The Board of Trustees of the city of Newport'Beach met in regular session in the city hall 7.30 P.M.Monday,March 6th,1916. President Parkinson called the meeting to order and the roll was called;the following trustees answering present.W.K.Parkinson,H.A. Robinson,S.R.Jumper,C.H.Way and G.P.Wilson.Absent none. The minutes-of February 21st,1916 were read and approved. Reports of the heads of the various departments were read and on motion of trustee C.H.Way,seconded by trustee H.A.Robinson and carried,were accepted and filed. ioizs communications were read and referred to proper order of iness. - Unfinished business: -Moved by trustee S.R.$umper,seconded by trustee H.A.Robinson and carried,that the salary of the city clerk be fixed at $100.00 per month for the ensueing term. Ordinance #121,being an ordinance of the city of Newport Beach fixing the remuneration of the city clerk for the ensueing term of office, was read for the second time;and was placed on final passage on motion of trustee G.P.Wilson,seconded by trustee S.R.Jumper and carried,the roll call showing vote as follows:ayes,trustees W.K. Parkinson, S.R.Jumper,H.A.Robinson,C.H.Way and G.P.Wilson.Noes,none. Absent,none.President Parkinson declared ordinance #121 passed. Moved by trustee C.H.Way that salary bf city Treasurer be set at t15.6o for the ensueing term.No second. New business:A map was presented by County Surveyor McBride,desiginat d as showing tract #57 California Avocado Orchard Acres,and asking that the-Board of Trustees approve of sgme the' tract in question being within three miles of the.city `limits of the city of Newport Beach. Map was referred to city engineer Funk who approved same and on the _ return of map with said approvalthe same was approved by the Board of Trustees of the city of Newport Beach on motion of trustee S.R.Jumper, seconded by trustee H.A.Robinson and carried,and the clerk was authorized to certify same;which being done the map was delivered to attorney Bishop with instructions to deliver'to County'Surveyor McBride securing a blue print of same for the city files. document was received from the State Compensation Insurance Fund eing employers unlimited written acceptance of compensation provis- ons of workmens compensation insurance and safety act:with request hat same be executed and returned for file.The following resolution as then presented.Resolved that the President of the Board of Truste s f the city of Newport Beach is hereby instructed and authorized to xecute,on behalf of the city,employers unlimited written acceptance f copensation provisions of workmens compensation,insurance and afety act as per chapter 176 statutes and amendments to code session 913.The clerk to attest same.The foregoing resolution was adopted n motion of trustee G.P.Wilson,seconded by trustee C.H.Way'and arried. Notice from the State R.R.Commission in the matter of the application of W.F.Boardman and C.F.Leege to construct a pipe line being application #2105 and setting date of hearing at 10 oclock A.M.of !Friday March 17th,1916,was filed and a committee consisting og the Board of Trustees,City Attorney Bishop and city Englmeer Funk was lappointed to attend the hearing. The application of H..H.More for position in the gas department when ;established was.filed. application of J.R.Lemon for clerical position in the city hall such help might be needed was filed. etters from Claude I.Parker of Los Angeles and from H.M.Barton of anBernardino advocating the adoption of plans for bulkhead as pre d by Mr Harding,were filed. I 10 11 The request of American Cast Iron Pipe Company of Los Angeles that their bid on pipe be cancelled and check returned was complied with on motion of trustee.H.A.Robinson,seconded by trustee S.R.Jumper and carried,and clerk was instructed to return the check. Letters from H.R.Boynton Co withdrawing quotations on cast iron pipe and asking prompt action on bid covering Ether pipe and fittings were filed. The request of Leonard Clark asking that transfer of auto -bus licens( #13 be resciinded;claiming that said license belonged to him and not to Mr White who requested transfer;was filed Mr Clark being advised that it was up to the courts,and not to the Board of Trustees to pas; on matter of ownership of the license in question. Mrs W.G.Tice presented sworn statement showing her to be the sole heir and the widow of W.G.Tice who took out auto -bus license #1; and requested the transfer of said license to Watson and Deacon doing business under the name of the Crown Stage_Co.6'oved by trustee C.H.Way,seconded by trustee H.A.Robinson and carried,that transfer be made as requested. Invitation of the State R.R.Commission to have a representative at a "safety first "meeting was filed, The clerk stated that there was in his hands a petition asking that there be placed upon the ballott at the coming municipal election the question "shall the sale of alcoholic liquors be licensed in the city of Newport Beach." shat at the last general election held in the State tkat there were 373.votes cast for Governor;that said petition contained 99 signatures of bona -fida voters as shown by current Pegis.tratlon.Moved by trustee C.H.Way,seconded by trustee H.A.Robin- son and carried,that petition be certified as having sufficient signatures,that said petition be filed,and that the question "Shall the sale of alcoholic liquors be licensed in the city of Newport Beach? "be placed upon the ballot in the coming municipal election. Demands #643 to #709 approved by the finance committee,were presentee and were aplowed and warrants ordered drawn on motion of trustee S.R.Jumper seconded by trustee C.H.Way and carried. Engineer Funk submitted sketch showing bulk -head protection and estimate of cost of same.No action taked on same. Moved by trustee H.A.Robinson,seconded by trustee S.R.Jumper and carried that clerk be instructed to send rfight- letter to Francis Nyland,chairman State Board of Control inquiring as to status of the States bid on gas bonds. Moved by trustee C.H.Way,seconded by trustee H.A.Robinson and carried that city attorney Bishop be instructed to"draft ordinance providing for the cleaning up of lots.Attorney so instructed. Moved by trustee S.R.Jumper,seconded by trustee H.A.Robinson and carried,that adjournment be taken to 7.30 P.M.Monday March 20th,1916. Adjourned. Clerk. C� z
