The board of Trustees of the City of Newport Beach met in regular session 7:30 P.M. date and place above shown. President Jumper called the meeting to order and the roll was called showing there were present trustees; S.R.Jumper, Glenn Helms, G.P. Wilson, H.A.Robinson, J.C.McCain; Absent trustees; None. The minutes of the meeting of July 24th, were read and approved. Reports of the heads of the various departments for the month of July were presented and on motion of Trustee, H.A.Robinson seconded by trustee Glenn Helms and carried were accepted and ordered filed. Various communications were read and referred to proper order of business. Unfinished Business; am 1, atten dzJ& 8 :zwsazPM (Esau to(k zf:=fizz);zts=12 etntXt : s�t�ixiayz�ittzskffi�z��nzNsitmxz$ ersaad�x 'a�z�tastsrxzTsiz�z�����xa� sasmitiedxt1 M!kzthmz same xbmzpass %djc zRz ki xwxwxca=e&z3h=insgz s;C :Resolution 758, heretofore submitted to the city attorney, having been put in proper form for final action of the Board of Trustees, uYas taken up for consideration, and, after due ^ onsideration, and discussion thereof, on motion of trustee, Glenn (Helms, seconded by trustee H.A.Robinson and carried the roll was ordered called, and Resolution No. 58 being.a resolution of the City ?f Newport Beach, .a municipal corporation of the sixth class, incorp- rated under the laws of the state of California, by the legislative ranch of said city, being the Board of trustees thereo£,.determining and declaring that the public interest and also the -public necessity demands the acquisition and construction of a municipal improvement in the city of Newport Beach, to -wit: a jetty composed of stone and of adequate dimensions, extending from the shore of the Pacific Ocean at a point on or near the westerly shore of the entrance of Newport Bay into the waters of the Pacific Oceans, a distance of approximately t.ao thousand feet, including the acquisition of the . necessary real property upon which to construct and maintain sat& said jetty, in order to straighten and deepen the channel of Newport Bay at the entrance thereof; said Newport Bay being.a navigable arm of the Pacific Ocean, located partly within and contiguous to the City of Newport Beach, all for the pair-nose of protecting the entrance of said New»ort Bay from the waves, currents and tides of the Pacific Ocean and to render the same safe, adequate and navigable for the purposes of marine commerce and travel, in order to carry out the objects, purposes and powers of the city of Newport Beach. The cost of which muunicipal improvement will be too great to be paid out of the ordinary, annual income and revenue of the city of T?ewport Beach. was-?passed and adopted by the affirmative vote of the following named members of the Board of Trustees, to -wit:- Ayes; S.R.Jumper, Glenn Helms, G.P.l'r'ilson, H.A.Robinson, J.C.McCain, Noes'; Trustees, None, 'Absent; Trustees, None. The said Resolutton No 58 having been passed and adopted by the votes of more than two-thirds-of all the members of the Board of Trustees, the President of the Board thereupon declared the same passed and adopted and signed.-and approved the same Letter from the Orange County Improvement Association_ was read statei that they were now ready to carry out their part of a former agree- ment with the City in %.hich they were to deed to the City, the prope- rty now used as a bathing 'Pool at west Newport and a certain strir of Beach frontage, The Clerk was instructed to write the Orange Co Imp Ass'n asking them to -lace the deed to this property in escrow. Seven Petitions signed by 209 voters and tax payers and five letters asking the Board to reconsider a previous decision relative to the (laying off of two deputy marshals, was presented, Moved by trustee J.C.I,,icCain seconded by trustee, G.P.47ilson and carried that the petitions and letters be filed without action. W F A letter from A.E.Hawley was read-relative to the collection of garbage, the same was referred to the Street Supt for at A letter from the State Board of Control ire which thegagree to accept) three more of the Gas Distributing System Bonds,was filed, Aletter from Mr Guthrie of San Bernardino was read relative to the collection of•Idoney due the City by the County, the same was referred to City Attorney Bishop. The applications of Paul E.Kressley, George :7.Spencer, V,.J.Renshaw, Earl L. Veuveand i7.T.slebber, for the position of City Engineer was referred to a committee of the whole. Severe letters and a petition were presented and read asking the Board not to take any action in connection with the building of a bulkhead along the Ocean front at Balboa, Moved by trustee, G.Helms seconded by trustee, H.A.Robinson and carried that the same be filed. .loved by trustee, Glenn Helms seconded by trustee, H.A.Robinson and carried that the application of J.S.Stowart for the transferr of his license to ;.G.Cole, and the application of 17.G.Cole £or a restaurant license be granted. Moved by trustee, H.A.Robinson seconded by trustee, G.P.E7ilson and carried that Fire Chief H.C.Castle be sent as a delegate-to attend the Fire Chief's Annual Convention at San Diego and that the City bear 15.00 of the expense. Moved by trustee, G.Po*tilson seconded by trustee, J.C.IsicCain and carried that,-Pursuant to the agreement between I.B.Funk and the Ci of Idevmort Beach,That I.B.Funk is to prepare and place in the 'rands of City Atty Bishop all records, documents and data obtained by him not already filed and to accept the sum of ~5300.00 in full payment for all his services, A warrant was ordered drawn for that amount to be placed in the hands of the City Attorney to be delivered on receipt of such data. Demands Number 139 to 244-inclusive all approved by the finance comm- ittee were presented and were allowed and warrants ordered-drawn on motion of trustee, G.P.Wilson seconded by-trustee, Glenn Helms and carried. City Gas I.Ianager F.L.Rinehart and the standing Gas Committee were instructed to interview the Southern Counties Gas Co relative to the termination of the pipe line lease of the Wiest Coast Gas Co. Trustee G.P.Nilson reported on the Alley in Block 10 at Balboa and stated that the work had been started and that the Alley would be surfaced at the owners expense. Moved by trustee, H.A.Robinson seconded-by trustee, G.P.:"=ilson and carried that adjournment be taken to 7 :30 P.M. Monday august 14th,19: Adjourned. A Anproved; August 14th, 1916.
