The Board of Trustees of the City Of Newport Beach met in regular adjourned session at 7 :30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing the full Board present.. The minutes of the previous meeting were read and approved as read. The four insurance policies on cit7 property at the pumping plant from H. Cardoza Sloan, were presented and on motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried, they were accepted on due demand. The communications were read and on motion of Trustee Fred W. Young seconded by Trustee r'elix B. Modjeska and carried, the application of Losey & Muskin for license to operate a terrapin game and license to operate a cane rack, were granted subject to the approval of the City Marshal. On motion of Trustee Fred W. Young seconded by Trustee L. S. Wilkinson and carried, the application of Biddle & Stonaker for license to operate a Skee Ball and Whirl -0 game, was granted subject to the approval of the City Marshal. On motion of Trustee Fred W. Young seconded by Trustee Felix B. Modjeska and carried, the application of LaRue Hilliker for license to operate a "South Sea Island Village" was referred to Fire Chief Jackson for investigation and report at the next meeting. On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried, the two demands of Advertising Manager Harry Welch, and one for the Clerk's Stenographer, Miss Goodman, were allowed and warrants to be drawn for same. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the demand of W. T. Ohowell for refund of water and sewer taps was allowed when approved by the Water Superintendent; and the demand of J. L. Parks for refund of taxes was allowed when approved by the Tax Collector. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the President of the Board and City Clerk were instructed to sign the agreement of the Southern Pacific Co. for a 24 inch pipe line crossing, and return to them for proper execution. On motion of Trustee Fred W. Young seconded by Trustee Harry H. Williamson and carried, the communication from Lee Pfau in regard to tide lands was referred to the City Attorney. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the request of Ben Cope for per- mission to extend a pier 12 feet into the bay for Alice M. Brown in front of Lot 7 in Block 21, East Side.Addition to Balboa, was granted subject'to the will of the Board. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the application of the Balboa Yacht & Swimming Club for permission to build a bridge from Balboa Island to Collins.Isle, was allowed with the provision that it be constructed and maintained at the expense of the applicant, and should the bridge at any time be a menace or interfere with navigation, same will be removed without expense to the City of Newport Beach. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the Clerk was instructed to acknowledge the communication from the Balboa Chamber of Commerce in regard to the Regatta to be held in August, and.to notify them that the Board would lend all assistance possible. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the demand.of the Agent of Mrs. L. V. W. Brown that the playground equipment in front of her property be removed, was referred to the Street Superintendent to investigate with power to act. On motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried, the application of Ben Cope for permission to build a pier for C. M. Mertill in front of Lot 4, Block 2, Section 4, Balboa Island was allowed subject to the will of the Board. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the Building Inspector, Eugene Fenelon, was granted a leave of absence commencing June 2d, and J. L. Ainsworth was appointed to act as building and plumbing inspector in his absence. M ,.On motion of Trustee Fred W. Young seconded by Trustee Harry $. Williamson and carried, the communication from Maurice Combes in regard to improving a strip opposite Mr. Frieke's, was referred to the City Engineer to start proceedings. The request of Ben Cope for permission to construct a pier for,C. E. Hoffman, was referred to the City Engineer for the customary two weeks: The communication from G. W. Kitzmiller complaining about the Street Assessment:,on two lots in Section 5, Balboa Island, was read, but'the City Attorney stated that if the assessment had gone'-to bond ' it was impossible for'the Board to do anything about it, and the .letter was filed. The matter of Motor Bus License was considered, amd Trustee Fred W. Young introduced ;an ordinance fixing a license for the operation of automobile busses in the '..City of Newport Beach and repealing all ordiriances.in conflict therewith. The ordinance was read, considered, designated Ordinance No. 301 and referred to the. Gity Attorney. The communication from -E. W. Hardy and others..in regard to testing fire hydrants, was referred to the Water Superintendent. The communication from A. W. Jackson was referred to the Committee of the Whole. ORDINANCE 230. 299, entitled as .follows: An Ordinance of the City of Newport Beach amending Section 2.of Ordinance No. 85 of'said City, was taken up for final consideration, the roll was called and the ordinance passed by the following voter . Ayes, Trustees L. S. Wilkinson, Felix B.`Modjeska, Fred W. Young, Harry H. Williamson, Conrad Richter. Noes, Trustees None. Absent, Trustees None. Water Superintendent Daley reported the expense would be too great to extend the discharge pipe from the septic tank 600 feet into ' the County turning basin, and suggested holding the sewage on the incoming tide and discharging on the outgoing.tide. The Water Super- intendent was instructed to try out his plan until next meeting, and the Street Committee and-Geo. Peabody were instructed to meet with the Banning interests in regard to filling the canals and giving the City an easement for an 80 foot street. A number of electric light poles were reported as being in alleys and sidewalks, and the Clerk was instructed to write the Edison Company to have the poles removed as soon as possible, E. M. Burris to give the.'Clerk a list of such poles. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the Clerk was instructed to notify the Advertising Manager that the Orange County Rock & Gravel Co. were willing to put banners of the Harbor bond election on all their trucks If the City would furnish them. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the matter of a change in the ordinance concerning sewer connections to property line, was referred to the Water Superintendent and Plumbing Inspector to place in writing for the next meeting. The matter of entering into a written agreement with the Meat Inspector as presented was considered, but it.was decided not to execute same as the Board would pay the monthly.salary of $12.50 when the demand was properly presented by the Board of Supervisors. Attention was called to the fact that Collins Isle ha-d never ' attached to the sewer, and the Clerk was instructed to notify them that the ordinance provides that every residence within 200 feet of the public sewer is required to connect on, and that they must do so. at once.
