Young and carried, the offer of temporary shelter for the old fire truck on Balboa Island was accepted, and Paul Claire was appointed Assistant 7 re Chief to look after the Balboa Island track and Corona Del Nat hose reel at a salary of $150.00 per month from; May 1, 1927; he being under the direction of the Fire Chief. These being no further business on motion of Trustee Wilkinson adjourned seconded by Trustee F. Be Modjeska and carried, the Sine Die. - -Approved May 2, 1927- SOMME MEN L. S. meeting President Board of Trustees. City Hall, Newport Beach, May 29 1927- The Board of Trustees of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roil.was called showing the full Board present. The minutes of the previous meeting were read and approved. The reports of the heads of the departments were read, and on motion of Trustee F. B. Modjeska seconded by Trustee Fred W. Young and carried, the reports were accepted and filed. On motion of Trustee Fred "W. Young seconded by Trustee F. Be Modjeska and carried, the report of the parking committee was referred to the Committee of the Whole. On motion of Trustee F. Be Modjeska seconded by Trustee Fred W. Young and carried, the request of the Planning Commission for another weeks time on the Tudor Pier and the Fire Ordinance, was granted. The communications were ;read and acted upon as follows: The report of the License Committee was read and on motion of Trustee F. Be Modjeska seconded by Trustee Fred W. Young and carried, the recommendations were turned over to the City Attorney to formulate into an ordinance for the next meeting. On motion of Trustee Fred W. Young seconded by Trustee F. B. Modjeska and carried, the request of Cullinan.& Patton for a refund of $10.00 paid for a license which was not used, was referred to the Clerk to notify them to present their claim on a regular demand. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the communication from Roy Chapin in regard to trophies for the Migley raoe, was referred to the Newport Harbor Chamber of Commerce for a recommendation. On motion of Trustee F. Be Modjeska seconded by Trustee Fred W. Young and carried, the request of D. D. Driggers for transfer of the business license of Way & Driggers to Chas. H. Way, was granted. The petition signed by 47 citizens asking that Capt. Olaf Olsen be given permission to use the landings on newport wharf was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried; the Clerk was instructed to notify Capt.. Olsen that our lease with Smith & Mo Farland will not allow us to grant such a request at,this time. The communication from A. U. Jackson in regard to his telephone bill was taken up and on motion of Trustee L. S. Wilkinson seoonded•by Trustee F. Be Modjeska and oarried, the Clerk was instructed to get a written statement from the Telephone Company in regard to same. On motion of Trustee Fred W. Young seconded by Trustee F. Be Modjeska and carried, $3500.00 was transferred from the unappropriated water-fund to account No. 102 —B. On motion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the request of A. H. Hovard for a lease on some City property along the bay for a fish stand, was referred to the City Marshal to report on the exact location of same. Frances Briscoe of-the restrictions for putting tents on the beach On quotion of Trustee L. S. Wilkinson seconded by Trustee Harry H. Williamson and carried, the application of James Sams for license to operate a tango game on the Ply 60 feet of Lots 9, 10 and 11 of Block 12, Balboa Tract, was referred to the City Marshal for report. On motion of Trustee L. S. Wilkinson seconded by Trustee F. B. Modjeska and carried, the application of Geo. K. Noland for license to operate a merchandise wheel in his amusement parlor, was -referred to the City Marshal for investigation and report. On motion of Trustee Fred W. Young seconded by Trustee F. B. Modjeska and carried, the application of Mrs. Nan Helm for a license to operate a hot dog and hamburger stand at 712 West Ocean Front, was allowed. On motion of Trustee Harry H. Williamson seconded by Trustee Fred W. Young and carried, the application of Chas. Lippman for permission to build a pier iii front of Lot 19, Block 18, Tract 777 of Section 5, Balboa Island, was granted. Trustee Harry H. Williamson Commission would recommend the approv, 767 of five acres each on Costa Mesa, Wilkinson seconded by Trustee Fred W. were approved and the.proper officers. UNFINISHED BUSINESS stated that the Planning tl of Maps of Tracts No. 659 and and on motion of Trustee L. S. Young and carried; the Maps were instructed to sign same. The matter of awarding the contracts for constructing the two jetties was taken up, and President Conrad Richter stated the first matter to decide was whether the east jetty was to be constructed of cement or rock. A vote was taken first on whether it should be of rubble mound construction and the vote stood: AYES, Trustees L. S. Wilkinson and Harry H. Williamson. NOES, Trustees F.B. Modjeska, Fred W. Young, Conrad Richter. The vote on the cement construction stood: AYES, Trustees F.B.Modjeska, Fred W.Young, Conrad Richter. NOES, Trustees L. Be Wilkinson, and Harry H. Williamson. The majority being in favor of the cement construction it was so ordered. NEW BUSINESS An Ordinance amending Ordinance No. 105 was introduoed, designated Ordinance No 317 and passed to the second reading. An ordinance was introduced amending Ordinance No. 182, was designated Ordinance No. 318 and passed to the second reading. An ordinance was introduced concerning the distribution of hand bills. or.advertising matter in the City, was designated Ordinance No. 319 and passed to the second reading. An Ordinance amending ordinance No. 110 of this City was introduced, designated Ordinance No. 320 and passed to the second reading. On motion of Trustee L. $.-Wilkinson seconded by Trustee Harry H. Williamson and carried, the demands which had not been approved by the Auditor were to be allowed when properly ohecked, and any transfers necessary were authorized. On motion of Trustee Harry-H. Williameon.seconded by Trustee F, B. Modjeska and carried, the demands which were in proper. form and approved by the Finance Committee, were allowed and warrants to be drawn- for same. City Engineer Kressly reported that the Hauser Construction Co. -were the lowest responsible bidder for repairing the present west jetty, and Lee R. Weber was the lowest responsible bidder for constructing the east jetty of reinforced concrete, and thereupon Trustee Fred W. Young introduced a resolution entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OF.THE CITY OF NEWPORT BEACH AWARDING THE CONTRACTS FOR THE CONSTRUCTION OF AN EAST JETTY, THE REPAIR OF THE PRESENT WEST JETTY, UNDER THE $500,000. HARBOR BOND ISSUE. The Resolution was.read, considered, designated RESOLUTION. N0.•422, and upon call of the roll passed by the following vote: AYES, Trustees L. S. Wilkinson, F.B.Modjeska, Fred Wo Young, Conrad Richter. NOES, Trustees Harry H. Williamson. ABSENT, Trustees None. There being no further W. Young seconded by Trustee F. adjourned to 7:30 o'clock P. City Hall, Newport Beach, May 9, 1927- The Board of Truatees• of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President Conrad Richter. The roll was called showing the full Board present. The minutes of the previous meeting were read and approved as read. The amended report of the parking committee was read, and on motion of Trustee F. B. Modjeska seconded by Trustee Fred Wo Young and carried, the report was referred to the Committee of the Whole for consideration. The tentative plan of a parking pier for H. B. Tudor at the ocean end of Palm Street as presented by L. W. Briggs was discussed, and on motion of Trustee L. S. Wilkinson seconded by Trustee Fred W. Young and carried) it was resolved to be, the sense of this Board that a reinforced concrete or creosote piling parking pier extending ooeanward st the foot of Palm Street, would be looked upon favorably by this Board if constructed on plans and specifications the City Engineer and this Board would approve. The report of the Planning Commission in regard to work contemplated on the property known as Parkinson Island, was presented by City Attorney Bishop, and RESOLUTION NO. 4241 entitled: A RESOLUTION OF THE BOARD OF TRUSTEES OR THE CITY OF NEWPORT BEACH RELATIVE TO THE RECOMMENDATION TO THE WAR DEPARTMENT IN RE:APPLICATION FOR DREDGING CERTAIN AREAS AND PROVIDING FOR FILL AND BRIDGE BETWEEN U. S. BULKHEAD LINES -IN THE CITY OF NEWPORT BEACH, was taken up for consideration, was read, and upon call of the roll passed by the following vote: AYES, Trustees L. Be Wilkinson, F. B. Modjeska, Fred Wo Young, Harry H. Williamson, Conrad Richter. NOES, Trustees None. ABSENT, Trustees None. On motion of Trustee-F. B. Modjeska seconded by Trustee Harry H. Williamson and carried, R. S. Briggs was granted 4 days vacation asked for. On motion of Trustee Fred W. Young seconded by Trustee F. B. Modjeska and carried, the Clerk was instructed to notify Elmer J. Kennedy that the Board does not care to do any trading in bonds. The license ordinance was brought up for oonsi dera$ioa and Mr. Blanchard of the Model Laundry made a talk opposing the $200.00 laundry license, and Mro Mellon of the Service Laundry spoke in favor of it. The matter was referred to the Committee of the Whole. City Attorney Bishop presented a fire zone map prepared by the Planning Commission dividing the City into 7 zones, and the matter was left with the City Attorney•to prepare an ordinance covering same.
