By motion of Trustee J.J.Schnitker,seconded by Trustee J.C,McCa . and carried the City Engineer was instructed to provide the bulkhead necessary for dredging operations in the bay. It was moved by Trustee J.C.MeCain,seconded by ,Trustee J.J. ' Schnitker and carried that the Board adjourn. City Clerk. City Hall, Newport Beach,Calif.,7 :30 P.M.,Feb.3,1919. The Board of Trustdes of the City of Newport Beach met in reg- ular session at the time and place above noted. The roll visa called and the following Trustees were present: Trustees J.P.Greeley, J.J. Sahnitker ,Geo.P.Wilson,J.C.11ICCain and L.S.ffilkinson; absent,none: The minutes of January 6th,January 13th and January 20th were read and approved as read. The reports of Heads of Departments were read and ly motion of Trustee Geo.P.Wilson.seconded by Trustee J.J.Schnitker,and carried, were accepted and ordered filed. W.W.Wilson reported on sales of dredged material. Trustee Geo.P.Wilson'reported for the Street Committee on wall protection of Balboa Island, on street numbering, and on ferry servic . ' It was moved by Trustee Geo.P.1;7ilson,seconded by Trustee J.C. McCain and carried that the Board go on record as favoring the propos d Amendment to the Motor Vehicle Act,and that the Clerk communicate the fact to Assemblyman Walter Eden and Senator S.C.Evans asking their ;support; also to Mayor F.T.i7oodman of Los Angeles. By motion of Trustee J.J.Schnitker,seconded by Trustee Geo.P. Wilson and carried,the Board declared itself in favor of the State's issuing bonds for highway improvement between Oxnard and Serra,and instructed the Clerk to notify Assemblyman Walter Eden and Senator S.C.Evans. By motion of Trustee J.,d.Schnitker,seconded by Trustee Geo.?. Wilson and carried,Lew H.Wallace was requested to draft a resolution to present to P.Iaj.Chas.T.Leeds asking that the obstruction placed on the westerly side of the Santa Ana River at a point near the Southerr Pacific Railroad be removed. It was moved by Trustee J.J.Schnitker,seconded by Trustee Geo.P. Wilson and carried that the following Resolution be adopted: Jhereas, on the 9th day of December, 1918, there was filed with thi Clerk of the City of Nevm ort Reach a petition asking that there be submitted to the qualified electors of the city of Newport Beach the ' question: "Shall the sale of alcoholic liquors be licensed in this city ? "; and 7thereas,the Clerk of said city thereafter,and within the time provided by law,certified.the said petition to be sufficient; and i7kereas,the Board of Trustees of the City of Newport Beach did thereupon call a special election to be held in the city of Newport Beach on Tuesday,the 28th day of January,1919,at which special elect- :ion there was submitted the question: "Shall the sale of alcoholic liquors be licensed in this city ?" to the qualified electors of said ,city; and Whereas, the said special election was called and held in the manner provided by law; and 302 7hereas, at this the regular meeting of the Board of Trustees o: the city of Newport. Beach,held on the 3rd day of February,1919,the v, cast at said special election were duly canvassed and it appears tha- 55 votes were cast "'_YES" End that 187 votes were cast "NO ",and that ; majority of the votes cast on the question at said special election were not cast in favor of license,but were cast against license: Therefore, the Board of Trustees of the city of Newport Beach orders that it be declared and here established of record that the o: of Newport Beach,a municipal corporation of the sixth class located the County of Orange, remains and is no license territory,under and accordance with the terms and provisions of an act of the legislature of the State of California,entitled: "9n act to provide for the regulation of the traffic in alcohol: liquors by establishing local option;authorizing the filing of petit: praying for elections to vote upon the question whether the sale of i coholic liquors shall be licensed within the territory described in ; petitions; providing for the calling and holding of such elections; making it the duty of the proper governing body to declare such terr: tory to,bd no= license territory unless a majority of votes is cast ii favor of license; providing that no licenses,permits or other author: to' sell or distribute alcoholic liquors in no- license territory shay be granted; forfeiting and declaring void all such licenses or permi theretofore issued and in force; making it a penal offense to sell, give away or distribute alcoholic liquors within such territory,with certain exceptions;and providing penalties for such offenses. (Appro' Spril 4,1911). By motion of Trustee'J.J.Schnitker,secondect by Trustee Geo.P. ':G lson and carried,the City Engineer was authorized to make another sounding in the channel near the Jetty. It was moved by Trustee J.J.Schnitker,seconded by Trustee J.C. EcCain and carried that the demands be allowed except those of the Southern California "Edison Co. and that warrants be ordered drawn to cover. It was moved by Trustee J.J.Schnitker,seconded by Trustee J.C. ;cCain and carried that the deeds to the Ocean Frontage and to the garbage dump be accepted and the Clerk instructed to file the.same of record. It was moved by Trustee Z.S.i7ilkinson,seconded by Trustee J.J. Schnitker and carried that the City Engineer be instructed to prepay an application to the Government Engineer's office for permission to construct a bridge at two places across the Santa tins River. By motion of Trustee J.J.Schnitker,seconded by Trustee Geo.P. Gilson and carried, adjournment was taken. es 0 u1 L
