health Officer and asking that more attention and consideration be given that office was filed. Report of local health officer J.A.Porter showing what steps had taken to eradicate the nuisance of the beet refuse smell that qas so troublesome earlier in the winter and showing what had been accomplished in the way of improved sanitary measures through his office was accepted and filed. Application for the position of care taker of the new street lighting system when duly installed was made by Pete Peracovich;G.G.Shoemaker and A.E.Gordon. Said applications being filed without action for the present. Moved by trustee C.H.Way seconded by trustee H.A.Robinson and carried that attorney Bishop be instructed to draft an amehdment to section #2 of ordinance #105 cutting out the requirement to maintain an establishment in the city for those wishing to do plumbing. Ordinance # - -- being an ordinance of the city of Newport Beach amending section #2 Of ordinance #105 was read for the first timo and on motion of trustee S.R.Jumper,seeonded by trustee C.H.PJay and carried was passed to second reading. I CNZA Tom B.,anderson made application for license to operate punch board and candy wheel;same being granted on motion of trustee S.R.3umper, seconded by trustee H.A.Robinson and carried. Consulting Engineer Kellogg called attention to the fact that on the street proposed to be opened from 23rd to 30th street along the south aide of the P.E.right of way that.bases only for the street lights had been provided far and recommended that posts be ordered in. Moved by trustee C.H.Bay,seconded by trustee S.R.Jumper and carried that the recommndalion.be accepted and consulting engineer Kellogg instructed to arrange for the placing of posts at the points required on the new street. Consulting Engineer Kellogg also reported on the trip taken by him- self with the Trustees to investigate sea- valls,reviewing the diffe ent types inspected and stating that the most satisfactory piece of work seen was a reinforced concrete gall foundationed on piles. Report was accepted and filed. Attorney Bishop reported results of trip taken by himself and Lew H: Vallace to San Francisco and to the Capitol and stated that Er Irvic agreed to place deed for Bay frontage in escrow without waitin further on the action of the war department in establishing harbor .lines. Report accepted. Moved by trustee S.R.Jumper,seconded by trustee C.H.Way and carried, that attorney Bishop.be instructed to employ the necessary engineer and secure the needed data for the making out of deed covering bay frontage io be given by Mr Irvine. The Collins Marine Supply Co asked for permit to cover or roof over certain portions of their wharf in front of their store at Balboa. bequest laid over to neat meeting per requirements of ordinance. 9l.H.VanTrees made application to build a wharf on the bay side in front of lot 5 block 13 East -side addition to Balboa.Request laid over to next . meeting as required bj� ordinance. The Finance Committee was appointed to inspect typewriter and adding machine and ascertain the necessity of same for use in the city hall. Moved by trustee C.H.Way,seconded by trustee H.A.Robinson and carried that adjournment be taken to 7.30 P.M.Monday,March 29th,1915, Adjourned. Clerk. i "A- i
