Monday June 5th, 1916. in the City Hall. President S.R.Jumper called the meeting.to order and the Roll was called showing there were present trustees, S.R.Jumper, Glenn Helms, - H.A.Robinson, J.C.MeCain. Absent; trustee, G.P.Wilson who however arrived later and took part in the subsequent proceedings. .The minutes of the meeting of May 15th,1916. were read and approved. Reports of the heads.of the various departments for the month of May were read and on motion of trustee H.A.Robinson seconded by trustee G.P.Wilson and carried were accepted and filed. Various communications were read and referred to proper order of business. UNFINISHED BUSINESS; Attorney Bishop presented a deed and correspon dente from the Newport Land Company's Attorneys Scarborough and Bow to the effect that all streets and public property, sewer and water mains on Balboa Island should become the property of the City, on annexation. Trustee G.P.Wilson reported on the matter of the sidewalk, which Mr. Rankin claimed encroached upon his property, and stated that the it would be necessary-to change the said side -walk. Trustee G.P.Wilson also reported on the matter of the property lying in front of block 6 at East Newport and stated that he had been unab] to get a.deed from the East Newport Town to the City as yet. reported Trustees Helms and. Robinson unfatrorably in the matter of the appl'n of Jack Morderieh to operate.a fish market in front of the Parker block on the Ocean Front tract and the same was denied. NEW BUSINESS; Ordinance 7 being an Ordinance of.the City of Newport Beach, fixing the position of Gas Manager was read. -Moved by.trustee, G.P.Wilson seconded by trustee, H.A.Robinson and carried that Ordinance 7 fixing the position of Gas Manager be passed to second reading. Moved by trustee, H.A.Robinson seconded by trustee, Glenn Helms and carried that A.L. & J.E.Kavanaugh be released from their contract as covered by the Equitable Surety Co's bond 776322 and the bond be returned and clerk be instructed to notify Kavanaugh Brothers to this effect. A letter from the preparedness committee of Los Angeles inviting thi City to enter.the parade on Flag day June 14, was ordered filed. & carried Moved by trustee, H.A.Robinson seconded by trustee, J.C.McCain, that that the invitations from the Santa Ana chamber of commerce and from Mayor J.C.Visel of Santa AAa, to entert,the'Fiesta De Luz parade to bi held on June 15th, be accepted, and the clerk be instructed to reply to the letters of invitation. Communication from H.i" /.Burkhart consulting Engineerto the W.F.Board- man interests, in which he asked for a reply to former communications was filed. Letter from the Chicago Bonding 90 in the matter of the F.O.Engstrum Company street Lighting contract, was referred to the City Attorney to report-at next meeting. Moved by trustee, H.A.Robinson seconded by trustee, J.C.MeCain and carried that the application of L.W.Eaton to cross the sidewalk on Bay Avenue with Automobiles be referred to the Street Committee. Trustee G.P.Wilson reported favorably on the application of L. "'.Eat to cross the sidewalk with Automobiles and on motion of trustee 130 G.P.Wilson, seconded by- trustee H..A.Robinson and carried, the appli• cation was granted. Moved by trustee Glenn Helms that the application of Abner 8ur.tis to operate a peanut and Pop corn wagon on the sidewalk in front of his place of business be granted, Motion lost for want of a second. Moved by trustee G.P.Wilson seconded by trustee, J.C.McCain and ca ied that the President appoint a committee of three to investigate the letter of A.B.Rouselle relative to the annexation of the First Addition,to Newport Heights. Moved by trustee J.C.McCain seconded by trustee, G.P.Wilson and carried that the application of J.E.Barker to locate and operate a pea -nut and pop -corn wagon on the side -walk in front of Lot 14 blo 9 of the Balboa Tract, be denied. Moved by trustee, G.P.Wilson seconded by trustee, Glenn Helms and carried that the application of A.E.Edell to transferr his pea -nut and pop -corn wagon license to J.E.Barker be denied on the request of J.E.Barker. Letter-from E.H.Rose asking that steps be taken to dirt surface the alley between Washington and Main streets in Block 10 of the Balboa Tract, was referred to the Street Committee and Sup' of Streets. Letter from Mr. O.M.Brown asking an extension of time for the moovil of his building at lot 9 block 12 of the Balboa Tract was laid over one week for further investignation. Moved by trustee, J.C.McCain that Lepold Goepper be appointed to the position -of City Recorder. Motion lost for want of a second. Moved by trustee H.A.Robineon seconded by trustee, Glenn Helms and carried that S.L.Collins be reappointed to the position of City Recorder; Roll was called showing .ayes; trustees, Glenn Helms, G.P.Wilson, H.A.Robinsoi;, Noes; trustees S.R.Jumper, J.C.McCain. President declared S.L.Collins appointed. Moved by trustee, H.A.Robinson seconded by trustee, G.P.Wilson and carried that Resolution #53 be adopted covering specifications #2r for laying the saphatat concrete pavement at East Newport. Roll call showing ayes; trustees, S.R.Jumper, Glenn Helms, G.P.Wilson, H.A.Rob� inson, J.C.McCain. Moved by trustee, H.A.Robinson seconded by trustee, J.C.McCain and carried that demands #861 to #1002 to allowed and warrants drawn to cover. Mr. Alves addressed the Board in the matter of soliciting trade for Apartment houses from the electric cars at the station at Balboa, the matter was laid over one week for investignation. There was then presented and read Reoslution of Intention #54 the sai being a resolution of the City of Newport Beach declaring its intent: to improve, portions of first street, second street; third street, fourth street, Bay Avenue, Montero Avenue, Anade Avenue, Island Ave, and Lindo Avenue. Resolution #54 was then passed on motion of trustee H.A.Robinson, seconded-by Trustee, G.P.Wilson and carried by the following roll call Ayes; S.R.Jumper, Glenn Helms, G.P.Wilson,H.A.Robinson. J.C.Mc Cain, Noes; None, Absent None; Prseident Jumper declared "resolution 454 passed, and thereupon signed and approved the same. Attorney Horace Head spoke relative to bulkhead proceedings at Balb and urged that work on the wane be started at once. There was then presented and read Resolution #55 the same being a resolution of the•City of Newport Beach, nameing and designating a new street to be known as Harding Street. Resolution #55 was then passed on motion of trustee, H.A.Robinson seconded by trustee, J.C.MeCain and carried by the following roll call, Ayes Trustees, S.R.Jumper, G.Helms. G.P.Wilson. H.A.Robinson. on" 1 CNZA 4 131 J-0-McCain, Noes; None Absent; None; President Jumper declared resolution #55 passed, and thereupon signed and approved the same. Moved by trustee, H.A.Robinson seconded by trustee, J.C.McCain and carried that the City stand $50.00 expense to assist the Chamber of Commerce in preparing a float to enter the Santa Ana, Fiesta De Luz, the money to cover the same to-be taken from the promotion fund. H.C.Kellogg presented a bill for services rendered in preparing a map for a sewer system, which he claimed had been prepared at the order.of the previous Board of Trustees. No action taken. Moved by trustee H.A.Robinson seconded by trustee G.P.Wilson and carried that the Clerk be instructed to purchase ballot paper and three sets of election supplies for the annexation election. A representative from the Evening Herald of Los Angeles spoke reques. ting advertising space of two columns in his paper. No action taken.
