Wilson introduced a resolution providing for the issuance and sale of the bonds of MUNICIPAL IMPROVEMENT DISTRICT NO. 1 of the City of Newport Beach.in the sum of $25,000.00 for the construction of a wharf at the southerly end of Main Street; in the sum of $4,500.00 for the construction of a wharf at the northerly enc of Washington Street; in the sum of $12,500.00 for the dredging of a turning basis in Newport Bay, all =.,of said improvements being in said District; prescribing the form of such bonds, fixing the rate of interest to be paid thereon, the date and place for the payment of said bonds, principal and interest, and providing a fund for the reception of the moneys raised by the sale thereof and further providing a sinking fund for the payment and redemption of said bonds principal and interest. The Resolution was read, ordered filed, considered and desi.�,v Resolution No. 142 and passed to the second reading. Trustee J. J. Schnitker referred to the dredger throwing dredged material close to the City channel, but they had agreed to watch it and see that it did not fill the City channel. Trustee L. S. Wilkinson spoke about reports that booze was bei obtained in Newport Beach, and the motion was made by Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, that the City Attorney be instructed to frame an ordinance to make it possible for the City Officers of this City to enforce the Volstead law. Trustee Geo. P. Wilson brought up the matter of a camping plac for Bent Brothers men who are coming to lay the sewer pipe, and the foreman Mr. Sabo said they would like to get on to the City's property without rent if they could. The matter was discussed at length, and on motion of Trustee L. S. Wilkinson seconded by Trustee J. J. Schnitker and carried, the matter was referred to the Street Committee with the Street Superintendent with power to act. On motion of Trustee Geo. P. Lailson seconded by Trustee J. J. Schnitker and carried, the meeting adjourned to 7:30 o clock P. M. on Monday, June 20, 1921. ATTEST: oar of ustees. City Clerk. City Hall, Newport Beach, June 20, 1921. The Board of Trustees of the City of Newport Beach met in adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Absent, Trustees None. The minutes of the previous adjourned meeting were read and approved. The communications were read and referred to the proper ord of business. UNFINISHED BUSINESS. RESOLUTION NO. 142 was taken up fo Resolution was read and considered, and mn Richter seconded by Trustee Geo. P. Wilson, lentitled as follows: "A Resolution of the City of Legislative branch thereof, to -wit: providing for the issuance and sale MUNICIPAL IMPROVEMENT DISTRICT NO. Beach in the sum of $25,000.00 for r final consideration; the motion of Trustee Conrad Resolution No. 142 Newport Beach by the the Board of Trustees, of the bonds of 1 of the City of Newport the construction of a 440 wharf at the southerly end of Main Street; in the sum of $4,500.00 1 for the construction of a wharf at the northerly end of Washington Street, and in the sum of $12,500.00 for the construction of a turning basin in Newport Bay-'_, all within said district, municipal improvement work which the City of Newport Beach is authorized by law, to construct; Prescribing the form o£'such bonds and the interest oouporis, fixing the rate of interest to be paid thereon, the date and place for the payment of the principal and interest, providing a fund in the treasury of the City of Newport Beach for the reception of all! moneys received from the sale of such bonds, and further providing a i ' sinking fund for the payment and redemption of all said bonds, principal and interest; the same being passed by the following vote: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. Trustee Richter referred to the motor boats on the bay running at an excessive rate contrary to the provisions of our Harbor Regula- tions. Same was discussed at length and on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad Richter and carried, the Clerk was) instructed to notify Harbor Plaster Beek to serve notice on the motor boat owners that we were going to enforce the provisions of the Harbor Regulations Ordinance governing speed boats on the bay. j Trustee L. S. Wilkinson introduced an Ordinance fixing the salary of the City Recorder, the Ordinance was read and considered, ! designated No. 186 and passed to the second reading. The matter of a broken fire hydrant at Balboa by the "Smile" soft drink wagon was discussed, and on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the City Marshal was instructed- to take the matter up with the owners of the wagon and collect the amount of damages to the fire hydrant, and also to try and collect from the Santa Ana Commercial Co. the bill for damages to; the broken lamp post sometime ago at the corner of 22d Street and Ocean Front. ' The communication from the Newport Harbor Marine Corp. in regard to the distance piers can be built out in the bay was discussed at length, and on motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, all communications pertaining to piers were referred to the City Engineer and to be laid over until his return from the, East. The matter of Fire Chief Jackson having built a pier for C. A. Mackey in front of Lot 9 Block 17 Balboa Eastside Division without first obtaining a permit to do so was discussed, and-the matter was referred to the City Engineer with the suggestion that if found to bel in violation of the Ordinance he be made to take it out. On motion of Trustee J. J. Schnitker seconded by Trustee Geo.: P. Wilson and carried, the bond of John R. Lugo as City Plumber was accepted. i On motion of Trustee J. J. Schnitker seconded by Trustee Geo;. P. Wilson and carried, the application of Louis A. Farhner for a permit and license to operate a fish market in Block 222 of Section A, Newport Beach was granted. The Building Ordinance from the League of California Munici- palities was taken up and on motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the Building Ordinance Committee was instructed to go through the copy and see if it is more practical: than the one outlined previously. City Marshal Porter referred to the accident by drowning this ' morning and a number of persons thought there should be a life boat at the 15th Street camp ground. Mr. Truax stated he could rent one from Mr. Suttora for $12.00 per month. i On motion of Trustee J. J. Schnitker seconded by Trustee Geo. I P. Wilson and carried, the City Marshal was authorized to rent the boat in question and place it at the 15th Street camp ground. Mr. Porter also wanted it understood whether one person could i operate two or more concessions or games on one $100.00 license, and I City Attorney Bishop stated the Ordinance provided that each and every y game must pay the $100.00 license.
