The -board of Trustees of the City of Bewport reach met in adjourned session at 7:30 r. za. on above date. The meeting was called to order by rresident o. r. areeley. ,.he roll was called as follows: kresent, Trustees J. Y: Greeley, o. o. Jchnitker, -ert L. Heard, Conrad 1tichter, L. u. '.7ilkinson. Noes, Trustees none. Absent, Trustees none. The minutes of the previous meeting were read and approved. The communications were read and referred to the proper order of business. UNFINISH' D BUSIIPESS. ORDINANCE NO. 170 having been introduced and read for the first time at the meeting of the Board of Trustees on the 19th day o July, 1920, and having been put in final condition for action by the Board of Trustees, was read, the Ordinance being entitled as follows: "An Ordinance of the City of Newport Beach, a municipal corpo1 ration of the sixth class, incorporated under the laws of the State of California, ordering the submission to the quallified voters of said City the proposition of incurring a debt for the purpose of the completion in the City of Newport Beach of a municipal improvement, as set forth in Resolution No. 130 of said City, to -wit: The completion of the rubble mound jetty constructed at the entrance to Newport Bay, calling a special election for that purpose, reciting the objects and purposes for which the indebtedness is proposed to be incurred, the estimated cost of the completion o£ the public improvement, the amount of the principal of the indebtedness to be incurred therefor, and the rate of interest to be paid on said indebtedness; fixing the date on which such special election shall be held, the manner of holding such election and the voting for or against the incurring of such indebtedness, and providing that in all particulars not recited in this Ordinance such election shall be held as provided by law for holding municipal elections in the City of Newport Beach." Ordinance No. 170 having been duly considered on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the roll was called, and the Ordinance received the affirms tive vote of the following named members of said Board of Trustees: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Art L. Heard, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. Ordinance No. 170 Navin- received the affirmative vote of two- thirds and more of all the members of the Board of Trustees of the City of Newport Beach, the President of said Board of Trustees declared the same carried, and thereupon signed and approved the same Treasurer .7allace stated that Mr. Ledbetter had inspected the jetty and said that in all his experience he had never seen such a foundation to build on as this storm had prepared for us and this same tide may never occur again. It was the finest foundation to work on he had ever had. Trustee Richter reported that in conversation with Mr. Ledbctt he stated that fixing the old jetty would have to be another contract as his work extending the jetty only required a single track, but would have to have aVdouble track to repair the old jetty. He mould like to have the Board of Trustees and the Harbor Commission get after the Railroad Co. as he is losing money on the job at the rate he is goin.;, and if he could get more curs it would help him immensely. It was also reported that since the Fremont wreck was removed a great deal of sand has been removed from the channel rnd the channel has been widened. On motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried, the following committee was appointed to draw un a protest on the part of the Trustees and Officers of the City, to the Railroad Co, for hindering our harbor developments in not furnishing more cars. The committee are Conrad Richter, Lew H. 3c11ace and L. S. ,iilkinson. Trustee Richter stated Mir. Finnegan on the Heights would like to get electric lights in his house which would require the stringing of some wire and would require two or three posts to carry the wire from the nearest post to the residence. Trustee Heard thought we should furnish i-ll the people up er l CNZA 385 there in the City with lights that wanted it, which would probably require anotther line from 19th Street. On motion of Trustee L. S. 'Wilkinson seconded by Trustee Art L. Heard and carried, the following Committee was appointed to take up the matter with the Edison people and see if the proper extension to the lines both at Balboa and the Heights, cannot be brought about in the near future. The committee are The Light & Nater Committee with Trustee Art L.'Heard. NE*17 BUSINESS. Trustee Wallace referred to the fact that the garbage wagon had not been taking all the garbage but had been throwing the corn husks out on the ground, .hick draws flies and is very unsanitary. Corn husks are bulky and the Street Department short of help but some provision should be made for hauling this garbage away. to act. The matter was referred to the Street Committee with power On motion of Trustee Art L. Heard seconded by Trustee J. J. Schnitker and carried, the application of ''F. L.' Jordan for a permit and license to operate a punch board game was granted on condition that the City Attorney rules the game is all right, subject to the same restrictions governing other games of chance in regard to children under the age of 18 years. On motion of Trustee J. J. Schnitker seconded by Trustee Conrad Richter and carried, the application of J. B. Perechbacher for a permit and license to operate a punch board game was granted or condition the City Attorney rules the game is legal, and subject further to the same restrictions governing other games of chance in regard to children under the age of 18 years. A petition signed by Ernest Burris and V. A. Irwin asking that the Board of Trustees take whatever steps are necessary'to compel the Pacific Electric Railway Co. to reopen and maintain the crossing at 29th Street was presented, and on motion of Trustee J. J. Schnitker seconded by Trustee L. S. %Vilkinson and carried, the mattez was placed in the hands of the City Engineer to obtain the correct status of the case. Harbor Master Beek asked for some instructions in.iregard to his authority as Harbor Master so that he could keep the fishing boat from anchoring on the pine line. He also stc.ted he had procured the 6 channel markers he was authorized to get, but it would be necessary to have at least 4 more. On motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the Harbor Master was authorized to order 4 more channel markers at an approximate cost of $25.00 each. On motion of Trustee Conrad Richter seconded by Trustee Art L. Heard and carried, the following committee was appointed to draw up Harbor Regulations No. 1 and to report at the next meeting for action of the Bo.,.rd. The Committee are Trustees Conrad Richter, Art L. Heard and J. J. Schnitker. On motion of Trustee Art L.. Heard seconded by Trustee J. J. Schnitker and carried, the Clerk was authorized to appoint a Police Officer to help in getting out the assessment r6ll. On motion of Trustee J. J. Schnitker seconded by Trustee Art L. Heard and carried, the meeting adjourned Sine Die. I ATT
