HomeMy WebLinkAbout04/03/1922 - Regular Meeting/; m City Hall, Newport Beach, Apr. 3, 1922. The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Greeley. The roll was called showing the full Board present. The minutes of the previous meeting of March 27th were read and approved. The reports from the heads of the various departments were read and on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the reports were accepted and ordered filed. • REPORTS OF SPECIAL AND STANDING COMMITTEES. For the Committee of the Whole a motion of Trustee 0. H. Burke seconded by Trustee Geo. P. Wilson was carried, that all bids for the construction of the force main for Water Department except that of Shepard & Weiser, be rejected. On motion of Trustee 0. H. Burke seconded by Trustee J. J. Schnitker and carried, the bid of Shepard & Weber for the construction of the force main was accepted, the City Attorney was to draw up the: contract and the President and Clerk authorized to sign the same. i Trustee Richter for the Street Committee presented a plan for dirting the camp ground driveway, and on motion of Trustee Conrad Richter seconded by Trustee J. J. Schnitker and carried, the report was accepted and the City Clerk was instructed to advertise for bids for the work, for Monday, April 24, 1922. UNFINISHED BUSINESS. ORDINANCE NO. 200, being an Ordinance amending Section S of ; Ordinance No. 105 of the City of Newport Beach, came on for final ' consideration. The Ordinance was read and on motion of Trustee J.JI Schnitker seconded by Trustee 0. H. Burke,c.therroll:vaas called and Ordinance No. 200 passed by the following named members of the Board of Trustees, and was thereupon signed and approved by the President thereof: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, 0. H. Burke. Noes, Trustees None. Absent,Tdustees None. I It appearing to the Board of Trustees that no protests -had been received against the board sidewalk on the ocean front between 9th and 19th Street, Trustee Geo. P. Wilson introduced a Resolution entitled as follows: "A Resolution of the Board of Trustees of the City ofd Newport Beach ordering the improvement of certain portions of Ocean Avenue and the change of grades of certain portions thereof under the improvement act of 1911 ". The Resolution was ordered filed, read, considered, and designated Resolution No. 164; the roll was called and the Resolution adopted by the following vote: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, 0. H. Burke. Noes, Trustees None. Absent, Trustees None. ' ORDINANCE NO. 192. "An Ordinance of the Board of Trustees of the City of.' Newport Beach establishing the grades of certain streets and alleys and locating certain curb lines in said city." came up for final action, was read and considered; the roll was called and the Ordinance was passed by the vote of the following named members of the Board of Trustees: .Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. iCNZA 493 Ordinance No. 192 having been passed by the vote of two - thirds and more of all of the members of the Board of Trustees, was signed and approved by the President thereof. RESOLUTION NO. 165. "A Resolution of the Board of Trustees of the City of Newport Beach, adopting specifications No. 33 for the construe* tion of concrete pavements, concrete curbs and concrete side- walks within the said City.of Newport Beach." On motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker the foregoing Resoltuion was adopted by the following vote: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter, 0. H. Burke. Noes, Trustees None. Absent, Trustees None. Trustee J. J. Schnitker introduced a Resolution approving a plat of the district to be benefitted by the widening in part of certain alleys in the City of Newport Beach under Ordinance of Intention No. 195, and to be assessed to pay the expense thereof. The roll was called and the Resolution passed by the following vote: to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. Trustee Geo. P. Wilson introduced a Resolution approving a plat of the district to be benefitted by the widening in part of certain alleys in the City of Newport Beach under ordinance of Intention No. 196 and to be assessed to pay the expenses thereof. The roll was called and the Resolution passed by the following vote, to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wils.oi Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. Truatee'Conrad Richter introduced a Resolution approving a plat of the district to be benefitted by the widening in part of certain alleys in the City of Newport Beach under Ordinance of Intention No. 197, and to be assessed to pay the expenses thereof. The roll was called and the Resolution passed by the following vote, to-wit: ­Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson; Conrad Richter, 0. H. Burke. Noes, Trustees None, Absent, Trustees None. Trustee 0. H. Burke introduced a Resolution approving a plat of the district to be benefitted by the widening in part of certain alleys in the City of Newport Beach under Ordinance of Intention No. 198, and to be assessed to pay the expenses thereof. The roll was called and the Resolution was passed by the following vote, to -wit: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wils Conrad Richter, 0. H. Burke. ' Noes, Trustees None. Absent, Trustees None. NEW BUSINESS. On mo.tion.of Trustee 0. H. Burke seconded by Trustee Geo. P. Wilson and carried, the Board authorized the expense of closing certain holes in the stain Street Wharf, the same to come out of.'.the Bond fund. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, The Street Committee and Street Superintendent were authorized to purchase the material and engage the labor necessary to complete the specifications for widening the Washington Street pier, to be charged to the Bond fund. I' o: I: As our compensation insurance expires on the 4th and the bill! for premium had not been received, on motion of- Trustee J. J. Schnitker seconded by Trustee Burke and carried, the City Clerk was instructed to send a warrant to the State Compensation Insurance Fund on the same basis as last year with the privilege of revising.the bill when it isl received. I On motion of. Trustee:J. J: Schnitker seconded by Trustee O.H. Burke and carried, the request of W. M. Ledbetter for 45 days extension of time on the contract for building the wharf and pier at Balboa was; granted. On motion of Trustee 0. H. Burke seconded by Trustee J. J. Schnitker and carried, the application of John Cubbon for permission to cut the curb of Lot 6 Block 3 Section l.Balboa Island for driveway; was granted to be under the direction of.the Street Superintendent. On motion of Trustee J. J. Schnitker seconded by Trustee Geo, P. Wilson and carried, the Superintendent of the Water Department was authorized.to proceed with the work of putting in the concrete abuttments for a bridge at the pumping plant, the work to be done I under his supervision. On motion of Trustee.Geo. P. Wilson seconded by Trustee J. J Schnitker and carried, an expense up to $100.00 was authorized out of the advertising fund for the inauguration of the Newport Harbor Model Boat Building contest in the public schools of Orange, Riverside and San Bernardino Counties. On motion of Trustee Conrad Richter seconded by Trustee Geo.I P. Wilson and carried, that demands numbered from 721 to 841 inclusive having been signed and approved by the Finance Committee, be allowed and warrants drawn for same. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. ' P. Wilson and carried, the,City Attorney was instructed to get up the proceedings for the abandonment of a portion of Bay Avenue between 4th and 9th Streets northerly of Block 6 in East Newport. On motion of Trustee J. J. Schnitker seconded by Trustee O.H. Burke and carried, the meeting adjourned to 7:30 o'clock P.
