The roll was called showing the .fall board present with the exception of President Geo.P.Wilson. Upon rirotion of Trustee Sloan seconded by Trustee Wilkir_son,and carried Trustee Richter was chosen to serve as President Pro Ten. The minutes of the previous meeting were read and after striking out a paragraph,were approved. The communica- tions were read and referred to the proper order of business. City Engineer Kressly reported on the Lot at 30th. Street and stated that he estimated that 70,j� of the lot would be used in the proposed improve- ' ment. Trustee Sloan introduced an ordinance entitled as follows: AN ORDINANCE of the City of Newport Beach prohibiting and declaring it to be a misdemeanor to conduct,carry on,or to play at certain games in the City of Newport Beach,further prohibiting and declaring it to be a misde- meanor for any person to have in their possession exposed for use,or permit to be used in the City of Newport Beach,certain mechanical contrivances, machines,apparatus or equipment by which certain games may be played at,or money or merchandise obtained or received as the result of the playing of any such games,or the operation of any such mechanical contrivances. The ordinance was ordered filed and-laid on the table. TRUSTEE WILKINSON introduced an ordinance entitled as follows: AN ORDINANCE of the City of Newport Beach providing for the appoint- ment of a subordinate officer to be known as City Manager,defining the duties of such subordinate officer,fixing his compensation and providing for his removal fboffioffiee;.ab�thd Plea .4urecoffthe ,,,Boar.d of Trustees. The ordinance was ordered filed,read,considered and denied second reading. TRUSTEE SLOAN introduced an ordinance entitled as follows: AN ORDINANCE of the Board of Trustees of the City of Newport Beach establidhing parkways along certain''portions of the roadway of Park Avenue on Balboa Island within said City. The ordinance was read,considered and passed to second reading,and designated Ordinance No. 264. ' A petition in writing was received by the Board of Tustees asking that the boundaries of the City of Newport Beach be alt8red r and certain uninhabited territory therein desoribed be excluded from said City. 14itnesses ws;re sworn and testified from which the Board of Trustees find: lst. The petition is signed by seventy -five qualified electors,and more than one -tenth in number of the qualified electors of the City of New- port Beach,cornputed upon the number of votes cast at the last general muni- cipal election held therein. 2nd. The petition contains a description of the territory proposed to be excluded from the City of Newport Beach and which is uninhabited and now forms a part of said City. The petition was ordered filed and the Clerk of the City of New- port Beach directed to notify the Board of Supervisors of the County of Orange,the County in which the City of Newport Beach is loaated,of the fact of filing of said petition. communication from F.A.Daley requesting permission to haul dirt from a point near the old county road was referred to City Engineer Kressly for recommendation and report. Request for the transfer of licenses 11o.57 -58 and 80 from W.T.O'Howell to E.G.Walker was received and on motion of Trustee Young seconded by Trustee Wilkinson and carried permission was given and the ' transfer alloyed. On motion of Trustee V.Itlkinson,seconded by Trustee Young and carried ,transfer of Licenses No.192 and 193 from Ray Long to M.Ponting ' was granted. A petition that the City form an assessment district on Balboa Island for the ercetion of a pier at the head of Garnet Avenue,signed by several property owners of that vicinity,tvas presented to the Board,and on motion of Trustee V'ilkinson seconded by Trustee Young and carried,the peti- tion was denied on the ground that the City could not legally do as request- ed, and the clerk was instructed to write. City Engineer Kressly presented a plan of the proposed new water system for the city which Nvas thoroughly discussed by members of the Board and others,and laid over to a future meeting. On motion of Trustee Young seconded by Trustee Sloan and carried, the purchase of Lot 21 of Block 30 Nevrport Beach was authorized,and the necessary steps for completion of the purchase ordered. r.;rs; J.A.Vloods appeared before the Board and complaindd about the -easement for the PE at 30th.3t.stating that not enough land had been obtain- ed to allow her proper access to her property. Efter some discussion the A C. matter was referred to the city Engineer to see if an additional five feet could be obtained. City Hall,Newport Beach,Sept.22,1924. The Board of Trustees of the City of Newport Beach,met in session at the council chamber on the above date. The roll was called showing the full board present except President Geo. P.1i'dIlson. On motion of Trustee Richter,seconded by Trustee Youn „':and` :carriedTrustee Sloan was chosen to serve as.President Pro Tem. On motion of trustee Young,seconded by Trustee Richter and carried,the reading of the minutes of the previous meeting was dispensed with. This being the day and hour set for the opening of bids on construction of crater mains in section three of Balboa Island,the bids of the following parties,Hartley Camp Construction Co.,F.A.Daley and H.H. Peterson,were opended and on motion of Trustee Richter,seconded by Trustee Wilkinson and carried,all bids were referred to the City Engineer for recommendation and report at the next meeting of the council. This being the hour and place set for the hearing of all protests in the proposed abandonment of certain streets and alleys at Corona Del Mar as described in Resolution of Intention No.290,the clerk did at this meeting present all written protests received by him together with the ' date of filing to the Council of the City of Newport Beach. Verbal pro -. tests were heard and the matter discussed at great length.Thereupon,on m motion of Trustee Vilkinson,seconded by Trustee Richter,and carried by the following Vote:Ayes,Trustees Sloan,Young,Richter and 17ilkinson, Noes,none,Absent Trustee Wilson,the protests were sustained and the clerk was ordered to write I.1r.Sparr that the plan of abandonment did not meet withthe approval of the Board. City Attorney Clyde Bisop suggested that an attempt be made to purchase from Mr.Sparr portions of the frontage along the bay for the City.The plan was discudsed and on motion of Trustee Wilkinson,seconded by Trustee Young and carried,a committee was ordered appointed to investigate the matter and find what the wish of the people was in regard to the matter along with the cost of the improvement. ORDINANCE NO.264,An Ordinance of the Board of Trustees of the City of Newport Beach establishing thrkways along certain portions of the roadway of Park Avenue on Balboa Island within said City -eras taken up for final consideration and passed by the following vote: Ayes,Trustees Sloan,Young,Richter and Wilkinson. Tloes,none, Absent Trustee 'Vilson. City Engineer Kressly.in reporting on the request of the F.A. Daley Co. for the removal of dirt from the alley in Block 444 east of the county highway,stated that he would not recommend that any dirt be removed-On motion of T ustee Young,seconded by `Prusteee Wilkinson and carried,the report, of Ehe City Engineer was accepted and application denied.
