HomeMy WebLinkAbout08/01/1921 - Regular MeetingICNZA 443 City Hall, Newport Beach, Aug. 1, 1921. I The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter. ' Absent, Trustee L. S. Wilkinson. The minutes of the previous meeting were read and approved. The reports from the heads of the various departments were lead and on motion of Trustee J. J. Schnitker seconded by Trustee Feo. P. Wilson and carried, the reports were accepted and ordered F The communications were read and referred to the proper order If business. NEW BUSINESS City Attorney Bishop presented a map for approval, known as he Rochester Block at the corner of 18th Street and Newport Avenue which had been approved by the City Engineer, and on motion of Trustee Ii. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the ap was approved. On motion of Trustee J. J. Schnitker seconded by Trustee onrad Richter and carried, the map of Tract No. 74 being a resub- ivision of Lot 301 of Newport Mesa tract coming within the three mile limit, was referred to the City Engineer for approval. The final report of Leeds and Barnard for placing rock on the jetty accompanied by demands for engineering services, was referred to the Finance Committee to be taken up about November 1, 1921. ' On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Pchnitker and carried, the application of L. G. Swales for permission to construct a row boat pier in front of his property at the corner o] lvarado Street and Bay Front, having been approved by the City* ngineer, was granted. On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. ISchnitker and carried, the request of J. A. Porter for two weeks leave of absence beginning Monday, August Sth was granted. The report of the Southern California Edison Co. in regard to extending the electric lights on Newport Heights was taken up, but as the price was prohibitive no action was taken. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. �P. Wilson and carried, the application of James F. Ryan for transfer of business license No. 213 in Newport Pavilion to Mrs. Belle Walker tas granted. Oh motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the application of Earl Gray for transfer of license No. 117 to Florence E. Chatten, was granted. I4 On motion of Trustee Geo. P. lililson seconded by Trustee J. J. chnitker and carried, the application of Mrs. B. Marks for permissior o cross the sidewalk with a motor vehicle opposite Lot 16 in Block 3 pf East Newport, was granted subject to the satisfaction and under the supervision of the Street Superintendent, and revocable on 30 ays notice. On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. chnitker and carried, the application of the marine Cafe for a permit and license to operate a Dance Hall and a Restaurant at 115 Main Stree �alboa, was granted. The request of A. VI. Jackson to repair the piers of Chas. Jdackey in front og Lots 8 and 9 Block 12, Balboa Tract, and Mrs. Addie Hervey in front of Lot 7 Block 2 Balboa Bayside Tract, were referred to the City Engineer for his approval. N The communication from Commodore Albert Soiland suggesting taking up the matter with the Government, of registering boats from Newport Harbor was referred to the City Attorney to see what he can do in the matter. In regard to the claim of I. F. West of Hollywood for damages sustained on 4th of July, the City Clerk was instructed to notify him that the City disclaims any liability in connection with same. The request of E. D. Burge for permission to drive 4 dolphins to anchor boats to at his pier, was referred to the City Engineer. The protest of the Simons Brick Co. against the pier and boat landing placed in front of his property, was referred to the City Attorney for attention. On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the Surety Bond of Pickett, Shallenberger and Me Garvey as Plumbers, was approved and ordered filed. On motion of Trustee Geo. P. Wilson seconded by Trustee Conra Richter and carried, all future responsibility of the Pfaryland Casualty Company on bond of S. Hill & Son No. 49025 -C be exonerated. The contracts with Simbergg Electric Go. and Modjeska Electric Co. for furnishing the.City with electric lamps for the coming year were taken up, and on motion of Trustee J. J. Schnitker.seconded by Trustee Conrad Richter and carried, the contract with the Simberg Electric Co. was renewed. Chairman Greeley referred back to unfinished business to take up the matter of right-Of-way on Central Avenue. The matter was discussed and on motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the City Engineer was instructed to furnish the City Attorney with the data at once so that the City Attorney can proceed with the condemnation suit. Harbor Master Beek referred to changing Section 2 of Ordinancg No. 180 in regard to anchoring boats in the channel, and also Section. 6 of the same Ordinance in regard to speed boats on the bay, and on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the City Attorney was instructed to amend the two Sections. The matter of extending Surf Avenue from F Street to the end of the sand spit for the convenience of people wanting to go to the jetty was discussed, and on motion of Trustee J. J. Schnitker seconde by Trustee Geo. P. Wilson and carried, the City Attorney was instruct to get the proper data in regard to same. Trustee Geo. P. Wilson introduced an Ordinance amending Sections 2 and 6 of Ordinance No. 180; the Ordinance was read, considered and designated No. 187 and passed to the second reading. The matter of lecenses on games at Balboa was discussed and Trustees Conrad Richter and Geo. P. Wilson were appointed a Committee to look into them. The matter of the large number of cases up before the Records s Court last month and some unfavorable reports being circulated, was discussed at length, and it was suggested owing to our very limited parking space, the officers should be as lenient as possible with violators. Harbor Master Beek asked for a leave of absence from Aug. 6 to Aug. 13th which was granted. The City Clerk asked that 075.00 be set aside for clerical help in getting out the assessment roll, and on motion of Trustee J.J Schnitker seconded by Trustee Geo. P. Wilson and carried, the same was allowed. On motion of Trustee Geo. P. Wilson seconded by Trustee J.J. Schnitker and carried, demands No. 1051 to 1065 and 1 to 82 inclusive; laving been signed and approved by the Finance Committee, be allowed and warrants drawn for same. On motion of Trustee Wilson seconded by Trustee Schnitker andi tarried, meeting adjourned to Monday, Aug. 21 at 10:00 o'clock A:i;:
