A. Robinson, and•J.C.McCain. UNFINISHED• BUSI:iFSS: This being the time provided for th6 regular -- meet }ng of the Board-of-Trustees of,the City of Newport Beach, as the legislative body of .said city, next after the expiration of three. (3) days from and after the date of the special election, which special election was held on Tuesday, the 27th, day of June, 1916 and was held pursuant to Resolution No. 52 of the city of Newport Beach calling said special election, and as provided for by an act of the legislature-of the state of California entitled: "An act to provide for the,alteration of the boundaries of and for the annexation of territory to incorporated towns and cities, and for the incorporation of such annexed territory in and as a part of such I + municipalities, and for the districting, government, and for municipal control of annexed territory ". (approved March 19, 188,9) and for the purpose df submitting to the qualified electors of the city of Newport Beach and the qualified electors residing in certain new territory proposed to be annexed to said city the question of such annexation. All of the returns of said special election having been made and completed and in the possession and custody of the Clerk of the city of Newport Beach, the Board of Trustees proceeded to canvas the said returns -of +said special election as follows: 7 1 . (1) the returns of the votes cast in said outside territory, the boundaries of which terrritory is hereinafter specifically setforth and described, was canvassed separately. (2)The returns of the votes cast inside of the city of Newport Beach were canvassed separatelys (3) That the Board of Trustees of-the city of Newport Beach thereupon and immediately ordered and caused this record thereof to be made and entered upon its minutes showing: (a) That the whole number of votes cast in such outside terr- itory was twenty five (25) votes. That of said twnety -five (25) votes so cast twnety -four (24) votes were cast "For annexation" and one (1)� vote was cast "Against annexation ". (b) That the whole number of votes cast in the city of Newport Beach was one hundred and seventy three (173) votes;that of said one hundred and seventy -three (173) votes so cast one hundred and sixty - seven (167) votes were-cast "For Annexation" and six (6) votes were cast "Against Annexation ". (c)That from the votes cast in such outside territory and from ' the votes cast-inside of the cite of Newport Beach,-and from the separate canvass of the votes so cast, it appears and the Board of Trustees of1the city of Newport.Beach find,adjudge and order it to be here established of record on the minutes of their meeting held this 3d day of July, 1916: That more than two- thirds of all the votes cast in such outside, territory and more than a me jority of all the votes cast inside of the city of Newport Beach was cast "Por Annexation "; and,are in favor of annexation, and of annexing to the city of Newport Beach the said new;terri- tory, which new territory is located in the County of Orange, State of " alifornia, and is contiguous to the city of Newport Beach and forms no part of any incorporated town or city and is particularly described as all that new territory bounded as follows, to -wit: ' I CNZA r Beginning at Station seventy -trio (72) of the the Rancho San Joaquin, as per.map recorded Patent Records of Los Angeles Coulty, Cal. 137 ,patent boundaries of in book 1, page 147 of 2 Thence Southwesterly to a point in the Northeasterly boundary line of the city of Newport Beach, said point being three hundred and seventy -eight (378) feet southeasterly'from the intersection of said northeasterly boundary line with the section line, between Sections 34 and 35, township 6 South, Range 10 West, S.B.M. Thence southeasterly along said northeasterly boundary line of the .city of Newport Beach to a point south seventeen (17) degrees and thirty (30) minutes east two hundred (290) feet distant Xrom the southeasterly corner "of Balboa Island; Thence North sixty -three (63) degrees east four hundred and eighty (480) feet to station seventy -eight (78) of said Rancho. Boundary; Thence northwesterly along said rahcho boundary line to the point of beginning. The Clerk of the City of Newport Beach ip therefore ordered to promptly make and certify under the seal of the city.of Newport Beach and transmit to the Secretary of State of the State of California a copy of this record so entered upon said minutes , together with a statement showing the date of said election, and the time and result of'said canvass, and that from and after the date of the filing of said document in the office of the Secretary of State the annexation of such territory hereinbefore described so proposed to be annexed to the city of Newport Beach shall be deemed and shall be complete and the boundaries of the city of Newport Beach shall thereupon be altered and the said new territory annexed thereto, incorporated, and included therein and made a part thereof, and thenceforth such annexed territory shall be to all intents and, purposes a part of the Cite of Newport Beach, and the property within such annexed territory shall be taxed to pay the bonded indebtedness or liability of the city of Newport Beach, all of which was and is specified in the notice of ataattax special election, equally with the property within the city of Newport Beach as it existed prior to such annexation; which bonded indebt- edness or liability is as follows, to -wit:- (1) A bonded indebtedness incurred for the aquisition and const- ruction of a Municipal water works in and for the city of Newport Beach in the sum of $40,000 upon which the maximum rate of interest is 5% per annum, payable semi - annuall , and of which sum there is outstanding and unpaid the sum of 34,000.00. (2) A bonded indebtedness incurred for the completion of the municipal water works in and for the city of Newport Beach in the sum of $25,000 upon which the maximum rate of interest is 6% per scat annum payable semi-annually, and of which sum there is out- standing and unpaid the sum of $23,000.00. (3) A bonded indebtedness incurred for the acquisition kf and construction of an electric street lighting system in and for the city of Newport Beach in the sum of $20,000 upon which the maximum rate of interest is 6% per annum, payable semi - annually, and of which sum there is outstanding and unpaid the sum of $19,000.00 (4) A bonded indebtedness authorised for the acquisition and construction of a gas distributing system in and for the city of Newport Beach in the sum of $30,000 upon which the maximum rate of interest is 5% per annum, payable semi - annually, and of which sum of $30,000 there is outstanding and unpaid the sum of $23,000.00 and of which bonded indebtedness so authorized the sum of $7,000 remains to be represented by bonds hereafter to be issued. Upon the call of the roll all of the foregoing was passed, adopted and ordered to be established of record upon the minutes of the Board of Trustees of the city of Newport Beach at the meeting they held on the 3rd day of July, 1916, by the affirmative vote of the following named members of said Board of Trustees,asadx Ayes, Trustees S.R.Jum er, Glenn Helm G.P 'a lso H.A o inson, J.C.McCain, Noes trustees, None sent rushes Non. 138 �- The matter of the Pentland Brlkhead and esplanade came up for consid- er tion and was -laid over one week for further -investignation. NEW BUSINESS; , There was presented a deed executed by the Newport Land Company in favor of the City of Newport Beach conveying to the city all streets and alleys, water and sewer system on Balboa Island. the.President thereupon instructed the Clerk to have the same recorded. A letter and quotation from the Reliance Gas Regulator & Machine Co was then considered. ' Moved by trustee H. A. Robinson seconded by trustee J.C.McCain and carried that the City purchase from the Reliance Gas Regulator and Machine company 400 gas regulators @ their quoted price of $2.35 F.O.B. Pasadena, and that a previous order to &Ieuller Mfg Cc of San Francisc be cancelled. Moved by trustee G.P.Filson seconded by trustee Glenn Helms and carried that the 24 applications for a renewal of business licenses be granted. Letter from the Pacific Electric Ry, Company granting the request of the City to install a pipe line on their right of way from 39th, street io the westerly City Limits, was ordered filed. Demands #1 to 'rl34 inclusive all approved by the finance committee, wdre presented and were allowed and warrants ordered drawn on motion of trustee, H. A. Robinson seconded by trustee, J. C. McCain, and carried. Moved by trustee G. P. Wilson seconded by trustee, H. A. Robinson and carried that adjournment be taken to 7:30 P.M. Monday July 10th,1916. Adjourned. Approved; July 10th, 1916.
