The Board of Trustees of the City of Newport Beach met in ourned session at 7:30 o'clock P. M. on above date. The meeting called to order by President J. P. Greeley. The roll was called as follows: Present Trustees J.P.Greel J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. ent, Trustees None. The minutes of the meeting of Sept. 6th were read and roved. REPORTS OF COMMITTEES. The report of the Water Superintendent and City Engineer on cost of repairing the water system and getting more water bearing , was read. City Engineer Kressly also reported that he had inspected the boa Island bridge and it would cost approximately 02,500.00 to air same. The communications were read and referred to the proper order business. UNFINISHL, BUSINESS. City Attorney Bishop reported that he had ta';en up the matter ith Mr. Byrge in regard to his pier and house boat in front of the alter Simons property at East Newport, and he stated the pier was fight where it was vihen he got it. The matter was discussed at ength and on motion of Trustee Geo. P. Wilson seconded by Trustee . J. Schnitker and carried, the City Attorney was to instruct Hr. urge, that inasmuch as there had been no permit asked for and the oard had not granted any permit for its construction, it would have o be taken down. City Engineer Kressly presented detailed plans for the onstruction of the wharfs and float as voted by Municipal Improvemer istrict No. 1. The same were discussed and on motion of Trustee L. ilkinson seconded by Trustee Geo. P. Wilson and carried, the plans ere adopted and approved, and the Clerk instructed to advertise for ids on same. A Map of Tract No. 183 being a Resubdivision of Lot 251 on Newport Heights coming within the three -mile limit of Newport Beach, bras presented for approval having been approved by the Citv'Engineer, and on motion of Trustee Geo. P. Wilson seconded by Trustee Conrad TRichter and carried, the same was approved by the Board of Trustees. The petition signed by a majority of the property owners of ;lock C Newport Bay Tract asking for the dirting of the alley in that .$lock was read, and Isir. H. I. Johnson acting for the signers on the petition, stated they were willing to stand all necessary expense of 4n assessment district. On motion of Trustee L. S. Wilkinson seconded by Trustee Conra ,ichter and carried, the request of the property ovmers was to be ciomplied with and the regular proceedings for the assessment district started. The report of the hater Superintendent and City Engineer on ' he cost of the water : vorks project was taken up and discussed at length, and Trustee J. J. Schnitker introduced a Resolution concerning the issuance of the bonds of the City of Newport Beach in the sum of 4480,000.00 for the completion of the municipal water works thereof.; the resolution was ordered filed, read and numbered Resolution No. 144 �nd then submitted to the City Attorney for consideration. The communication from the Pacific Electric Railway Co. in regard to the right -of -way on Central Avenue was discussed and laid 4n the table. The communication from Fire Chief Jackson in regard to ch tires on the fire truck was referred to the Fire Committee. 452 The Grant Dded from Glenn Helms for a triangular strip to straighten 24th Street by his place was discussed, and Trustee J. J. Schnitker introduced the following resolution: WHEREAS the Board of Trustees of the City of Newport Beach did on the 7th day of March, 1921 duly adopt Resolution No. 138 entitled "A Resolution of the Board of Trustees of the City of Newport Beach declaring their intention to vacate, close up and abandon for public street purposes, a certain portion of 24th Street within said City." AND ?,.�HIEREAS, owing to an error in the description of the portion of 24th Street intended to be vacated as contemplated by Resolution No. 138, and it appears to be for the best interests of the City of Newport Beach to vacate and abandon all proceedings had nd contemplated under and by said Resolution No. 138. NOW, THEREFORE, be it resolved that all proceedings heretofore taken and in pursuance of Resolution of Intention No. 138 passed by the Board of Trustees of the said City on the 7th-day of March, 1921 and the said Resolution No. 138 be and the same is hereby annulled, abrogated and set aside, and all proceedings thereby contemplated and which were taken in pursuance of said Resolution No. 138 be and the same are hereby abandoned. The Resolution was passed by the following vote, to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. / Absent, Trustees None. Chairman J. P. Greeley reported that the people at Balboa had circulated a petition for the purpose of retaining Tar. Looney as Special Police Officer instead of letting him go on September 15th i as the Hoard decided at the last meeting. The matter met with a lengthy discussion and on motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the City Marshal was asked to make a recommendation for a Police Officer at this time. On motion of Trustee Conrad Richter seconded by Trustee Geo. F idilson and carried, the salary of the Police Officer was fixed at I' 6150.00 per monthfor such time only as he is employed and to be for all night service. City Marshal Porter had not had time to consider an appointment recommended Police Officer but reconended a party who had had considerable experience along that line and had been recommended to him. Some o�j those present did not think he would prove satisfactory, and on mot.idn of Trustee J. J. Schnitker seconded by Trustee Conrad Richter and carried, the City Marshal was given until next meeting to make an appointment. On motion of Trustee J. J. Schnitker seconded by Trustee L.
