' The Board of Trustees of the City of Newport Beach met in regular session at 7 :30 o'clock p.m. on above date. The meeting was called to order by President J. J. Schnitker. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved. The reports of the heads of the departments were read and on motion of Trustee Goo. P. Wilson seconded by Trustee Conrad Richter and carried, the reports were accepted and filed. This being the day and hour set for opening 30 HP engine and a deep well turbine pump for the water bids for a department, ' the Board in open session publicly opened, examined and declared all sealed bids received, which were as follows: Western Machinery Co., 30 HP Western Engine, - - 71,575.00 Richards Bros. Mach. Works, 30 HP Holt " - - 10429.00 Byron Jackson Iron Works, - 5 B.J. Pump, - - - - 1,064.50 Chicago Pneumatic Tool Co., 35 HP Engine, - - - 2,164,00 Frank J. Kimball Co., Kimball Pump, - - -- - - - 960.00 Peerless Pump Co., Peerless Pump, - - - - - - - 966.00 Layne & Bowler Corp., L. & B. Pump, - - - - - - 850.00 On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the bids were referred to a Committee of the Whole with the City Engineer and Water Superintendent to report on at a meeting to be held at 7 :30 o'clock p.m. on Wednesday, April 9, 1924. The matter of railroad crossings from 21st to 23d Street was discussed and the matter was referred to the City Attorney to look into. The matter of lowering the Southern Pacific grade was discussed, and on motion of Trustee Goo. P. Wilson seconded by Trustee H. C. Sloan and carried, the Committee was instructed to act at once to get the Southern Pacific Co. to reduce the grade before taking further action. A Mr. Bennett was present demonstrating.;a lock for toilet ' doors, but it was decided not to .adopt a lock at present. ORDI_TAiTCE NO. 255, entitled: "An Ordinance submitted to the qualified electors of the City of Newport Beach at the general election to be held therein on the 14th day of April, 1924, the question whether the members of the Board of Trustees shall receive compensation for their services," was taken up for final consideration; the roll was called and the Ordinance passed by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Goo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. Absent, Trustees None. A deed to the tidelands around Balboa Island was filed by City Attorney Bishop. An easement from the Pacific Electric Railway Co. for a 10 foot strip along their right of way from 26th to 30th Street was considered, but'not being satisfactory, on motion of Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the matter was referred to the City Attorney to get a proper deed or grant such as he would recommend, and for a 15 foot strip instead of 10 foot. Mr. Shoup of the Crown Stage Co. was present and the matter of a parking place for their busses was discussed, and on motion of ' Trustee H. C. Sloan seconded by Trustee Goo. P. Wilson and carried, the Crown Stage Co. were notified to find some other place than on the public - streets to part: their busses. The committee appointed to investigate the insurance policy on municipal buildings, reported that they would recommend an increase of insurance on the City Hall to 76,000.00 and the insurance on the other fire proof buildings be allowed to lapse when they become due, and on motion of Trustee Conrad Richter seconded by Trustee Goo. P. Wilson and carried, the recommendation was accepted and the changes to be made. Harbor Master Beek reported in regard to the two large boats anchored in front of the municipal pier at the foot of Washington Street, and thought that the benefits derived were greater than the inconvenience. The natter was discussed and on motion of Trustee Conrad Richter WHOM seconded by Trustee L. S. Wilkinson and carried, the Chair was instructed to appoint a committee consisting of the Harbor H?aster, P. E. Paige, Glenn C. Wallace, and Trustees H. C. Sloan and Geo. P. Wilson, to make a recommendation to this Board in regard to the boats being left there. A lease for the water bearing land recently purchased by the City was discussed, and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the City accepted the lease tendered by the Associated Oil Co., and the President and Clerk were authorized to sign and execute the same on behalf of the City, and that a warrant for the first years rental to be delivered when the Associated Oil Co. can issue its unlimited Certificate of Title showing the property tested in the Assiciated Oil Co., subject to no incumbrance except the taxes for the fiscal year 192 -25. The ordinance granting a franchise to the Southern Counties Gas Company was discussed, and City Attorney Bishop stated their Attorney, Mr. Edwards, did not like to sign it as written. On motion of Trustee H. C. Sloan seconded by Trustee L. S. Wilkinson 'and carried, the City Attorney was instructed to either get them to sign the franchise as written, or frame up an ordinance to cover the situation. The communications were read and referred to the proper order of business. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the communication from Pu R. Ward in regard to extending the water mains on Balboa Island, was referred to the Water Superintendent and City Engineer. The request of Dr. Albert Soiland for permission to build a pier in front of Lot 168 of East Newport was referred to the City Engineer for two weeks. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried„ the applications of Roy L. Long for a license to run a lunch counter in the Irwin - Rack >er Building, and application of J. V. Me Crary for a license to run a Restaurant on Lot 2, Block 9 Balboa Tract, were granted. On motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the request of E. B. Spencer to have grade stakes set for a sidewalk bn Balboa Island, was referred to the Street Superintendent and City Engineer. The communication from Fire Chief Jackson in regard to aerial wires was taken up, and on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan and carried, the Marshal and Fire Chief were authorized to order all wires over streets or alleys which they consider dangerous, taken down. On motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the Fire Chief was authorized to purchase a new battery for the fire truck. The communication from W. C. Burris in regard to water bearing land was referred to the Water Superintendent for a report. The Committee appointed on the bids for the engine and pump for the pumping plant, reported that they would recommend the Western Machinery Co. Gas Engine and the Byron - Jackson Pump be accepted, and all other bids rejected. On motion of Trustee H. E. Sloan seconded by Trustee Geo. P. Wilson, the report was accepted and the machinery to.be purchased, and all other bids be rejected by the following vote: Ayes, Trustees J. J. Schnitker, H. C. Sloan, Geo. P. Wilson, Conrad Richter, L. S. Wilkinson. Noes, Trustees None. ' Absent, Trustees None. On motion of Trustee L. S. Wilkinson seconded by Trustee Geo. P. Wilson and carried, the bond of Newport Harbor Publishing Co. for `"1,000.00, and bond of P. L. Bradford as Electrician in the-sum of 500,00 were approved, accepted and filed. The matter of increasing the license fee on outside laundry firms for the protection of the local laundryman was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee H. C. Sloan and carried, the matter was placed in the hands of the Chairman to make a recommendation at the next meeting. The matter of appointment of Life Guards was discussed, and on motion of Trustee H. C. Sloan seconded by Trustee Geo. P. Wilson and carried, the matter was referred to a Committee consisting of the Harbor Plaster, J. P. Greeley, Geo. T. Peabody, together with the Finance Committee to make a recommendation. On motion of Trustee L. S Sloan and carried, demands No. 1467 signed and approved by the Finance to be drawn for same. Wilkinson seconded by Trustee H. C. to 1637 inclusive, having been Committee, were allowed and warrants There being no further business, on motion of Trustee H. C.
