President Board of Trus ees. Approved Sept. 6, 1926. Attest: City Clerk. City Hall, Newport Beach, Sept. 6, 1926. The Board of Trustees of the City ;of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing all members present except Trustee Fred W. Young. The minutes of the previous meeting were read and approved as read. The reports of the heads of the departments were read, and on motl6n of Trustee L. S. Wilkinson seconded by Trustee Felix P. Modjeska and carried, the reports were accepted and filed. Trustee Felix B. Modjeska reported for the Police Committee that Captain Adams would give Balboa Island Police protection, but the fire protection would necessitate a bond election, and on motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the report was accepted. The communications were read and referred to the proper order of business. This being the time set for opening bids for a Ford Chassis for the Street Department, the Board in open session publicly opened, examined and declared all sealed bids received, which were as follows: Theodore Robins, total equipped with gas and oil, - $457.66 On motion of Trustee Felix B. Modjeska seconded by Trustee Harry H. Williamson and upon:caIl of the roll the bid was accepted; by the following vote: Ayes, Trustees L. S. Wilkinson, Felix B. Modjeska, Harry H. Williamson, Conrad Richter. Noes, Trustees None. Absent, Trustee Fred W. Young. On motion of Trustee Felix b, Yodjeska seconded by Trustee Harry H. Williamson and carried, the bond of V. A. Tripp as Electrician was accepted. The communication of Ernest Grill asking for a refund of the water bill which he paid on the toilets in Tract 518, was discussed, and on motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, a meter was to be installed on that part of the building not used as an office, and a refund made next month on the proportionate amount due. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the request of John C. Tuffree for permission to remodel and estend his pier adjoining the city pier on Washington Street, was granted subject to the will of the Board. On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, the estimate of the Advertising Manager of expenses for the coming month was approved less the $20.00 telephone charge, or a total of 1747.00. UNFINISHED BUSINESS. ORDINANCE NO. 306, entitled as follows: An ordinance governing the filing of claims against the City of Newport Beach; was taken up for final consideration, the roll was called 367 and the Ordinance passed by the following vote: Ayes, Trustees L. S. Wilkinson, Felix B. Modjeska, Harry H. Williamson, Conrad Richter. Noes, Trustees None. Absent, Trustee Fred W. Young. The ordinance was then signed and approved by the President and certified by the Cleric. ORDINANCE NO. 307, entitled as follows: ' An Ordinance of the City of Newport Beach creating the office of Nuisance Inspector, providing for the appointment of some person to fill said office, and fixing his compensation; was taken up for final consideration, the roll was called and the Ordinance passed by the following vote: Ayes, Trustees L. S. Wilkinson, Felix B. Modjeska, Harry H. Williamson, Conrad Richter. Noes, Trustees None. Absent, Trustee Fred W. Young. The Ordinance was then signed and approved by the President and certified by the Clerk. On motion of Trustee Felix B. Modjeska seconded by Trustee Harry H. Williamson and carried, A. J. Twist was appointed Inspector of Nuisances at a salary of $100.00 per month. ORDINANCE. NO. 304, entitled as follows: An ordinance licensing and regulating the construction and maintenance of outdoor advertising structures in the City of Newport Beach; was taken up for final consideration, the roll was called! and the Ordinance was passed by the following vote: Ayes, Trustees Felix B. Modjeska, Harry H. Williamson, ' Conrad Richter. Noes, Trustee L. S. Wilkinson. Absent, Trustee Fred W. Young. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and upon call of the roll dply carried, the Grant Deed of A. W. Crawford and Seville Crawford his wife, dated August 25, 1926 to the City of Newport Beach and the real property therein granted, is accepted on behalf of the City of Newport Beach. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and upon call of the roll duly carried, Resolution No. 387 ordering the Grant Deed of A. W. & Seville -Crawford recorded, was adopted. On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, the communication of Dr. Herman Hilmer objecting to the Marine Railway and Boat Yard on Section 5, Balboa Island, was referred to the Inspector of Nuisances. Trustee L. S. Wilkinson introduced a resolution fixing the rate per centum and levying a tax upon the taxable property within the City of Newport Beach and taxable therein for municipal purposes, and also upon the taxable property within the several assessment districts for the purposes of said districts; the Resolution was ordered filed, read, considered, designated Resolution No. 388, the roll was called and the Resolution passed by the following vote: Ayes, Trustees L. S. Wilkinson, Felix B. Modjeska, Harry H. Williamson, Conrad Richter. Noes, Trustees None. Absent, Trustee Fred W. Young. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, $100.00 was appropriated out of the unapportioned fund to the budget fund of the Recorder for paying jurymen. On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, $50.00 was transferred from the unapportioned fund to the budget fund of the Police Department for traffic paint. 7 M On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, $250.00 was transferred from the unapportioned fund to the budget fund of the Life Saving Corps for extra help. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, $150.00 was transferred from the unapportioned fund to the budget fund -of the Fire Department for expense of fires. On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the demands as passed on by the Finance Committee were allowed and warrants to be drawn for same. ' On motion of Trustee Harry H. Williamson seconded by Trustee Felix B. Modjeska and carried, the refund demand of Mrs. Marie Hanson was disallowed. The request of Mrs. J. P. Greeley for permission to build a pier in front of Lot 1, Block 13, Balboa Tract was referred to the City Engineer for the customary two weeks. As Eugene Fenelon Building Inspector had returned from his vacation, on motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and carried,.the temporary appointment of Austin Brown as building and plumbing inspector was revoked and Mr. Fenelon reappointed. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the Water Superintendent was instructed to advertise for sale the obsolete material he has on hand at the pumping plant, bids to be opened Oct. 41 1926. On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska and carried, the Water Superintendent was appointed a delegate to the American Water Works Federation at San Diego the last of the month with expenses allowed. On motion of Trustee Felix B. Modjeska seconded by Trustee Harry H. Williamson and carried, the meeting adjourned to 7 :36 o'clock P2 M. on Monday, September 20, 1926.
