Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Eric Loke, Senior Civil Engineer, eloke@newportbeachca.gov PHONE: 949-644-3336 TITLE: Traffic Signal Rehabilitation Project — FY2018/19: Award of Contract No. 7576-1 (19T01) ABSTRACT: Staff has received construction bids for the Traffic Signal Rehabilitation Project for Fiscal Year 2018/19. Staff requests City Council approval to award the construction contract to Elecnor Belco Electric, Inc. of Chino, California. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use); b) Approve the project plans and specifications; c) Award Contract No. 7576-1 to Elecnor Belco Electric, Inc. for the total bid price of $826,040.00, and authorize the Mayor and City Clerk to execute the contract; and d) Establish $82,000 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract. DISCUSSION: Traffic Signal Rehabilitation Project — FY2018/19: Award of Contract No. 7576-1 (19T01) March 12, 2019 Page 2 Account Number Construction Contract Contingency Total Amount $ 826,040.00 $ 82,000.00 $ 908,040.00 Public Works operates 123 city -owned traffic signals. Annually, a project is developed to replace and rehabilitate older traffic signals that have reached the end of their useful life. The work typically consists of replacing aging poles, cabinets, equipment and wiring to maintain the existing traffic signal operation and increase the reliability of the Traffic Signal System. For this budget year, the project consists of the following locations: • Jamboree Road at University Drive/Eastbluff Drive • University Drive at La Vida/Baypointe Drive • Newport Center Drive at Civic Center Drive/Granville Drive • East Bay Avenue from 15th Street to Palm Street (fiber optic communication) • Balboa Boulevard at 14th Street/13th Street (flashing pedestrian system) In addition to the above traffic signal rehabilitation locations, the project includes installation of fiber optic communication cable on East Bay Avenue between 15th Street and Palm Street. This installation will close a gap in the communication network along the peninsula by connecting the Balboa Boulevard traffic signals at Palm Street and Main Street and allow for future connection to other City facilities. Lastly, the project will install flashing pedestrian warning signs at the Balboa Boulevard/13th Street and 14th Street intersections to further enhance the crosswalks adjacent to Newport Elementary School. This installation is a continuation of the Balboa Peninsula Crosswalk Improvement Project. The low bidder, Elecnor Belco Electric, Inc., possesses a California State Contractors License Classification "C-10" as required by the contract documents. The contractor has successfully completed similar projects within Newport Beach and a check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
