City Hall, Newport Beach, Cal. Feb.2nd.1920,
The Board of Trustees of the City of Bewport beach met
in regular session at 7.30 P.M.
The meeting was called to order by President J.P.Greeley
The roll was called showing the following Trustees present
J.P.Greeley, J.J.Schnitker, A.L.Heard,. L.S.Wilkinson, Absent J.C.
McCain.
Reading of the minutes of January 5th. and January 19th.
were read, and there being no corrections same were approved.
The reports of the heads of Departments were read, and upon
,motion by Trustee J.J.Schnitker seconded by Trustee L.S.Wilkinson
land carried were accepted and ordered filed.
Communications were read and referred to the regular order
o business.
Unfinished Business.'
! On motion by Trustee J.J.Schnitker seconded by Trustee L.S.
Wilkinson and carried, That H.B.Webster be granted the priveledge of
I building a pier on Balboa Island as approed by the City Engineer.
The report.of the City Engineer regarding the curve at 19th.
Street, was read and same was referred to Mr.L.H•tlallace to take
'matter up with the P.E.6fficials.
New! Business.
On motion by Trustee L.S.Wilkinson Seconded by Trustee J.J.
Sohnitker and carried, That the Clerk answer the letter'of Mr.
-Frank Karr of the S.P.R.R. regarding the pier located here, and
state that they understand that the proposition offered has been
taken up by private parties.
On motion by Trustee L.S.Wilkinson seconded by Trustee J.J.
Sohnitker and carried, That a special committee be appointed to in-
vestigate the fire apparatus, as per communication from fire Chief
IA.W.Jackson, and report at the next meeting. The President appoint
;ad the following committee ,A.L.Heard,L.S.Wilkinson and A.W.Jackson.
On motion by Trustee L.S.Wilkinson seconded by Trustee A. L.
Heard and carried, that action on communication from C.L.Lancaster
�re garding the reconveying of property to him that he had conveyed
to the City for the proposed State highway, be posponed until defi-
nite action is taken by the Engineers for said highway.
Letter from W.ol.Wilson Beet. of Newport Chamber of Commeree
advising the setting apart of certain part of the City of Newport
)Beach for Industrial Purposes, referred to the special Committee ap-
pointed for that purpose. Said Committee consists of Paul Kreasley
iA.L.Heard, L.SWilkinsdn. On motion by Trustee L.S.Wilkinson seconded
byEby 'Trustee J.J.Schnitker the above proposition was adopted by the
vote; Ayes, J.P.Greeley, J.J.Sehnitker, A.L.Heard, and
1.6.wilkinson. Noes None. Absent J.C.McCain.
On motion by TRustee J.J.1chnitker seconded by Trustee A.L.
Heard and Carried, That the Street Supt. be instucted to repair the
!river bridge, putting same in good condition. As same was reported
in bad order by the City Engineer and Street Superintendent.
On motion by Trustee J.J.Schnitker seconded by Trustee L.S.
!Wilkinson and carried, that licenses issued to R.J.Schafer be trana-
ferred to J.E.Horeman his successor.
! On motion by Trustee J.J.Schn'tker seconded by Trustee L.S.
'Wilkinson and carried, The M.E.church given permission to erect
'a sign at Ocean vront and 24th.St. (as per there request).
Motion duly made by Trustee J.J.Schnitker. seconded by Trus-
tee L.S.Wilkinson and carried, That Demands be drawn to pay delinquen
City and County taxes. t as per letter of Mr. J.A.Porter.)
On motion by Trustee A.L.Heard Seconded by Trustee L.S.Wilk-
inson, That ;991.51 charged to Street Fund for sewer advertising be
(transferred to the Current Expense Fund; as proceedings for said
sewer as per advertising has been cancelled. Roll called, Ayes
J.P.Greeley, J.J.Schnitker, A.L.Heard, and L.S.Wilkinson. Noes none
Absent J.C.McCain.
ORDINANCE NUMBER 159.
Ordinance 159 was presented being an ordinance of the Board
;of Trustees of the City of Newport Beach,providing for a Harbor Mast
for Newport Bay. Upon motion by Trustee L.S.Wilkinson seconded by
Trustee J.J.Schnitker and Carried was passed to second reading.
ORDINANCE NUMBER 160.
Ordinance lumber 160 was presented being an ordinance of the
Board of Trustee of the City of Newport Beach, projitbiting the driv-
ing certain kind of vehicles across or along there of the Pacific
;Ocean. Upon motion by Trustee J.J.Schnitker seconded by Trustee A.
L.Heard and carried was passed to second reading.

Ordinancb Number 161. '
Ordinance number 161 was presented being an ordinanceof the Board
of Trustee of the City of Newport Beach, establishing the grades of I
Streets on Balboa Island. Upon motion by Trustee L.S.Wilkinson sec
by Trustee J.J.Schnitker and carried same was to second reading.
On motion of Trustee L'.S.Wilkins = seconded by T ustee J.J.S
and carried, That the report of the City Engineer regardding the pav
Central Ave. from Alvarado St. to Main St. be referred back to him
instructions to continue same to L St. instead of admppiug >0 Main
On motion by Trustee J.J.Schnitker seconded by Trustee A.L.B
aid carried, That the City Attorney be lmpowered to procure the nec
data etc. from the Orange Cog Title Co. regarding owners of propert
along Central Avenues from Alvarado to L Streets to formulate his p
for condemnations proceedings, to widen said Avenue.
On motion by Trustee L.S.Wilkinson seconded by Trustee A.L.H
and carried, That Demands #623 to # 713 for the month of January he
been signed and approved by the Finance Committee be allowed and We
dfawn.
On motion by Trustee J.J.Schnitker seconded by Trustee
and Carried , That the Street Superintendent be instructed to
numbers for the numbering of all the houses in-the City, and o
the owners of houses at cost providing they availed themselves
opportunity, otherwise he is authorized to put the numbers on
charge for same together with the cost of the work.
On motion by Trustee L.S.Wilkinson seconded by Trustee
