HomeMy WebLinkAbout04/07/1919 - Regular MeetingI Ci17_A 3 ®7 City Hall,Newport Beach, 7 :30 P.M.,April 7,1919, The Board of Trustees of the City of Newport Beach met in regal+ onthly session at the place and on the hour above noted. The roll wi alled and all the Trustees were present as follows: Trustees J.P. Greeley, J. J. Schnitker ,Geo.P.Wilson,J.C.MeCain and L.S.Wilkinson. The minutes of March 17th were read and approved as read. REPORTS OF HEADS OF DEPARTMENTS. I The reports of heads of departments were read.It was moved by Trustee Geo. P. Wilson., seconded by Trustee J.C.McCain and carried that the reports be accepted and filed and that the recommendation of the gas manager regarding the laying of a new main across the bay to Bal- boa Island be taken up later for *consideration. Trustee L.S.Wilkinson reported on the repair of Fire Truck No.One the flag pole in front of the city hall. Trustee Geo.PsWilson reported on street lamp contract also on dirting of Bay Ave.between 27th and 30th Streets. It was moved by Trustee L.S.Wilkinson,seconded by Trustee Geo.P. Wilson and carried that the Street Committee investigate and report next meeting the price of a Ford truck and cost of operation. The communications were read. ORDINANCE NO.148. It was moved by Trustee Geo.P.Wilson and seconded by Trustee J.C.MeCain. that Ordinance No.148 be placed upon final passage. The roll was called and all the•Trastees voted "Aye" as follows: Trustees J..P. Greeley, J. J. Schnitker ,Geo.P.Wilson,J.C.McCain and L.S.Wilkinson. The City Attorney reported on the effort made with_the Southern California Edison,Co.to secure domestio' light for the residents of Newport Heights. , By motion of Trustee L.S.Wilklnson,seconded by Trustee Geo.P_Wilsnn Ian& carried,the Clerk was instructed to deliver to the City Attorney, making record of such delivery,the franchise of the Southern California Edison Company and the contract with the Southern Counties Gas Co. By motion of Trustee J.J.Sohnitker,seconded by Trustee J.C.McCain and oarried,theirequest of Miss T.Byrnes to operate a restaurant and lunch room on Lot 17,Blook 21,Newport Beach,was granted. The letter from Mrs.Cora B.Wilkinson was referred to the Clerk for :reply.. , The letter of C.H.Burnett,Real Estate Manager of the Pacific Elec{- trio Land Co.,was referred to the city engineer. By.motion of Trustee J.J.Sohnitker,seconded by Trustee J.C.McCai; and carried, the letter of J.A.Lighthipe asking permiBBion to erect a flag pole and flag on Balboa Island,was referred to the clerk for rep: grapting auch.permission,the pole to be placed in the parkway on the west side of Agate St.near the end of the street: The letter of C.H.Elmendorff regarding possible damage along the ocean front in East Newport due to pumping dredged material from the bay onto the fro�qt,was referred to the clerk, for reply. i V ViV4 161101E - 3t was mowed by- Trustee- J,.C,McC&in�seoonde4L by'Trustee J.J.Se' hnite -ker and oarried that_the details of the pnblioity oappaign.in connect.igg with the county bond election be-referred to the Campaign Committee with power to act 41• The application of F.W.Terry for permission to construct a pier Aas'laid over for'two weeks. The applicat,'on of F.C.Bosovioh for permission to operate a fish stand on the bay front was laid over to next meeting by motion of Trustee Geo.P.Wilson,seconded by Trustee J.C.Mc Cain and carried. r It was moved by Trustee L.S.Wilkinson,seconded by Trustee J.C.McCain, , that the President and Cieik be authorized to sign a contract for the payment of $75. per month to the South Coast Improvement Association. It was moved by Trustee Geo.P.Wilson,seeonded by Trustee J.C.MoCain, that the motion be amended with the word "three" instead of "six" inserted in the contract before the word "months ",and the word " ;uly" be substituted for the word "October ".The roll was called and the fol lowing Trustees voted Yes: Trustees J. P. Greeley,Geo.P.Wilson,J.C.MeCain and L.S.Wilkinson; Trustee voting No,J.J.Schnitker. The motion as amended was put to vote and carried.. It was moved by Trustee Geo.P.Wilson,seconded by Trustee J.C.MoCain and carried that the City enter into contract with the Westinghouse Lamp Company for street lamps. It was moved by Trustee J.C.McCain;seoonded by Trustee•J.J.Schnitker and carried,that the demands be allowed and warrants ordered drawn to cover.. Referring to letter from the Pacific, Electric Land Co,regarding deed to*pr.operty taken by the city in payment for dredged material,the letter -was referred to the City, Attorney,by motion of Trustee L.S.Wilkin- edn,seconded by Trustee J.J.Schnitker and carried. It was moved by Trustee L.S.Wilkinson, econded by Trustee J.C.MoCain and carried that the City Engineer be uthorized to close original agreement with Mr.Ferguson. Trustee J.C.MoCain reported on repair of fire truck and on the pur- base of Ford truck for the Street Department. It was moved by Trustee .S.Wilkinson,seconded by Trustee J.J.Schnitker and carried that the atter of procuring truck for the Street Department be referred to the treet Committee with power to act, The communications were read. The 'request of Jaekson- Norton Co,for transfer of license No,25 to .G.& E.D.Rodger was granted by motion of Trustee J.J.Schnitker,seconded I I y Trustee J.C.MoCain and carried. Regarding the letter of Alfred C.Bean,Chairman of the Californial tate Conference of Social Agencies,it was moved by Trustee L.S.Wilkinson, econded by Trustee J.J.Schnitker and carried that the Clerk be instructed C
