On motion of Trustee Harr$ H. Williamson seconded by Trustee L. S.
Wilkinson and carried, a very sincere Vote of thanks was extended to the LaFrance
Fire Engine Co. for their generosity in allowing us the use o£ the engine at once
with the payments and interest to start July 1,.1927-
There being no further business on motion of Trustee Fred W. Young
seconded by Trustee Felix B. Modjeska and carried, the meeting adjourned to 7 :30
o'clock P. M. on Monday, March 21, 1927-

The Board of Trustees of the City of Newport Beach met in regular
adjourned session at 7 :30 o'clock P. M. on above date. The meeting was called to
order by President Conrad Richter.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved as read.
As City Engineer Kressly had another *meeting to attend the regular order
of business was changed and his matters taken up at this time.
This being the time fixed for opening bids for certain work on certain
portions of Bay Avenue within the City of Newport Beach, as contemplated by Resolution
of Intention No. 411 of this Board, the Board in open session publicly opened,
examined and declared all sealed bids received for said work, to -wit:

The communications were read and acted upon as follows:
The memorandum of agreement between Belle Sparks and J. Duman in regard
to the purchase of Mrs. Sparks interest in the fishing barge, was ordered filed,
on motion of Trustee Harry H. Williamson seconded by Trustee L. S. Wilkinson and
carried.
On motion of Trustee Felix B. Modjeska seconded by Trustee Harry H.
Williamson and carried, the offer of Mrs. Edna R. Storey through Funcheon & Briggs
to sell the City practically 325 feet of ocean frontage in Balboa Bast Side Tract,
was referred to the City Attorney for investigation and report.
The communication from the Kane Detective Agency was filed.
The City Engineer reported that the Griffith Company was the lowest
bidder for the work to be done on certain portions of Bay Avenue within the City
of Newport Beach as contemplated by Resolution of Intention No. 411 of this Board,
and thereupon Trustee Fred W. Young introduced RESOLUTION N0. 41 , entitled:
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF NEWPORT
BEACH AWARDING THE CONTRACT FOR CERTAIN WORK ON CERTAIN PORTIONS
OF BAY AVENUE WITHIN SAID CITY,
and on his motion duly seconded, said Resolution was adopted by the
following vote:
AYES, Trustees L. S. Wilkinson, Felix B. Modjeska, Fred W. Young,
Harry H. Williamson, Conrad Richter.
NOES, Trustees None.
ABSENT, Trustees None.
On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young
and carried, the plan of a new fire hall as prepared by City Engineer Ytessly was
referred to the Committee of the Whole.

On motion of Trustee Fred W. Young seconded by Trustee Harry H.
Williamson and carried, the bond of J. A. Beek for the ferry franchise was. approved.
On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H.
Williamson and carried, the communication asking that we be allowed to withdraw
from the present high school district and form a district of our own, was referred
to the City Attorney to present in person if he is going to Sacramento, and if not to
transmit it to Dr. C. D. Ball for presentation to the Assembly.
The communication from G. W. Kitzmiller asking that the old fire
equipment be transferred to Balboa Island was read, and on motion of Trustee Harry
H. Williamson seconded by Trustee Fred W. Young and. carried, the Clerk was
instructed to notify him.that the Fire Committee had so recommended to the Board
' two weeks ago.
-On motion of Trustee L. S. Wilkinson seconded by Trustee Felix B. Modjeska
and carried, the application of the G. V. Johnson Boat Works for permission to
build a floating dock at the foot of 20th Street, was granted subject to the will
of the Board.
On motion of Trustee Harry H. Williamson seconded by Trustee Fred W.
Young and carried, the application of Fred Shores for permit to run a popcorn stand
in front of the new Comfort Station in Newport Beach, was denied.
Stephen V. Dexter and Mr. Miller his attorney, were present and wanted
to sell the City Lots 1 and 2 in Tideland location No. 267 for a consideration of
$40,000.00, and stating they had an option on it of $50,000.00. The matter was
discussed and on motion of Trustee L. S. Wilkinson seconded by Trustee Felix B.
Modjeska and carried, the matter was referred to the Committee of the Whole.
On motion of Trustee Harry H. Williamson seconded by Trustee Fred W.
Young and carried, the contracts for the new fire engine were laid over one week
to enable the Fire and Water Committee to check it over with the specifications.
Resident Engineer, E. M. Edwards, referred to a number of communications
he has received from property owners on Corona del Mar in regard to the street
work disturbing their private sewer line, and stated they wanted the City to allow
them $50900 each towards the expense of a cesspool. The matter was discussed
and on motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson
and carried, the matter was referred to the-Committee of the Whole.
Or. motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young
and carried, the matter of the Airway Beacon. and .lease of ground for weather
' station was referred to the Committee of the Whole.
UNFINISHED BUSINESS•
On motion of Trustee Fred W. Young seconded by Trustee Felix B.
Modjeska end upon call of the roll duly carried, it was resolved by the Board of
Trustees of the City of Newport Beach that the Grant Deed of H. Cardoza Sloan
and Lillian Crosby Sloan, his wife, and the reel property therein described be
and is accepted by the City of Newport Beach the grantee therein, and that a
certified copy of this Resolution be recorded with said deed.
On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H.
Williamson and carried, demands No. 1722 to 1738 inclusive having been signed
and approved by the Finance Committee, were allowed and warrants to be drawn for
same. .
oh motion of Trustee L. S. Wilkinson seconded by Trustee Felix B.
Modjeska and carried,.approximately $300.00 was appropriated out of the general
fund towards the construction of a detour around the washed out portion of the
State Highway between Newport Beach end Huntington Beach.
R. C. Mize brought up the matter of the East Newport Town Co. giving
the City five blocks of ocean frontage from 9th Street to Alvarado Street in East
Newport if the City would relinquish the tax sales, and on motion of Trustee Harry
H. Williamson seconded by Trustee Fred W. Young and carried, the grant of the
property was accepted and when the deed of the property is recorded the tax sales
are to be cancelled.
The President declared a recess for the Committee of the Whole to meet.
After the recess the President of the Board again called the meeting to
' order and the matter of sewers on Corona.del Mar was taken up. Trustee Harry H.
Williamson stated that the Committee who had been over and investigated the sewers
did not feel like recommending that the City pay $50.00 each on the 13 sewers
affected, and on motion of Trustee L. S. Wilkinson seconded by Trustee Felix B.
Modjeska and carried, the report was accepted and the Clerk or Engineer to notify
them that they would have to lower their sewers below the established grade as
the City cannot assume any expense in connection with same.
On motion of Trustee Harry H. Williamson seconded by Trustee Fred W.
Young and carried, the Chair was instructed to appoint a committee of four con-
sisting of two trustees, the City Auditor and Building Inspector to appraise the
boat landings on the two piers for city reference.
The Committee appointed is Trustees Harry H. Williamson and Fred W.
Young, R. S. Briggs and Eugene Fenelon.. .
Trustee Harry H. Williamson introduced an Ordinance entitled as
follows:
AN ORDINANCE OF THE CITY OF NEWPORT BEACH PROVIDING FOR THE
ORGANIZATION, CONTROL AND GOVERNMENT OF A VOLUNTEER FIRE DEPARTMENT
IN•AND FOR THE CITY OF NEWPORT BEACH, DETERMINING THE NUMBER
THEREOF, DESIGNATING AND PRESCRIBING THE DUTIES OF ITS OFFICERS,
PROVIDING FOR THE APPOINTMENT OF CERTAIN OFFICERS BY THE BOARD
OF TRUSTEES AND THE COMPENSATION TO BE PAID SUCH OFFICERS.
The ordinance was read, considered, designated Ordinance No. 315 and
referred to the City Attorney.
There being no further business on motion of Trustee Fred W. Young
seconded by Trustee Felix B. Modjeska and carried, the meeting adjourned to 7:30
o'clock P. M. on Monday, March 28, 1927-

The Board of Trustees of the City of Newport Beach met in regular
adjourned session at 7:30 o'clock P. M. on above date. The meeting was called
to order by President Conrad Richter.
The roll was called showing the full Board present.
The minutes of the previous meeting were read and approved as read.
Trustee Young gave•a verbal report of the parking committee, and on
motion of Trustee Felix B. Modjeska seconded by Trustee Harry H. Williamson and
carried, the Clerk was asked to have the report typewritten for.consideration
of the Board at the next meeting.
The report of the committee on boat landing was read, and on motion
of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried,
the report was filed until such time as the Board wishes to take up the matter
of purchase.
The report of the committee with additional plans for a fire hall was
read,-and on motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young
and carried, the report was referred to the Committee of the Whole for consider -
ation.with the other plans.
The communication from Dr. G. M. Grundy, Health Officer, declaring
the sewers and outside toilets on Corona del•Mar_nuisences, was referred to the
City Marshal to serve notice on them to-abate the nuisance.
The communications were read and acted upon as follows:
On motion of-Trustee L. S. Wilkinson seconded by Trustee Felix B.
Modjeska and carried, the president of the Board and Clerk were instructed to
sign the card authorizing the City Treasurer to rent a safety deposit box in the
Merchants National Trust & Savings Bank of Los Angeles in which to keep the Liberty
Loan Bonds for jetty construction.
On motion of Trustee Harry H. Williamson seconded by Trustee Fred W.
Young and carried, the communication from Kathryn L. Schmidt-of Peoria, Illinois
in regard to payment of the Mc Fadden Place assessment, was referred to the City
Attorney for report as to whether they could compel her to pay the penalty.
On motion of Trustee Harry H. Williamson seconded by Trustee Felix B.
Modjeska and carried, the application of William Noonan for a license to run a
lunch and soft drink stand in Block A -34 Corona del Mar, was allowed.
The communication from the Balboa Angling Club to not allow any
fishermen on either of the piers to use more than two rods or poles at a time
was discussed, and on motion of Trustee Fred W. Young seconded by Trustee Felix
B. Modjeska and carried, the matter was referred to the City Attorney to prepare
an ordinance.
On motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young
and carried, the communications from Lew H. Wallace and Sadie M. Irwin protesting
against the removal of the pavilion on the ocean front, was referred to the
Committee of the Whole with the parking committees report.
