City Hall, Newport Beach, Oct. 11, 1920.
The Board of Trustees of the City of Newport Beach met in
adjourned session on above-date at 7:30.P. M. The meeting was called
to order by President J. P. Greeley.
The roll was called showing all the members present.
The minutes of the previous regular meeting were read and
approved.
SPECIAL CO181ITTEES.
Trustee Wilson reported for the Advertising Committee that they '
went up to the Times - Mirror office, but that they did not want to
stand by their tentative bid of $1010.00 and wanted to raise it to
$1200.00. They finally got together on a price of $1085.00 which
the Committee agreed to accept and the work was ordered. The covers
to be $75.00 extra.
The Harbor Regulation Committee did not have their report ready.
The communications were read and one from Frank Suttora in
regard to the exchange of Lots 1, 2 and 3 in Block 225 Section A for
Lots.5 and 6 in Block 218 Section B, on motion of Trustee L. S.
Wilkinson seconded by Trustee Geo. P. Wilson and carried,. the matter
was referred to a Committee to look up.and report at the next meeting.
The Committee appointed was City Treasurer Wallace and City Engineer
Kressly.
In regard to the communication from the League of California
Municipalities calling attention to the 22d annual convention of the
City Officials of California to be held at Chico, November 8 to 11th,
and asking that two or more officials be sent, on motion of Trustee
J. J. Schnitker seconded by Trustee L. S. Wilkinson and carried, that.
the President of the Board, the Health Officer and any other member
of the Board who can get away is authorized to attend the meeting and,
the City to pay the expenses.
This being he day and the hour fixed for opening the bide ford
the sale of the ,50,000.00 jetty bonds; the President ordered the bids
opened, but the Clerk reported that no bids had been received. '
This being the time fixed for receiving bids for the work herel-
toforecordered to be done in resolution No. 136 of the Board of
Trustees passed on the 15th day of September, 1920 in the matter of
the construction of cement pipe sanitary sewers, septic tank, pumping
stations, buildings and other appurtenances, on motion of Trustee J.
J. Schnitker seconded by Trustee Conrad Richter.and oarried, the Board
in open session opened, examined and declared all sealed bids received
for the said work, which bids are as follows: I
Thomas- Haverty Company at the unit price specified in their
proposal on file, the total of said bid being $374,767.15. j
City Engineer Paul E. Kressly stated that in his opinion the
bid was excessive, and recommended that the Board reject the bid.
It was moved by Trustee L. S. Wilkinson seconded by Trustee J.I
J. Schnitker and carried, that the bid submitted by.the Thomas - Haverty
Company and all bids for doing said work be rejected.
President Greeley in accordance with Section 2 of Ordinance No.
166 then proceeded to appoint a Board of Library Trustees consisting)
of five members as follows: L. S. Wilkinson, Mrs. W. W. Crosier, Mrs.
Ida H. Burns, Joseph A. Beek and Miss Alice Plummer..
Trustee Schnitker referred to the matter, of the electric lights
being turned off just about the time the last oar gets in at night and
people have to go home in the dark, and suggested that the Company be
notified to keep them burning a half hour longer. '
City Attorney Bishop referred to the 2 % of the gross earnings
from the Southern California Edison Co. as called for by Ordinance No.
87 of the City of Newport Beach which had not been paid, and on motion
of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and
carried, the City Attorney was instructed to take the matter up with
them and try and get the 2 % due us.
The condemnation proceedings were brought up and City Engineer
Kressly recommended that an assessment district be formed for the i
property benefited, being from 21st Street to L. Street, and on motion
of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and
carried, the recommendation was adopted.

The Board of Trustees of the City of Newport Beach met in
session at 7:30 P. M. on above date. The meeting was
order by President Greeley.

The minutes of the previous adjourned meeting were read and
approved.
A Communication from the M8yor of Santa Monica asking that
we do what we can to help get the next annual meeting of the League
of California Municipalities at Santa Monica was read, and on motion
of Trustee J. J. Schnitker seconded by Trustee L. S. Wilkinson and
carried, the delegates going from here were instructed to use their
best efforts towards getting the next meeting of the League at
Santa Monica.
Trustee Greeley reported that he just had a telephone
message from City Attorney Bishop to the effect that the bid for the
$50,000.00 jetty bonds was at a discount and he advised them that we
could not accept less than par value for them.
City Treasurer Wallace stated that he was gpite sure some
of the Banks of Orange County to whom he had spoken.would take
$30,000.00 worth of the bonds, and he thought he would be able to
dispose of the balance to some of the other Banks in the County, but
we would have to get O'Melveny, Millikin & Tuller, Attorneys to pass
on the bonds first.
On motion of Trustee J. J. Schnitker seconded by Trustee
Geo. P. Wilson and carried, the City Clerk was instructed to get the
opinion of the bonds from the above mentioned firm.
Trustee Greeley referred to our water system and stated he
had been to see the Pacific Electric Officials to get a temporary
permit to arose their track with a pipe line, bgtt the engineering
Department advised him that they could not and would not give a
permit to cross on the bridge they are building.
Trustee Greeley also stated that we mast construct
line from the pumping plant to the reservoir very soon.
After a very lengthy discussion of the matter, on motion of
Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and
carried, the Water Superintendent was instructed to do some prospect
ing some time between now and the next regdtlar meeting, and come
before the Board with a recommendation of what would be the beat
location for a pipe line.
