HomeMy WebLinkAbout02/07/1921 - Regular MeetingJ CNZA 413 The communication of Harry Ward asking that the contract be renewed for a period of two years instead of one as heretofore was taken up and discussed, and on motion of Trustee Conrad Richter seconded by Trustee Geo. P. Wilson and carried, the City Attorney was instructed to draw up a contract for two years and that the President of the Board and City Clerk be authorized to sign the same. The communication of Harbor Master Beek was laid on the table. President Greeley referred to the fact that the advertising folders sent out by the Times - Mirror Co. had not been prepaid and som of them might not have been received for distribution, and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the City Clerk was instructed to take the matter up with the distributing agency and see if the folders have been accepted for distribution by the different branches. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, demands No. 463 to 536 inclusive, having been signed and approved by the Finance Committee, be allowed and warrants drawn for same. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the meeting adjourned to Monday night January 10, 1921 at 7:30 P. M. Pr oard. of Trus ees. ATTEST: No meeting Jan. 10, 1921. City Hall, Newport Beach, Feb. 7, 1921. The Board of Trustees of the City of Newport Brach, met in regular session at 7:30 otclock P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Absent, Trustees None. The minutes of the previous regular meeting were read and The reports from the heads of the various departments were read' and on motion of Trustee Geo. P. Wilson seconded by Trustee J.J. Schnitker and carried, the reports were accepted and ordered filed. SPECIAL COMMITTEES. City Attorney Bishop reported that he had not been able to get anything definite out of Mr. Ledbetter on the jetty completion work, and if the committee were granted more time he would write to Mr. Ledbetter and tell him something had to be done right away. The committee was therefore continued. Trustee Richter stated that he had a talk with Mt. Ledbetter and he stated if the City could arrange with the Harbor Commission to look after the work he could get a better price on rock at the quarry and could do the work at approximately the price of the County work. Trustee Greeley reported he had been to see the Pacific Electric Officials in regard to the right- of -wray on Central Avenue, but nothing new has developed. He and T.W. Kressly expects to have a meeting with them next Friday, and if they cannot do anything with them.will recommend filing suit for condemnation. Ij N The communications were read and referred to the proper order of business. UNFINISHED BUSINESS. City Attorney stated he had the harbor Regulation Ordinance ready, and it was referred to the special committee Trustees Richter and Schnitker to pass on before presenting to the Board. Treasurer Wallace referred to the fact that vie should get the Irvine Company to leave a place for a sewage plant for Balboa Island on the North line. NEW BUSINESS. Trustee L. S. Wilkinson introduced a proposed Ordinance concerning the exclusion of certain territory from the City of Newport Beach, the same was read and considered and designated No. 175 and passed to the second reading. The communication from the Water Superintendent Mc Millan in regard to a new pipe line from the pumping plant to the reservoir was taken up and discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the matter was referred to the committee appointed some time ago to get the right -of way, and report at the next meeting. Trustee Richter stated that he thought there was plenty of water in the well and by the use of a booster pump and a 60 horse power engine with the 12" iron pipe would cost about $75,000. The communication of A. W. Jackson, Fire Chief.', stating the needs of the Fire.Department was dtscussed, and referred to a committee of the whole for investigation. The communication from A. E. and E. M. Hawley objecting to the odor from the cannery was taken up, and Treasurer Wallace stated the Cannery was making changes now which would probably eliminate the objectionable feature. The communication from Leo Goepper in regard to a palmleaf fire hazard at Balboa was referred to City Attorney Bishop to take uF with the owner and have it removed. The communication from Treasurer Wallace in regard to sending by telephone to Los Angeles, a daily weather report from the Governme Station at the Palisades which he recommending adopting, was taken uX and on motionof Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the recommendation was adopted and provision made for covering the expense out of the advertising fund. Mr. Wallace also stated the Government would like to put in a Radio $tation at the outer end of the Southern Pacific Wharf if the City got control of it, on a basis of $1.00 per year for 5 years, anc on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the Clerk was instructed to address a,communicati to the proper branch of the Service to the effect if the City does obtain possession of the Wharf we will be glad to enter into a lease with them on the .above basis. The communication from 11. L. Sherman in regard to a fire barge on the bay was referred to the Fire and Water Committee. On motion of Trustee L. S. Wilkinson secondeff by Trustee J. J. Schnitker and carried, business license No. 62 of Mrs. J. A. Woods was transferred to hr. Frank Trickey. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. Wilson and carried, License No. 22 of Osgood & Allen was transferred to C. F. Sowles and Mrs. Effie Gordon. The matter.of redemption of property sold to the City for delinquent street assessments or taxes was taken up, and on motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carrie the President of the Board and City Clerk were authorized to execute quitclaim deeds for any lots taken over by the City for delinquent assessmen -ye or taxes upon request accompanied by the proper fee covering the cost to the City with interest. The request of B. H. Stambaugh of La Habra for payment of a Ford Touring car and accessories burned up in the Robinson garage on January 18, 1921, was read together with City Attorney Bishops reply to same, and same was placed on file. The matter of insurance on our Fire Trucks was taken up and or motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the Fire and Water Committee were instructed to look ini the matter and get all of the movable property of the City insured a: soon as possible. CNZf1 IM The matter of straightening 24th Street from Central Avenue to the Bay on account of an error made by former City Engineer Webber in surveying was referred to, and on motion of Trustee J. J. Schnitke: seconded by Trustee Gep). P. Wilson and carried, the City Engineer w a Instructed to provide the.City Attorney with the proper description of the meads and bounds so the proper deeds can be made out. The matter of the yearly contract with the Standard Oil Co. fo: our supply of oil and .grease used at'the pumping plant expiring Feb. 15th was taken up, and on motion of Trustee .Conrad Richter seconded b; Trustee J. J. Schnitker and carried, the Clerk was instructed to advertise for bids on our yearly supply of oil and grease. . On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the City Engineer was instructed to make a survey from the bridge to the City limits on the north line of the City, but not to take in any new territory. Glenn Wallace who bought the Lyman King property at East Newport, wanted to know if it would be possible for him to pave that portion of Bay Avenue adjoining his property now instead of waiting for the opening of Bay Avenue from Thrid Street to 18th Street. City Attorney Bishop ruled that he could do so.if he kept to the proper grade lines. Geo. H. Herald, representative of the American- LaFrance Fire Engine Co. was present and exhibited some photographs of fire engines and asked for a chance to figure on a new Fire Engine when the City was in the market for one. 0. H. Burke of West Newport referred to people keeping chickens close to neighbors houses and thought it should be prohibited, where- upon Trustee Geo. P. Wilson introduced an Ordinance concerning the keeping of poultry and live stock within a certain distance of a dwelling house; the Ordinance was read, considered and designated No 176 and passed to the second reading. On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the Board was to act as a committee of the whole with the City Engineer and City Attorney, for a conference on the exclusion of certain territory from the City of Newport Beach now before the legislature, to meet at the call of City Attorney Bishop. On motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, demands No. 537 to 630 inclusive having been signed and approved by the Finance Committee, be allowed and warrants drawn for same.
