City Hall, Newport Beach, Cal.March 5th, 1917, The Board of Trustees of the city of Neti =rport Beach met in regular session 7:30 P.M.Monday I.tarch 5th, 1917. President Jumper called the meeting; to order and the roll was called showing there were present trustees, S.R.Jumper, Glenn Helms,-G.P. Wilson, H.A.Robinson and J.C.McCain, Absent,None. Chan,e order of business; oved by trust ee, H.A. obinson seconded by trustee Glenn Helms and carried that the order of business be changed in order that the current month's demands might be read first, the Clerk thereupon proceeded to read the said demands. '0 De Demands• Bowed by rustee G.P.Wilson seconded by trustee, H.A.Robinson and carried that Demands # 759 to T828 inclusive having been signed and approved by the Finance committee and the President, be allowed and warrants ordered drain to cover. Reading of Minutes;. Minutes of the meetings of Feby, 19th, 20th, and 26th were read and approved, Monthly Reports; Reports of the heads of the various departments for the month of February, were read and approved and ordered filed, Committee Reports; Trustee G.P.Wilson, reported that he had ordered a new U.S. Flag for the City Hall, Trustee G.P.Wilson also reported in connection with the matter of the removal of the cement blocks along the Ocean Front between 23d, and 36th street, that on account of the blocks now being covered with sand he would not recommend their removal. Trustee G.P.Wilson also reported on the walk as asked for in the - etition of the property owners on 19th, street to be connected with the walk on the Ocean Front at that point and recommended that the St Sup't be instructed to build the same. Moved by trustee, H.A.Robinson seconded by truste J.C.McCain and carried that the reports be accepted and the work be ordered done az recommended. Cormmunicai;ions were read and referred to proper order of business. ,UNFINISHED PUSINESS; Resolution #70; was presented by the city attorney and on motion of trustee, G. P. Wilson seconded by trustee, Glenn Helms and carried the same was placed on final passage and adoption, the roll was called and Resolution r'70 was passed and adopted by the vote of the following named members of the Board of Trustees; Ayes; Trustees, S.R.Jum -er, Glenn Helms, G.P. ? ?lilson H.A.Robinson, J.C.McCain. Noes; None, Absent; None., and was thereupon signed and approved by the Presiden of the Board of Trustees, Attested by the Cleric. NEW BUSIIIESS; Resolution #72 - The city attorney then presented and read resolution #72 the same being a resolution of the city of Newport Beach , determining that it has become necessary for the city of Ifewport Beach to take private property for the purpose of the improvement of the water front and to mairtain a public harbor, and directing proceedings to be :taken to procure the same, and that Clyde Bishop as attorney for the city of Newport Beach, be and. -is hereby directe to take, conduct and maintain all proceedings, legal or otherwise, necessary to procure the said land. Moved by trustee, J. C. McCain seconded by trustee, H.I.Robinson and carried that resolution X72 be passed and adopted, the roll was called as follows; Ayes; trustee S.R.Jumper, Glenn Helms, G.P.7ilson, H.A.Robinson, J.C.McCain, Noes;None. Absent; None. President Jumper thereupon declared resolution #72 passed and adopted, and signed the same, attested by the Clerk' Ferry Franchise; Moved by trustee, H.A.Robinson seconded by trustee Glenn Helms and carried that the committee on the Ferry Franchise be given one more week for further consideration. s :0.44 Ferry Franchise; -Trustee H.A.Robinson withdrew his former motion asking for more time to consider the ferry franchise. Ferry Franchise; Moved by trustee J.C.1.1cCain seconded by trustee G.P.ililson and carried that the matter of the ferry franchise be referred to city attorney Bishop to prepare a proper notice of sale of ferry franchise. Clallace to•investigate. Resignation of A.R.Lott; Moved by trustee G.P.riilson seconded by trustee Glenn Helms and carried that the resignation of A.R.Lott as Plumbing Inspector be accepted. City ''lectrician Report; City Electriciam S.L.'Collins reported th 2 at 7 of the lights at East Newport -burned eight hours over time due to the fault of the P.L.& P.Co not winding the time clock. Letter from the iTerrport Reach Chamber of-Commerce, stating that the organization had added to it's membership 17 new members making a total of 50 members and that-it was the desire of the Chamber to combine all of the various boosting organizations under one head and asking that any money approprated by the Board of Trustees be given through the Chamber of Co:merce, was filed. Report of r. S. ilorton in charge of publicity was read and ordered filed. Appointing New Plumbing Inspector, Moved by trustee Glenn Helms. seconded by trustee, G.P.'Wilson and carried that H. A. Barton be appointed to the position of Plumbing Inspector. Passing Demand sending Bishop to ; acramento, Moved by trustee H.A. Robinson seeonded'by trustee J.C.McCain and carried that a Demand be allowed and warrant drawn to cover in the sum of $150.00 to defray the expenses incurred by the City Attorney in connection with his trip to Sacramento in the interest of the "Tide Land Bill ". °.enort on Coast Road, Trustee J.C.PkTeCain reported progress.in.the matter of the Coast road and stated that a meeting with Supervisor Talbert had been ar'ran,,2:ed. Trustee -G.P..;'ilson in /re a bull;he A. and sidewalk along the Ocean Front at Balboa; and stated that he was willing to start the nec ary proceedings if the property owners desired it. Bulkhead & 3idev7..lk at T= alboa, Moved by trustee G.P. ;ilson, second by trustee J.C.McCain and carried that a committee be 'appointed to look into the bulkhead matter at Balboa and draw up a district and that the City Engineer be instructed to draw up plans and speci- fications and estimate of cost. President Jumper appointed on the committee, Trustees, G.P.:'ilson and J.C.McCain.
