HomeMy WebLinkAbout10/04/1920 - Regular MeetingI CNZA 4M In regard to Lots 5, 6 and 7 in Block 334 of Canal Section which were sold to the City for taxes and which the Orange County Improvement Association wished to redeem, City Attorney stated the City Treasurer should ascertain the exact cost of the lots to the City including taxes, interest, cost of recording, etc. and the date they were deeded; upon payment of the amount the City could quit -alai the lots back to the Orange County Improvement Association. Harbor Master Beek asked about the Harbor Regulations No. 1 which were to have been drafted, and Trustee Richter, chairman of the Committee reported that he was in correspondence with Los Angeles parties to get a copy of their harbor regulations, and they would then make up a copy for our use. City Attorney Bishop brought up the matter of condemning the right -of -way on Central Avenue to Balboa for street purposes which met with a lengthy discussion, and the matter was laid over to the next meeting to determine just how mmch it was thought best to includ in•t::e condemnation proceedings. H. L. Sherman one of the advertising committee of the Balboa Chamber of Commerce :ras present and presented the matter of advertisi our City during the winter, The advertising committee from the two Chambers of Commerce favored getting out a folding circular similar to one gotten out by Catalina Island, copX of which he presented, 50,000 of which would cost not to exceed tiP1500.00. These were to be Rut in bulletin boards throu_ahout Southern California and would cost .,?37.50 per month to kee•i the bulletin boards filled. The amount necessary to defray the exrense of-same was asked to be taken out of the advertising fund. On motion of Trustee girt L. Heard seconded by Trustee L. S. :lilkinson and carried, the following committee was appointed in connection ,pith the committee from the two Ch;�mbers of Commerce, to investigate the matter and get the actual figures and subject matter for a circular of this kind to present to the Board, and a special meeting would be called if necessary to hurry the matter along. The committee are Trustees Art L. Heard and L. 3. '.lilkinson. On motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker an6_ carried, the City electrician was to be nmtified to place a liR:ht on the municipal dock at the foot of 19th Street. Liarshal Porter referred to a complaint which had been ml-de about some chickens and coats disturbinz the nei ;hbors in a certain part of i'evmort Beach, end they would like something done about it. On motion of Trustee J. J. Schnitker seconded by Trustee art L. Heard and carried, the Health Officer was instructed to look u% the matter and report at the next meeting. H. L. Sherman thought ball playing should be prohibited in busy places on the beach, but as the busy season was about over no action was taken at this time. On motion of Trustee J. J. The re orts -of the heads of the various departments were read and on motion of Trustee L. S. ailkinson seconder" by Trustee J. Schnitker and carried, the reports were accepted ane. ordered filed. f ,e i 3PECIaL COiEiITTEES: Trustee Richter reported in regard to Harbor regulations Eo. 1 that a large amount of the re3ulation in San Pedro Harbor is for spee boats, and there is no reason why people in canoes and row boats should not have rights as well as speed boats. He would like to discuss the matter of how to regulate the speed boats ;oing at top speed through the bay and have it safe for smeller boats. Trustee Greele;7 suggested using the County Harbor channel, which is constructed on straight lines, for the speed boats. Lifter little further discussion Trustee Richter stated they would have the report ready for the next meeting if the Board ::ould. allow them the extra time, which was gmanted. Trustee Greeley reported that he and City Engineer and ,later Su erintendent were the committee appointed to investigate the purchase of more land at the pumping plant, and that they were laboring under the misapprehension th,t the land eras owned by the Pacific Land Co. but it is owned by the Pacific Ranch Co. He had not been able to get a meeting, of the committee, but we could get additional acreage from 'r. uiyers at 01,000.00 an acre and mould try and get it for less. ;;e should have at least 5 acres more for the plant. Trustee Greeley also reported that the line from the well to the sand spit was in very bad shape and we must make some arrangement) to get water from the well to the reservoir, and if possible should have a 12° cast iron pipe which mould tcke care of the growth of the City for a number of years to come. The committee will try and haves a definite report in the near future, but we must take care of the pile line soon. Trustee dilkinson reported for the committee appointed some time ago to look up the matter referred to by Fire Chief Jackson in regard to housing £or fira engine Fo. 1, that they would mike an estimate at the next meeting and asked to be continued which was granted. Trustee Richter stated that he thought it would be well to interview the people on the Heights in regard to electric lights, and ' he :could go around and see them in Hr. Heards absence. On motion of Trustee L. S. 'Wilkinson seconded by Trustee J.J. Schnitker and carried, it was ordered that Frank J. Knight, Superin- tendent of Streets of the City of I?err;ort Beach, be tend he is hereby authorized and directed to place upon all buildings, to be numbered, the proper number thereof of the size and design heretofore provided by the City of Newport Beach and that he be authorized to charge and collect from the owner of said building the actual cost thereof, " together with any other costs necessarily incurred by him in collecting the same. UIIFIITISHEI BUSINESS. The matter of condemnation proceedings on Central Avenue was brought up but action on same was postponed one week... On motion of Trustee J. J. Schnitker seconded by Trustee L.S.j 7 /ilkinson and carried, the Surety Bond of John R. Lugo as City Plumber in the sum of ?500.00 was accepted. The communication from the State Beard of Health in regard to sending our Health Officer to the annual conference of State, County and U nicipal health officials to be held at Chico, Nov. 8 to 11th was laid over to the next meeting. On motion of Trustee L. S. Wilkinson seconded by Trustee J.J. Schnitker and carried, the application of Sawyer & Sawyer for transfer of their business license to C. H. Reed was granted. On motion of Trustee J. J. Schnitker secmnder by Trustee L.S.1 Wilkinson and carried, the application of F. L. Rinehart for a two ' creeks vacation beginning Oct. 7, 1920 was granted. In regard to the communication from C. L. Lancaster about I disincorporating the westerly portion of the City from 61st Street, on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the City Clerk was instructed to ascertain if possible from the State Highway Commission if we could have that part of the state highway built by them. The resignation of Trustee Art L. Heard was taken up and on motion of Trustee L. S. 7ilkinson seconded by Trustee J. J. Schnitker and carried, the resignation was accepted and the thanks of the Boar l extended to 1.1r. Heard for his untiring efforts in behalf of the City and that we regret seeing him leave us. I CNZra 397 The appointment of some one to fill the vacancy on the Board of Trustees caused by the resignation of Trustee Heard was brought up and upon a ballot being taken, 4 votes were cast all in favor of Geo. F. Wilson. The Chair declared T:Ir. SJilson duly elected to fill the' unexpired term of Art L. Heard on the Board of Trustees. Mr. 'ililson being present the Clerk administered the oath of office and he thereupon assumed the duties of Trustee of the City of Nerroort Beach. ' The President then appointed Trustee , Wilson Chairman of the, Police Committee and also a member of the Street Committee formerly held by Tr. Heard. On motion of Trustee J. J. Schnitker seconded by Trustee.L.S. .,`ilkinson and carried, the regular police officer at Balboa was discontinued and a special officer hired just for the week end. On motion of Trustee L. S. 77ilkinson seconded by Trustee J.J. Schnitker and carried, the Resolution of the Students of the Universi of California favoring the passage of Amendment Ho. 12 at the coming election, was adopted. H. L. Sherman reported for the advertising committee that the most favorable price on the 50,000 folders was from the Times- T.Tirror Co. of A"1010.00, and by getting the cover from C. G. Putnam would make 75.00 extra. The Ames Distributing Co. would charge ;1.00 a day for keeping them in 221 bulletin boards throughout the west. On motion of Trustee L. S. .lilkinson seconded by Trustee Conra Richter and carried, a sum not exceeding 1"�1300.00 was set aside out of the advertising fund to pay for 50,000 pamphlets in form like that presented by the committee. Trustee Wilson appointed to act on the Advertising Commijtee in place of Is. Heard. Trustee Greeley referred to the property owned by the City and for which vie did not have a complete list, and on motion of Trustee J. J. Schnitker seconded by Trustee L. S. '�Vilkinson and carried, that the City Clerk find out from the Orange County Title Co. what it woul cost for them to search the records and make out a complete list of ' the City's property, when it wL s acquired, etc.; also the cost of a Certificate of Title covering same. On motion of Trustee L. S. Jilkinson seconded by Trustee Geo. F. Wilson and carried, that demands No. 199 to 280 inclusive having been signed and approved by the Finance Committee, be allowed and warrants drarm for same. On motion of Trustee J. J.
