Ionday January 8th, 1917. President Jumper called the meeting to order and the roll was called showing there were present trustees, S.R.Jumper, Glenn Helms, G.P. Wilson, H.A.Robinson and J.C.McCain, Absent; None. Minutes of the meeting of Jany let, 1917 were read and approved. Communications; Communications were read and referred to proper order of business. UNFINISHED BUSINESS; matter of annexation of terri Upon investigation it being made to appear and it so appearing to the Board of Trustess of the city of Newport Beach that the petition concerning the annexation of territory and filed with the Board of Trustees of said city on the 1st day of January, 1917, does not contain a description of the territory sought by said petition to be annexed to said city; and that the description of territory therein set forth and contained is erroneous and incomplete, and good cause appearing therefor, it was ordered by the Board of Trustees at it's meeting this 8th, day of January 1917, that all proceedings hereto- fore had and taken udder said petition be and is hereby vacated and set aside and all proceedings contemplated and ordered to be here- after taken thereunder be and is hereby abandoned and the said peti- tion be and is hereby dismissed . Bond of J._..Portcr; On motion of trustee, G.P.1ilson seconded by trustee Glenn Helms and carried the bond of J.A.Porter as Marshal & Ex Officio Tax and Lice- nse collector was accepted and ordered filed. NEW BUSINESS; There was at this time presented a written petition proposing to alter the boundaries of the City of Newport Beach and to annex thereto, incorporate and include therein, and make a part thereof certain new territory. The Board of Trustees proceeded to hear the petition both oral and documentary evidence was introduced, received, and considered, from which it appears and the Board of Trustees find that the petition is in writing: that all the signers thereof are qualified electors of the city of Newport Beach; that it is signed by more than one -fifth in number of all the qualified electors, of the city of Newport Beach compl;ted upon the number of votes cast at the last general election held therein. That it contains a descrip- tion of the new territory asked to be annexed to the city of Newport Beach. That said territory is contiguous to the city of Newport Beach and that said new territory does not form an: part of any incorporated town or city. That the city of Newport Beach has incurr- ed and also further authorized the incurring of bonded indebtedness for the acqui:-ition and construction and also for the completion of municipal improvements in and for the city of Newport Beach, some of which is now outstanding. That said petition contains a request that the question to be submitteP, to the electors of the city of Newport Beach and to the electors residing in the territory propo- sed by said petition to be annexed to said city shall be whether such new territory shall be annexed to, incorporated in, and made a part of the city of Newport Beach, and the property therein be, after such annexation, subject to taxation equally with the property within the city of Newport Beach to nay such bonded indebtedness outstanding at the date of such annexation and theretofore authorize The Board of Trustees therefore ordered that the said petitio be received and filed; that all necessary and proper proceedings be taken for the submission without delay to the electors of the city of Newport Beach and to the electors residing in the territory pro- posed by such petition to be annexed to said city the said question. Thal all proceedings had herein be had and taken pursuant to and as provided for by an act of the legislature of the State n ICNZA I I M N of California,, entitled: "An Act to provide for the alteration of the boundaries of and for the annexation of territory to incorpor- ated toxins and cities, and for the incorrora.tion of such annexed territory in and as apart of such municipalities, and for the districting, government, and municipal control of annexed territory, (Approved 'larch 19, 188,9,) and acts amendatory thereof. Pursuant to the petition concerning annexation of territory to the city of Newport Beach, this day received and filed, and the prior instruction of the Board of Trustees, Trustee H.A.Robinson presented for consideration of the Board of Trustees a resolution entitled: A Resolution of the Board of Trustees-of the c;ty of New- port Beach as the legislative body thereof, calling and ordering to be held a special election in the city of Newport Beach and also in certain territory outside of the city of Newport Beach, for the purpose of submitting to the electors of the city of Newport Beach and to the electors residing in said outside territory the propos- ition or question of the annexation of said territory to the city of Newport Beach, fixing the date of such election, establishing voting precincts and places At which the polls will be opened, appointing officers of election and directing the giving of notice of such election. The resolution was read and considered by the Board of Trustees ordered filed and to be nmmbered Resolution No. 64, and referred to the city attorney to be put in formal and proper condition for final action and adoption by the Board of Trustees. ^T.iTt Avertisina, e m ter of city advertising as presented in the petition at the meeting of Jany let, 1917 was again brought up and coasidered.s3mi Moved by trustee, G.P.7,1ilson seconded by trustee, J.C.McCain and carried that the board authorize the exoendature of 825.00 out of the music and promotion fund for one month trial of the proposition. On motion of trustee, Glenn Helms seconded by trustee, J.C.NIcCain and carried, the map of the Avacado Acres as presented by County Surveyor Me Bride, was approved and the Clerk was authorized to sign the same. Board walk along the Ocean Front; Discussion followed relative to the building of a board walk along the ocean front. Moved by trustee, H.A.Robinson seconded by trustee, Glenn Helms and carried that the city engineer be instructed to prepare plans dnd specifications for a pile supported wooden side- walk 12 -ft in width hlbng; the Ocean Front between 23d, and 36th, streets and that an assessment district be formed to cover the cost of same including the district from the S.P.7.rharf west and North to the Railroad tracks. Letter from the Health Officer J.A.Porter relative to a plan for the inspection of dairies through Orange County, was filed. Telegram from Johnson Shea contractors on the street work at East Newport was read stating that would begin work on their contract at once, the same was ordered filed.
